make suggestions on areas of possible improvement.
Ms. Gerend described her efforts with, regard to the Puget Sound Bird Fest in Edmonds on May 14. She
advised a schedule of activities was av'
ailable via the event page on the City's website. A radio spot could
be heard on KUOW during the first two weeks in May that would also include "Find Yourself in
Edmonds" and a press release was submitted to local and regional publications including the state's
Audubon chapter newsletter. Color posters were printed,and promotional canvas bags will also be for
sale at the festival. She advised tags with the Bird Festival logo would be distributed to birders to assist
merchants in tracking how many birders also shop and dine downtown,
Ms. Gerend described her efforts to implement the recommendations of the Highway 99 Task Force such
as plans to strengthen districts like the Stevens Hospital Medical Corridor and the International District.
This has involved applying for a variety of funding sources, looking at possible land use changes to
encourage the desired redevelopment and working with individual property owners and real estate
professionals.
She described outreach and promotion including the creation of a monthly newsletter, "E.D. Update,"
which is also an insert in the Edmonds Chamber newsletter and it is posted on the economic development
page on the city website. Committees she is involved in include I -lot Autumn Nites, TEAM Edmonds,
CTAC and the Edmonds Chamber of Commerce Economic Development Committee. She planned to
attend the Department of Community Trade and Economic Development's Downtown Revitalization
Institute on April 27-29. She also highlighted ribbon cuttings and press releases about new businesses.
Councilmember Moore referred to Ms. Gerend's comment about possible improvement in city services,
suggesting Ms. Gerend report to the Council how businesses experience city services and improvements
that could be made. Ms. Gerend advised a meeting was held with staff today; specific recommendations
would follow.

In response to your January 14th memo regarding reasons and public benefit for street vacation, we offer the
following:
The reason for the proposed vacation is that a public street is no longer required in this location. The street th
was originally established to provide access to numerous residential properties. The eastern portion of 219
was vacated years ago to allow for the construchon of Top Foods. The remaining residential properties have
since been purchased and aggregated into a single property intended for the development of a single
professional office building. Only one other commercial property, The Birth and Family Clinic, makes limited
use of 219'h to access some of their parking areas. The proposed vacation includes easements to maintain
this access. Easements for existing utilities that reside within the present right-of-way will also be established.
The public benefits associated with the vacation are as follows:
1 The City will no longer be required to maintain the roadways, curbs and sidewalks within the
existing right-of-way, thus reducing public expense.
2. The existing pedestrian access down to 219th onto the pedestrian ramp on the Top Foods property
will be enhanced with the construction of walkways, streetlights and landscaping.
3, Reduced criminal activity. Presently this dead-end street that ends behind Top Foods is the site of
various forms of mischief. Neighbors have complained of these activities because the vacant
properties and. adjacent loading dock at Top Foods create an unsupervised environment. The
construction of a major new professional building will reduce or eliminate these activities-

WHEREAS, on June 21, 2005 the Edmonds City Council adopted a resolution
stating its intent to vacate a portion of 219th Street SW lying east of 76th Avenue West and west
of the Top Foods property as described therein, and
WHEREAS, certain conditions were set forth therein for the vacation and the staff
has reported to the City Council that all such conditions have been met, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. That portion of 219th Street SW lying east of 76th Avenue West and
west of the Top Foods property shown on the attached Exhibit A and described in File St-2004-
130, incorporated by this reference as fully as if herein set forth, is hereby vacated subject to the
reservation of a surface and sub -surface utility easement for the installation, maintenance,
construction and reconstruction of all public utilities as well as utilities of the City's franchisees.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.

This letter is a request for waiver of the maximum parking slope requirement of 6 percent as
described in the City of Edmonds Community Development Code. This request is made in order
to minimize the use of retaining walls and avoid the impacts on the property to the east of the
subject site. By modifying the approved grading plan as shown on the attached sketch, the
majority of the parking lot will be sloped at 8 percent or less, with a maximum grade of 9
percent. Because this parking lot has no ADA accessible parking, Barrier Free Design
Standards will not be violated.

PRELIMINARY CONDITIONS SUMMARY
The Birth and Family Clinic is within the Chase Lake Subbasin. The existing clinic property is 23420 square
feet (0.54 acres) and consists of the clinic building, parking areas and open spaces. The Clinic budding and
existing parking area north of the budding drain to a surface detention area in the existing parking lot. This
detention area discharges to the city storm drainage system in 76th Avenue West. The parking lot under the
clinic building and the area of the proposed parking lot currently drain to the exsiting conveyance system in
219th Street SW. The conveyance system runs east along 219th Street to the point where the street ends,
from here the system crosses private property to 220th Street SW. The conveyance system runs east in
220th Street to a discharge in Halls Creek near ilighway 99. For storm drainage calculation purposes, the
existing condition of the site is taken to be the condition of the site in November 1994 when a conditional
use pertnit to use a portion of the site as a parking lot was granted. The parking lot area was subsequently
covered with gravel as a temporary parking lot.

SECTION IV
OFF -SITE ANALYSIS
In accordance with City of Edmonds requirements, an off -site analysis of potential water quality/quantity
impacts was conducted. Review of the Chase Lake(Lake Ballinger Subbasin study revealed no existing
downstream water quality/quantity problems.
To mitigate potential stormwater quality impacts, water quality Best Management Practices (BMP), as
outlined in the Department of Ecology's (DOE) Stormwater Management Manual for the Puget Sound
Basin, wHI be used as a guideline. The site wiII be used as a parking lot for the existing medical office
building, source control BMPs applicable to this type of land use are storm drainage facility maintenance and
street sweeping. The parking lot is not large enough to warrant street sweeping however facility
maintenance should be carried out in accordance with maintenence requirements outlined in the Maintenance
and Operations Manual.
Due to the limited area of the proposed parking lot and based on a discussion with Don Fiene of the City of
Edmonds, a catch basin filter has been selected as the runoff treatment BMP. The site soils are not
condusive to the use of infiltration BMPs. The site does not have the space required for the use of
pond/swale type BMPs. Sediment and oil removal wiff be performed by the filter. The catch basin
assemblies are considered experimental by the Department of Ecology, but represent potential progress in
the effort to reduce pollution and silts from entering the regions streams and rivers. Catch basin filtration
assemblies shall be Foss Environmental Type 11-0 or Enviro-Drain.
While there is no evidence of existing streambank erosion problems downstream, potential streambank
erosion will be mitigated by limiting peak runoff flows to the pre -developed 2-year, I 0-year and I 00-year
24-hour storm peak runoff rates.
The project will preserve the natural drainage system by discharge into the conveyance system located in
219th Street SW.
