INTRODUCTION & SCOPE
This report presents the results of our site observations and assessment regarding the
feasibility of stormwater infiltration at the site. The site is located at 220 — 7 th Avenue North in
the City of Edmonds, Washington. We understand you proposed to construct a new residence
on the site. We further understand a proposed rain garden, or bioretention facility, will be
located in the northwestern portion of the site. The general location of the site is shown on the
attached Site Vicinity Map, Figure 1.
Our understanding of the project is based on our discussions with you, our review of
the plans provided, our July 22, 2011 site visit, and our experience in the area. We anticipate
that the proposed residence will consist of a conventional wood -framed structure supported on
continuous spread footings.
The purpose of our services was to evaluate the surface and subsurface conditions at
the site as a basis for assessing the subsurface soil conditions regarding the feasibility of
stormwater infiltration at the site area. We understand that the City of Edmonds has requested
a geotechnical soils report for the site. Specifically, our scope of services for the project
included the following:
1. Visiting the site and conducting a geologic reconnaissance to assess the site's soil,
groundwater and slope conditions.
2. Addressing the appropriate geotechnical regulatory requirements for the proposed
site development.
SITE CONDITIONS
Surface Conditions
The subject parcel is located at 220 — 7 th Avenue North in the City of Edmonds,
Washington . The parcel is rectangular in shape and encompasses approximately 0.23 acres.
The site is currently developed with an existing single family residence, driveway, and
associated utilities. The site is bounded by existing residences on the south and west, an
alleyway on the south, 7 th Avenue North on the east, and by Edmonds Street on the north.
The proposed site configuration is shown on the attached Site Plan, Figure 2.
Vegetation on the site consists of localized areas of landscape grass and shrubs. No
surface water or seepage was observed at the time of our site visit. No evidence of erosion
was observed at the site or the adjacent areas at the time of our site visit. RESUB

Site Soils
The USDA Natural Resource Conservation Service (NRCS) Web Soil Survey for
Snohomish County maps the soils in the area of the site as Alderwood-Urban Land (6) and
Urban Land (78). The Alderwood soils are derived from glacial till that form on 8 to 15 percent
slopes. The Urban Land is land that was disturbed prior to the soils mapping of that area. The
near surface soils at the site have been disturbed by natural weathering processes that have
occurred since their deposition. A copy of the SCS map for the site vicinity is attached as
Figure 3.
Site Geology
The Preliminary Surficial Geologic Map of the Edmonds East and Edmonds West
Quadrangles, Snohomish and King Counties, Washington by Mackey Smith (1975) indicates
the site is underlain at depth by Vashon Recessional Outwash (Qvr) and Vashon till (Qvt).
These glacial soils were deposited during the most recent Vashon Stade of the Fraser
Glaciation, approximately 12,000 to 15,000 years ago. The recessional outwash soils consist
of a poorly sorted, lightly stratified mixture of sand and gravel that may contain localized
deposits of clay and silt that were deposited by meltwater streams emanating from the
retreating ice mass. The glacial till consists of a heterogeneous mixture of clay, silt, sand, and
gravel that was deposited at the base of the prehistoric continental glacial ice mass and was
subsequently over -ridden. The glacial till is considered overconsolidated and exhibits high
strength and low compressibility characteristics. The recessional outwash deposits are
considered normally consolidated and offer moderate strength characteristics.
Based on our explorations, the site is underlain by organic rich soils that likely overlie
the till and outwash materials. No areas of landslides or landslide debris are mapped on or
within the vicinity of the site. An excerpt of the above referenced map is included as Figure 4.
Subsurface Explorations
On July 22, 2011 we explored subsurface conditions at the site by advancing two hand
auger holes to depths of 6 to 1 OY2feet below existing ground surface. The hand auger holes
were located in the field by our representative by pacing from existing site features such as
property corners and adjacent roadways. The approximate location of the hand auger holes
are indicated on the attached Site Plan as Figure 2.
A representative from our office continuously monitored the excavations, maintained
logs of the subsurface conditions encountered, obtained representative soil samples, and
observed pertinent site features. Representative soil samples obtained from the holes were
placed in sealed plastic bags and taken.to our laboratory for further examination and testing,
as deemed appropriate.
Subsurface Conditions
Our hand auger holes encountered somewhat confirmed the mapped stratigraphy. The
stratigraphy across the site as observed in our hand auger holes consisted of 3 feet of loose to
medium dense silty sand overlying silty organics. The silty organics represents peat. The soils
encountered were visually classified in accordance with the Unified Soil Classification System
(USCS) described on Figure 5. The soil log is included as Figure 6.
Our geotechnical laboratory tests revealed the surficial soils to meet the USDA soil
classification of "loamy sand". The enclosed laboratory testing sheets graphically present our
test results.
Groundwater Conditions
I No groundwater seepage was observed in the hand auger holes at the time of
excavation. However the peat soils appeared very moist at increasing depths. Based on the

