Dear Ms. McConnell:
We had a conversation on September 22, 1998 in regards to a water service line leak at
2,1922..88 PLIW.,The City of Edmonds has granted a credit for the water bill and cannot
credit this' account due to a leak for three years. According to our records there is another
leak that needs to be repaired.
As we agreed this line needs to be repaired within -3 )0 days of our conversation. This water
leak is not only a waste from a conservation standpoint, but the leak may become severe,
possibly causing property damage and higher water bills.

Dear Mr. Shornick:
I have reviewed your account and will allow a credit for the billing period between
March 17, 1997 through May 19, 1997 in accordance with our City policy. The policy
states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In addition, the excess water
lost from the leak will be billed to customer at the City's wholesale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three
year period.
Should you have any additional questions after you receive your new billing, please
contact Ilene Larson, Utility Billing Clerk, at 771-0241.

Dear Mr. Waite:
I am writing you in regard to our Combined Utility bill, specically the water bill
portion thereof Our account number is 4-40936, and we are tennants of the McConnell's.
Please find a copy of your Account Details printout obtained by us this past August. You
will note that somewhere around last October or November ('96) our bill started to creep up. It
continued to rise, significantly, until the May 16 reading when it had approximately tripled
from the earlier readings. We obviously had a problem. - I had spoken with our landlord,
Doris McConnell, in February, to let her know that apparently there was a leak somewhere in
the water line, and was told to "monitor it". The March 18 reading of our meter confirmed a
major problem existed somewhere. Your offices sent a person out here, I believe in April, to
verify that we did indeed have a leak. I had by then discovered what I thought was the leak
but had not yet convinced Doris, nor had found the time myself, to fix it. Your crews were about
to tear up 220th Street to replace the main line. I subsequently fixed the one leak only to find
another one at the meter - which was eventually corrected by your people when they finished
the street work.
I would like to ask that you please consider giving us some sort of compensation on this
matter. I have gotten no where with our landlord. I estimate we are out $75-80 due to this
leak; that's alot of water. I have been led to believe that in cases such as this you do indeed
adjust a particular bill to reflect a more fair and accurate charge.

As you may already know, sewers are available for your place of residence but your residence
is not connected to the system. The main sewer line for connection is located on 220th Street
S.W. on the south side of the road.
Although there is no absolute requirement to connect to the sewers, the City does reserve the
right to require hookup within sixty (60) days if septic system failure occurs or other health
hazards exist.
We are attempting to determine the interest in sanitary sewer service within your
neighborhood. Please contact me at (206) 771-0220 or by mail to the Engineering Division,
250 - 5th Ave. N., Edmonds, WA 98020 regarding your interest in connecting to the sanitary
sewer system.

As you may already be aware, sewers are available for your place of residence. This can
be accomplished via Olympic View Water and Sewer District. The main sewer line for
connection is located on 220th Street Southwest on the south side of the road.
At this time, there is no absolute requirement to connect to the sewers. However, the
city does reserve the right to require hook-up within 60 days if septic system failure
occurs or other health hazards exist.
Following the procedures listed below should help and simplify the installation process
and minimize the inconveniences:
1. You will need to acquire a side sewer permit from Olympic View Water and Sewer
District. The cost will be $35.00 for inspection. If you have not paid
assessment frontage already to Olympic View Water, you will be required to pay
a $7.00 per frontage foot of your lot in addition to the $35.00 fee for
inspection. There is also a $856.00 general facilities fee that is required by
Olympic View Water District.
2. After you have completed the above, you will need to have a bonded contractor
do the crossing on 220th Street to the property line. The contractor must
obtain a city of Edmonds of Right -of -Way permit for $30. A patch restoration
will be approximately $150 for a 3' X 60' patch.
3. You should contact Olympic View at 774-7769 for their inspection schedules and
requirements. ,
4. After your inspection is completed, you will have two (2) days to collapse your
septic tank lid and fill the tank with sand or pea gravel per Uniform Plumbing
Code.
