Officially, the annexation became effective November 6, 1976. The City has now transferred accounts from the Alderwood Water District to the Edmonds water system. Billing has been converted to the Edmonds water rate and utility fee. . The major motivation for annexing to the City was to obtain avail- ability for sewer hookups. Our*records indicate that your property abuts an existing sewer main and you are, therefore, required to make connection. City Ordinance normally requires connection within 60 days. NALIGHTEN MAYOR PETER E. HAHN DIRECTOR The City's sewer cleaning records show that the home at this address is experiencing problems with the venting of some of your plumbing fixtures when the City crew is conducting cleaning operations of the City sewer line in front of this address. The City's cleaning operation is essential for both you and your neighbors. It cleans debris in lines to prevent plugs, prevents corrosion and potential future collapse, and achieves a better flow characteristic in the public sewer lines. We need to do this often -- perhaps even 3 times a year -- in some critical areas. The City's cleaning operation typically involves the utilization of a high pressure water jet. The problem which occurs at the home is the result of a high pressure surge through your internal plumbing system. A properly constructed plumbing system is designed to easily vent this additional pressure without any visible impact at your residence. An undersized venting pipe (or not having enough vents) cannot handle the pressure surge, and the only release that's available is then through your toilet (or another fixture). The Uniform Plumbing Code typically requires a 2" vent, and further requires a separate vent for each plumbing fixture which is connected to the sewer (a toilet, a sink, a shower). Your home clearly does not have an adequate venting system (you either have a 1-1/4" vent, or not enough of them), and you therefore may continue to experience the pressure surges. The City does not have a choice as far as discharging its responsibility in cleaning the public sewer line. It is therefore up to you to take corrective measures as to how to properly vent your own plumbing system. The City has come up with two options that will remedy your problem: Option 1: Upgrade stack vents for toilets and other fixtures which are experiencing problems to required sizes. * Incorporated August 11, 1890 0 Sister Cities International — Hekinan, Japan It Page 2 Option 2: Install a clean -out outside of house per attached specifications. Enclose box so it can vent properly when excess pressure is put on house lines. This option would be the cheapest and simplest way of correcting this problem. At the same time, it would allow access to sanitary sewer lines if stoppage should occur. This vent clean -out would allow a place for backup in lines to go before entering your house and causing costly damage. The City would appreciate your expeditious cooperation in this matter. The City must continue proper maintenance of its sewer lines, but we obviously do not wish to see continued problems occurring on your property because of poorly designed vents. It is your responsibility to correct these deficiencies. We cannot keep notifying you each time we come out to clean the line. It's up to you to have a plumbing system that conforms to code. I was directed to talk to Edward Somers. At that time I was about to purchase the house at 21901-96th Ave. W., with a detached garage on that lot plus an extra Lot D-3 with a 101 strip of land for egress & ingress. Mr. Somers was quite helpful at that time, when I approached him regarding doing a boundary line adjustment. He said an engineer would have to take a look to see if it is possible to.do so, & that's where you came in & told me you would have to do an on site inspection & let me kno�% At a later time I talked with you by ph6ne & you said it looked-o.k. other than a couple trees probably needed to be trimmed or removed. The only qi�&stions you had at that time was would there be a required set back from the house to the 15' strip being proposed for a driveway on left side of lot for access to Lot D-3- You told me you would have to check on that with the planning dept. You later called me & told me there would not be a required set back in this case & it should be no problem to do so, so I proceeded to purchase the property upon this information. No one gave me any indication at all in anyway that a boundary line adjustment may not be possible. So as soon as the sale closed I sent in an application for a boundary line adjustment, only to receive a phone call from Ed Somers with such a total switch of where he stood with this, telling me you were wrong with the information you gave me. You are an engineering coordinator with the City of Edmonds, with a professional &-;�-h6lpf�ull"�-att�it-uOd�-II took your professional adviceas to mean what you say. Enclosed is the copy of the letter I received from Ed Somers. I would like this copy to go to the head person in this city office. This letter is in total oppostion of the proposal that I was led to believe was no problem. I find it hard to believe, as he goes on to say the building was in built in violation of the zoning requirements & will probably have to be torn down & I would have to get a permit to do so. T`,-haveucontacted the people I have purchased the proper�y from, & they do have recordsof permits & cancelled checks pertaining to this building, & the stamped approved plot plot plan by the City of Edmonds, it was approved by H. Reeves on the 12-7-82, & was built according to that plot plan, & they are getting me copies of permits etc. & the final sign off upon final inspection of such building. Copies will be enclosed. Since the house was only 3' from the 101 easement at such time, & the city approvedto build the garage 116" onto the eggress driveway tbeLot D-3, I'm surprised the city did not require boundary line adjustment to be done before they o.X.ed the new garage to be built onto the access property of Lot D-3. I will be taking all' this information to an attorney. As I see it, everything is an improve- ment to move the access to lot D-3 on the north side or left side of lot D-3A. There are so many good reasons for that, from safety equip- ment, fire, ambulance etc. It makes no senae not to do so. At this point i-t seems to me if anyone is in error on this garage being built Where� �without a boundary line adjustment being done at tuch time, the c'ity has violated its own requirements. I will be glad to take care of any paper work requirements to do so as long as they are pointed out. The letter says my application is incomplete & does not comply with zoneing codes, & the plat map has not been prepared to comply with the submittal requirements. Let me know what I should do if, you would please. (2) My real estate attorney is Michael Kight, Everett, Wa.. His address is on the enclosed title report with the application sent in on March 12,91, & enclosed again now. Michael Kight handled the sale & closing of the purchase. I will be sending him a copy of the applica- tion papers that have been mailed back to me by Ed Somers. Enclosed are the papers that were sent. Could you please send a copy of any letters or paperwork to Michael Kight concerning any response of future items required.
