SUBJECT: Request for Traffic Calming — 92 "d Avenue West
Dear Ms. Smiley,
I did not find that I have mailed this letter to you. It normally goes out at the
beginning of the Traffic Calming Program evaluation. Although some of these
items have been completed, this letter is being sent to provide you with information
on the program.
Thank you for volunteering as the neighborhood representative for a traffic calming
evaluation of your residential street. A packet of information is enclosed for your review.
Your neighborhood will be scheduled for volume and speed counts within approximately
two to four months (due to the number of requests that we receive at the City and the
safety priorities.)
In the meantime, please write down your observations. An example of this information
would be the needs for handicapped, pedestrians, bicycles and school bus stop locations
versus the number of vehicles and speeds. In addition, information on times of day and
what types of conflicts are occurring within your neighborhood would be helpful.
Once the counts have been completed and evaluated for your neighborhood, you will be
scheduled for a neighborhood meeting to discuss your issues with the public safety team
in order to educate the City on your issues and for the City to inform residents of possible
measures.
Then we can work together to find the best possible solutions. We set up a schedule of
events to find solutions, gain a 75% approval of the impacted residents and try to find
funding options if 'your neighborhood meets the minimum criteria for traffic calming.
The minimum requirements to be met and evaluated are:
1. Pedestrian needs.
2. Vehicular volume greater that 400 vehicles per day.
3. Median speeds between 30 and 40 MPH in a 25 MPH posted area.

4. The number of vehicles traveling above 36 MPH and the number of these
occurrences.
5. Roadway geometric, lighting and sight issues.
6. Needs for the handicapped and senior citizens.
7. Accident history.
8. Pavement widths and classifications.
9. Participation approvals from the majority of the neighborhood.
10. Some form of financial participation. (Volunteer activities substitute for actual
dollars.)
11. Other neighborhood impacts from changes to your street.
While working through the schedule of events, your neighborhood will become educated
on the governmental process that will allow you to receive selected improvements.
If you have immediate safety concerns please, contact the Police Department, and if you
have any further questions, I can be reached at 425.771.0220.
Sincerely,
MARYANNE ZUKOWSKI

SUBJECT: Neighborhood Meeting for Traffic Safely Issues
Dear Ms. Smiley,
GARY HAAKENSON
MAYOR
A speed and volume study has been completed on your street, thus completing the first
phase of identification of traffic safety needs in your neighborhood. The second phase
will be a neighborhood meeting to which all residents of concern are being invited. All
attendees will be encouraged to share needs and concerns regarding traffic safety with
City staff.
The agenda for the meeting is enclosed for your review. The information that will be
presented to the meeting participants is also enclosed for your review. Following the
meeting, the needs presented will be evaluated and prioritized. Minimum requirements
for inclusion in the evaluation following the meeting are enclosed.
If you have any questions, please contact me at 425-771-0220. Thank you.
