Subject: Letter Report Retaining Wall Stability Investigation 21830 - 93d Place West' Edmon s, - L&A Job No. 8042 INTRODUCTION At your request, we have completed an investigation of the stability of a retaining wall lining the west boundary of the subject property. Presented in this letter report are our findings and conclusions of this investigation. The subject property is a single-family residence owned by Mr. and Mrs. San Kim Hay. It is located at 21830 - 93d Place West in Edmonds, Washington. The general location of the property is shown on Plate I - Vicinity Map. Mr. Hay reported that he were notified recently by the City of Edmonds that the retaining wall was constructed without a permit and that it is in danger of toppling over. The purpose of this investigation is to evaluate fhe stability o I and determine whether it may fail. A review of the geologic and soil conditions at the residence. based on a published geologic map, 2. A site visit to examine the condition of the residence and the retaining wall, and, 3. The preparation of this letter report to present our findings and conclusions. The above scope of services was verbally authorized by you during a telephone. conversation on July 15, 1998, with Mr. Julian Liu of our office. SITE CONDMONS SURFACE CONDMONS The residence is situated on a gentle to moderately steep, west -facing slope. It is fronted by 93rd Place West on the east, and adjoined by single-family residences on the north, south and west. The topography within the property is relatively level from its east boundary to the front of the house. It then slopes gently down westerly from the front of the house to a timber retaining wall that lines the west boundary of the property. It is the stability of this timber retaining wall that is under this investigation. The timber retaining wall lines the entire west boundary of the property which is about 100 feet. It varies in height from about a foot at its south end to about 6 feet at its north end. From its north end, the wall turns east and steps up on a steep slope that rises about 5 to 6 feet to level with the backyard grade. This wall is constructed obviously to retain fill placed to level the backyard of the property. Immediately behind the wall is a walk that leads to a vegetable garden located in the yard northwest of the house. West of this timber retaining wall is a slope that descends several feet to a level yard of the neighbor's property. Several large trees on this slope were chopped down recently by the neighbor. July 27, 1988 San Kim Hay Residence L&A Job No. 8042 Page 3 GEOLOGIC AND SOIL CONDMONS The Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles, Washington, by James P. Mmard, published by U. S. Geological Survey in 1983.- was referenced for the geologic and soil conditions at the site. According to this publication, the surficial soil units at the residence site and its vicinity are mapped as Vashon Till (Qvt). The geology of the Puget Lowland has been modified by the advance and retreat of several glaciers in the past and the subsequent deposits and erosions. The most recent one was the Vashon glacier that retreated from the Puget Lowland about 14,500 years ago. The Vashon Till was deposited directly by glacial ice during the most recent glacial period as it advanced over an eroded, irregular surface of older formations and sediments. It is a very dense mixture of unsorted clay, silt, sand, gravel, and scattered cobbles and boulders, often referred to as "hard pan". The unweathered till is practically impervious, except local lenses of sand and gravel. It has the strength of a low-grade concrete and can stand in a steep natural or cut slope for a long period. The unweathered till, if remains undisturbed and well -drained, can provide excellent foundation support with little settlement expected. The till over the top few feet is generally weathered to a looser state, and is much more compressible and permeable. RETAINING WALL CONDMONS Mr. Hay informed us that the timber retaining wall was built about 10 years ago. It is constructed with creosote -treated railroad ties. The height of the wall varies from one foot at its south end to 6 feet at its north end. It turns east at the north end and steps up over a steep slope that rises some 5 feet to meeting with the existing grade of the yard north of the house. The wall consists of a face of railroad ties stacked and nailed together with long spikes and anchored in placed with perpendicular railroad tie headers. The heads are 8-foot long spaced at about 10 feet apart horizontally, and are in two levels over the northern portion of the wall where the height of the wall increases to 6 feet. Ju�y 27, 1988 San Kim Hay Residence L&A Job No. 8042 Page 4 The southern portion of the wall is backfilled to just below the top of wall to support a walkway constructed with concrete paving blocks. The northern portion of the wall is backfilled with sandy loam to about 2 feet below the top of wall. The maximum thickness of fill placed behind the wall is thus about 4 feet. The area behind the northern portion of the wall is used as a vegetable garden. The railroad ties appeared in good condition without any signs of rotting. The southern portion of the wall stands vertical without any signs of lateral movement. The northern portion of the wall toward its north end has bulged out about I to 3 inches relative to the bottom of the wall. DISCUSSIONS AND CONCLUSIONS According to the above -referenced geologic map and our ground probing, the residence site is underlain with very dense Vashon Till at very shallow depths below the original ground surface. The Vashon Till on wh ich the timber retaining wall is constructed has very high shear strength and should remain very stable. The timber retaining wall is constructed to retain fill up to 4 feet thick placed along the west boundary of the subject property to level the yard. The railroad ties of the wall is in good conditions. The retaining wall has stood for about 10 years and had endured the "Holiday Storm" of the winter of 1996 - 1997, which triggered hundreds of landslides in Puget Sound region. Although the northern portion of the wall has bulged out noticeably, for a wall that is retaining a maximum of 4 feet of fill with two levels of railroad tie headers holding it in placed, it does not appear that the wall is in any kind of imminent danger of failing. Therefore,it is our opinion that the wall is stable and unlikely to topple over for as long as the railr oad ties not rotting out. IMITATIONS This report is prepared for the specific application to the subject retaining wall for the exclusive use by State Farm Insurance Companies and their associates and representatives. The conclusions of this report are based on the conditions of the residence and the retaining wall observed during LIU & ASSOCIATES, INC. We have not performed any subsurface exploration to characterize the soil conditions at the residence.
