CARL ASKLUND, AND MR. HAROLD WRIGHT INTRODUCTION Pentec Environmental, Inc. (Pentec), was asked by Mr. Carl Asklund, Mr. Harold Wright, and the City of Edmonds to delineate and evaluate the wetland on two adjacent pieces of property belonging to Mr. Carl Asklund and Mr. Harold Wright. The purpose of this report is to document the work performed, identify� the delineated wetland. boundaries on Mr. Asklund's property and Mr. Wright's property, map the wetland's location, describe its characteristics, evaluate its functions, and identify mitigation measures appropriate to ensure the integrity of the wetland and adjacent buffer. The on -site evaluation was conducted on September 3,1992. One wetland was identified and delineated. During the delineation process, areas were considered wetlands as deft . ned by Section 404 of the Clean Water Act and as implemented by the US Army Corps of Engineers. The wetlands were.delineated using the methodology outlined in the Federal Manual for Identifying and Delineation jurisdictional Wetlands (Federal Interagency Committee for Wetland Delineation ' [FICWD] 1989). Wetlands were classified using Cowardin et al. (1979). The wetland was rated using the City of Edmonds definition in Section 20.15B.020(00), contained in Ordinance Number 2874. BACKGROUND Before the site visit, background reference materials were assembled and reviewed to familiarize the wetland ecologist with the site. These materials were provided by the property owners, the City of Edmonds, and Pentec. The wetland has been ' documented and mapped on the National Wetland Inventory map (USFWS 1987) (Figure 1) and on the Snohomish County Tomorrow maps prepared by Harza Northwest under contract to Pentec. The wetland is bounded to the north by residences directly south of 218th Street Southwest, to the south by residences directly north of 220th Street Southwest, to the east.by residences, and to the west by residences directly west of 92nd Street. Both residential lots are rectangular. Mr. Asklund's lot is about 0.61 acres in size. The lot contains a small house in the northwest portion of the lot and a garage/storage shed east of the house. The proposed use of the property is to short plat the property and build a second house in the center of the lot. Mr. Wright's lost is about 0.45 acres in size. The lost is currently cleared (except for a large cedar) and vacant. The proposed use is to build a single-family home on the lot. REGULATORY JURISDICTION The City of Edmonds interim critical areas and resource lands title (Ordinance Number 2874) will implement the critical areas regulations. The interim regulations provide for exemptions and exceptions to use of land, development standards for alteration of wetlands, criteria for critical area studies, and mitigation. The interim regulations classify the wetland as a regulated critical habitat. 1"tev 001 30\001\F1 NAL.RPT:TPM page 3 METHODS GENERAL A review of reference materials was made before the site visit to determine if the wetland had been identified on the site by other sources and, if so, how it had been classified. These references included a site map provided by the property owners, the National Wetland Inventory map (USFWS 1987), Snohomish County Tomorrow map (1991), US Geological Survey topographic map —Edmonds -east quadrangle, and Soil Conservation Service Soil Survey of Snohomish County Area, Washington (Debose and Klungland 1983). The wetland ecologist walked the two properties and examined the general extent of the wetland boundary identified by the reference material. During the site evaluation and wetland delineation sample plots were located both within the wetland boundary and outside the wetland boundary in order to characterize the wetland community or communities and the upland community or communities and to determine the overall wetland rating. The wetland community type will be discussed as it is described by Cowardin et al. (1979). Wetland types include palustrine emergent (PEM), palustrine scrub/shrub (PISS), palustrine forested (PFO), palustrine aquatic bed (PAB), and palustrine open water (POW). The rating system, used to determine the wetland category is in accordance with the City of Edmonds interim ordinance. Survey work was completed by Sajonia & Associates, Seattle. Standard survey techniques were used to, locate the property boundaries, wetland delineation boundary flags, and buffer flags. FIELD General Delineation The Routine On -site Determination protocol outlined in the Federal Manual (FICWD 1989) was used during the site survey. An assess mient of the wetland boundary was made by walking and flagging the edge of those portions of the wetland located on Mr. Asklund's property and on Mr. Wright's property. Sample plots were located in distinct vegetation units within and outside the wetland that adequately represented the character of the vegetation communities. BMW 001 30\001 T1 NAL.RPT:TPM page 4 0 Vegetation The data collected were consistent with the Plant Community Assessment Procedure of the Routine On -site Determination (FICWD 1989). Dominant (usually those with greater than 20 percent cove0and subdominant (usuafly those found with between 5 an . d 20 percent cover) plant species in each vegetation stratum (tree canopy, shrub zone, and herbaceous groundcover) were recorded for each plot. Each plant's wetland indicator status was assigned using the US Fish and Wildlife Servic e National List of Species that Occur in Wetlands: Northwest —Region 9 (Reed 1988). The indicator code for plant species is noted below: Wetlands probability (percent chance that plant Code Designation will be found In a wetland) OBL Obligate wetland species > 99 FACW Facultative wet 67 to 99 FAC Facultative 34 to 66 FACU Facultative upland 1 to 33 UPL Obligate upland < 1 NI No indicator status When 50 percent or more of the dominant