observed mottling and nature of the near surface soils, we anticipate fluctuations in the local
groundwater levels will occur in response to precipitation patterns, off -site construction
activities, and site utilization.
Infiltration Tests
On July 22, 2011, we attempted a variety of infiltration experiments. A modified
depression was excavated in the surficial silty sands and water was added to saturate the
soils. Although the surficial soils have adequate grain size and porosity to infiltrate, little
infiltration if any was observed after a multi -hour soaking period. We expect this is because of
fine organic debris. However, the test conducted in the underlying peat soils indicate they
infiltrate adequately at a rate of 2-3 inches per hour.
CONCLUSIONS
Based on our site observations, subsurface explorations, on -site infiltration test, and
engineering analysis; it is our opinion that stormwater infiltration appears feasible.
Stormwater Infiltration
Based on the soils encountered in our explorations and the results of our site -specific
infiltration tests, it appears that stormwater infiltration on the site appears feasible. In
accordance with the Stormwater Management Manual for Western Washington (2005) and the
Edmonds Stormwater Code Supplement Appendix C (April 2010), we recommend an infiltration
rate of 2 inches per hour or 30 minutes per inch for the infiltration system when situated
approximately 3 feet below the ground surface and into the peat soils. As per the City of
Edmonds Low Impact Development Stormwater Best Management Practices sheet #E72B,
'because imported bioretention soil is used the design rate of the underlying native soil does not
require a correction factor". We recommend that we observe the excavation of the infiltration
system to verify that suitable soils have been exposed.
Appropriate design, construction and maintenance measures are required to ensure the
infiltration rate can be effectively maintained over time. It should be noted that special care is
required during the grading and construction periods to avoid fine sediment contamination of the
infiltration system. This may be accomplished by using an alternative storm water management
location during construction or leaving the bottom of the systems 1 to 2 feet high, and
subsequently excavating to the finished grade once the construction is complete and
landscaping is installed. All contractors working on the site (builders and subcontractors) should
be advised to avoid "dirty" stormwater flowing to the site's stormwater system during
construction and landscaping of the residences. No concrete trucks should be washed or
cleaned on -site.
Suspended solids could clog the underlying soil and reduce the infiltration rate for the
pond. To reduce potential clogging of the infiltration systems, the infiltration system should not
be connected to the stormwater runoff system until after construction is complete and the site
area is landscaped, paved or otherwise protected. Temporary systems may be utilized through
construction.
Site Drainage
All ground surfaces, pavements and sidewalks at the site should be sloped away from
structures. Surface water runoff from the roof area, driveways, perimeter footing drains, and
wall drains, should be collected, tightlined, and conveyed to an appropriate discharge point.

LIMITATIONS
We have prepared this report for Mr. Nick Stojkovic and members of the design team
for use in evaluating a portion of this project. The data used in preparing this report and this
report should be provided to prospective contractors for their bidding or estimating purposes
only. Our report, conclusions and interpretations are based on data from others and limited site
reconnaissance, and should not be construed as a warranty of the subsurface conditions.
Variations in subsurface conditions are possible between the explorations and may also
occur with time. A contingency for unanticipated conditions should be included in the budget
and schedule. Sufficient monitoring, testing and consultation should be provided by our firm
during construction to confirm that the conditions encountered are consistent with those
indicated by the explorations, to provide recommendations for design changes should the
conditions revealed during the work differ from those anticipated, and to evaluate whether
earthwork and foundation installation activities comply with contract plans and specifications.
The scope of our services does not include services related to environmental
remediation and construction safety precautions. Our recommendations are not intended to
direct the contractors methods, techniques, sequences or procedures, except as specifically
described in our report for consideration in design.
If there are any changes in the loads, grades, locations, configurations or type of
facilities to be constructed, the conclusions and recommendations presented in this report may
not be fully applicable. If such changes are made, we should be given the opportunity to review
our recommendations and provide written modifications or verifications, as appropriate.