plants in a vegetative unit have an indicator status of OBL, FACW, and/or FAC, the vegetation is considered hydrophytic. Each vegetation unit at the site was classified as hydrophytic or non-hydrophytic based on the percent of the area covered by the don-dnant species. Synonymy used in this report follows Hitchcock and Cronquist (1976), and scientific names and indicator statuses are used only in the first reference to each species. Hydrology Hydrologic indicators were determined using the guidelines provided in the Federal Manual (FICWD 1989). These indicators include visual observation of site inundation, soff saturation, 00130\001TINALRPTIPM FNIMC page 5 lZi 0 0 mottling in the soil associated with'the roofing zone of plants (rhizosphere), water marks on vegetation, water-bo mie sediment deposits, and wetland drainage patterns. Soils On -site samples were taken in each w.etland plot using a soil * shovel. Soils were characterized using standard Soil Conservation Service protocol. Soil colors were identified using a Munsell soil color chart (Munsell Color 1988). Depths to soil saturation and.surface inundation were recorded for each plot. Soil samples were also examined along the wetland/upland boundary to determine the exact delineation line location. This multiplicity of samples identified and verified differences in soils between major sampling points and verified limits of mapped soil unit boundaries. Presence of a chroma of less than 1 (if no mottles are present) or 2 (if mottles are present) and gley characteristics (for mineral soils) or organic characteristics (for peats and mucks) were used as indications of hydric soils as outlined in the guidelines provided in the Federal Manual (FICWD 1989). Surveying and Mapping Wetland boundary flags and buffer flags were surveyed using standard survey techniques. The survey points were transferred to a computer database to produce a map of the two properties, the wetland edge.(with numbered points corresponding to flags placed in the field by the wetland ecologist), and the buffer area between the wetland edge and the developable upland areas of the two properties at a scale of 1 inch equal to 50 ft. V Fusee 001 30\001 \FINAL.RPT:TPM pagg 6 FINDINGS The edge of one wetland crosses through several residential plots. Figure I shows the general extent of the entire wetland, and Figure 2 shows the extent of the wetland on Mr. Asklund's property and Mr. Wright's property as surveyed by Sajonia & Associates. The dominant and subdominant vegetation found within the portion of the wetland on the two properties is listed on copies of the field data sheets in the Appendix. No threatened, endangered, or'sensitive plant species were found on site during this investigation, and none have been found in previous studies (WNHP 1991). WETLANDS The NWI (1987) map and the Snohon-dsh County Tomorrow map indicate that the wetland is a PAB/PF0 wetland (Figure 1). The wetland occurs within Soil Unit 17—Everett gravelly sandy loam (Figure 3). The predominant wetland community type found on the two properties is deciduous forested wetland (willow) and aquatic bed (pond weed and sedge). WETLAND DESCRIPTIONS The wetland is located in a topographically low position relative to the two properties. There is approximately a 2 to 3 ft difference in topography between the upland portions of, -the properties and the edge of the PAB. The actual depth of the PAB was not measured or surveyed. The PAB portion of the wetland on both Mr. Asklund"s property and Mr. Wright's property is dominated by pond weed, Lemna minor (OBL), and shore sedge, Carex lenticularis (FACW+). Some Douglas's spirea, Spiraea douglasii (FACW), was also noted growing on downed trees within the PAB. There is virtually no forested wetland on Mr. Asklund's property. The small band of forested community located on Mr. Wright's property consists of willows, Salix spp. (FAC to OBL), growing on the perimeter of the PAB. pejac 00130\001\FINAL.RPT:TPM page 7 we` -777'=�­: 77 .7 71 J6. 41 lift a WN Z..— LX I-S 14 IT� 0 0 The soils are black muck (10YR 2/1) within the PAB and dark brown (10YR 2/2 to 2/3 with mottles) within the small forested fringe. The on -site soil investigations within the PAB are not characterized in the SCS Soil Survey. The wetland site is located with Soil Unit 17—Everett gravelly sandy loam. Although portions of the PAB were covered with water and other areas closer to the wetland/upland edge were saturated to the surface, water drift lines and water marks on the vegetation indicate that the water level of the PAB is greater in the winter or during storm events. The sources of hydrology for the PAB appears to be mainly precipitation and storm water runoff that enters into the pond via a shallow west -east ditch running along the very northern portion of Mr. Asklund's property and then into a north -south ditch on the eastern property boundary of Mr. Asklund's property. UPLAND COMMUNITIES The upland vegetation community on Mr. Asklund's property is dominated by lawn grasses (unidentified Grammidae). The upland vegetation community on Mr. Wright's property is dominated by Himalayan blackberry, Rubus discolor--procera (FACU-), velvet grass, Holcus lanatus (FAQ, and evergreen blackberry, Holcus laciniatus (FACU+). The soils in the upland portion of Mr. Asklund's property are dark brown with mottles below about 8 inches. At the time of the site visit, the soils were not saturated, and no water filled a hole dug to about 25 inches. The soils in the upland portion of Mr. Wright's property have been somewhat disturbed from land clearing. They are a dark brown, gravelly sand (10YR 2/2 to 2/3) with no mottles and at the time of the site visit they were not saturated. The on -site soil examinations in the upland areas confirm the soil mapping unit —Everett gravelly sandy' loam. This soil type is not on the Washington hydric soil list (updated November 20, 1990). peifte 00130\001\FINAL.RPT:TPM page 11 R of 0 0 DISCUSSION The wetland edges located on Mr. Asklund's property and on Mr. Wright's property are part of a larger wetland. The wetland is predominately a PAB with a small PFO (mostly young forested deciduous trees) fringe located on Mr. Wright's property. The predominant wetland community (PAB) is smaller than 1 acre. Including the small forested fringe increases the size of the entire wetland, but it still appears to be less than 1 acre in size. Based on size and class, the entire wetland would be classified a Category 2 wetland according to the City of Edmonds interim regulations for critical areas. Category 2 wetlands are wetlands "that are equal to or less than 1 acre and greater than 2,500 square feet and have two or more wetland classes; or wetlands equal to or less than 1 acre and greater than 2,500 square feet that have a forested class ... ... This wetland consists of two classes: PAB and PFO, even though the forested component is relatively small. The wetland currently functions to store storm water and provides some habitats for waterfowl (e.g., mallard ducks). Without prior knowledge and more extensive research on the quality of the wetland prior to residential development and construction of shallow storm ditches, determining whether this wetland has been significantly degraded as a result of storm water inputs is not possible. The author of this report does not know if septic systems from surrounding residences drain into this wetland. According to Section 20.15B.140, Development Standards, Category 2 wetlands shall not be used for storm water management purposes including retention and detention unless the use is part of a publicly designed and funded program to control storm water problems. With the recent formation of a City LID in this area, storm water inputs into this wetland are likely to decrease. Based on the wetland category (2), a buffer of 50 ft from the wetland edge is required. The buffer conditions prohibit or limit the removal or alteration of existing vegetation in the buffer areas as necessary to preserve the functions of the wetland. Figure 2 shows buffers 25 and 50 ft from the wetland edge. Both buffers will be referred to below in the discussion of mitigating measures appropriate to preserving the wetland. The vegetation within the 50-ft buffer zone is of low quality and does little to protect the integrity of the wetland. The buffer on Mr. Asklund's property consists of lawn grasses; the buffer on Mr. Wright's property consists of large piles of wood debris, bare ground, and blackberries. The buffer could be improved greatly by removal of debris and planting diverse native shrub vegetation appropriate for a buffer area. The City's standards for buffers do not 00130\001\FINAL.RPT:TPM page 12 0 0 explicitly state that the City can require a property owner to replant a buffer area within the buffer prescribed for a given wetland category. Should either property owner request that the City allow a reduced buffer width or buffer width averaging, the City could require that the property owners plant the buffer with native vegetation appropriate for a wetland buffer. In summary, the City can take two measures to preserve the integrity of the wetland: 1) require the removal of debris and brush piles (from Mr. Wright's property only), a standard 50-ft buffer, and planting of the buffer with diverse native vegetation (interim regulations are unclear, however, regarding. whether the City can require a property owner to plant additional vegetation if the standard buffer width is required) and 2) require the removal of debris and brush piles (from Mr.* Wright's property only) and allow buffer width averaging or a reduced buffer width (only if the property owner would be denied reasonable use of their property as defined by the City of Edmonds). The City can require the property owners to develop a buffer enhancement plan using native vegetation if the City allows buffer width reduction or averaging. A buffer enhancement plan would provide an opportunity to plant the buffer with appropriate native vegetation and would help to protect the integrity and quality of the wetland. 1"We 001 30\001\FINAL.RPT:TPM page 13 LIMITATIONS Environmental site assessments are noncomprehensive by nature and are subject to many limitations, including those presented below. This study does not provide quantification or a guarantee regarding the presence or absence of wetlands. The results and 'conclusions of this report represent the 'professional opinions of Pentec Environmental, Inc. They are based in part upon (a) site reconnaissance, (b) information provided by the property owners and the City of Edmonds, and (c) examination of public domain information concerning the proposed site. Work performed conforms to accepted standards in the field for Routine Delineations using the Federal Manual for Identifying and Delineating jurisdictional Wetlands (Federal Interagency Committee For Wetland Delineation 1989). Final determination of the jurisdictional wetland boundaries pertinent to the Clean Water Act Section 404, however, is the responsibility of the Seattle District of the US Army Corps of Engineers and/or Region X, US Environmental Protection Agency, Seattle, Washington. Many different regulatory agencies may require review of final site development plans that could potentially effect zoning, water quality, and/or habitat functions of the lands in question. Thus, the findings and conclusions contained in this report should be reviewed by the appropriate regulatory agencies prior to any detailed site planning and/or construction activities. Therefore, in this case , I recommend that a study be conducted by a wetlands biologist and a land surveyor, licensed in the State of Washington.
