Brian,
This morning I met with Roger Dudley of Triton Marine along with Port Marina staff regarding dredging within the Port
Marina just south of Fishing Pier entrance, also know as V dock. This dredging is needed to give sufficient space between
boats and sea floor within Marina especially during low tides. This project will begin on Tuesday, September 5th thru
Thursday September 7th. Triton Marine will place crane just south of Fishing Pier Restrooms and Beach Ranger Station.
Triton Marine will post information signs and install security fence around this area. Fishing Pier & Restrooms will remain
open during this project. However there will be limited access to Beach Ranger Station. Triton Marine will notify all
restaurant owners and merchants of this project. Tuesday morning September 5th I will be on site to ensure all safety
precautions are in place. Later that week Port of Edmonds has contracted Black Water Marine to install more rock to ports
jetty located just north of Fishing Pier. This portion of the project should only take two days and will not interfere with
# ishing Pier operations.

Mr. Bullock understood Mr. McGrew's comments about choosing a different species of trees for the entrance, but he
was concerned about having the trees so close to the turn -in from a sight -distance perspective. He thought that the
Engineering department might also be concerned, and that unless they were installed at a size where they could be
limbed up high enough and not be a sight distance obstruction, the trees might have to be pulled further away fi-orn the
entrance or a different species used.
Dwight commented that the Austrian Pine is something that they like to use, but in this case something like a Black Pine
that is sculpted and kept smaller would work well. Chairman Anderson thought if they were going to use an Austrian
Pine, he would like to see a bigger tree, 12 to 14 feet or a little larger, that could be limbed up to six feet and still provides
the visibility needed for the passing vehicles.
Mr. McGrew pointed out that another issue of the fence is that- it has to stop for sight around the comer and it may not
work well as a screen for the garbage.
Boardmember Lowell inquired if there is a centralized sprinkler system throughout the property. Steve Bullock noted
that there will be a new 113C code requirement on that and he was uncertain.
Chairman Anderson observed that another application has been submitted with a big, blank wall that is not broken up by
anything. He wondered whether since the buildings are about ten feet apart if that has something to do with the fire
code, or if something could be done to break up the facade. Boardmember Utt suggested that the mason they are
separated is to try and keep the noise down, and putting windows in would defeat the purpose.
Steve Bullock stated that on the site plan the dimensions between the buildings are only six feet apart. He had looked at
the same issue and did not comment on it because they were so close together and he thought that there were probably
some fire code issues regarding openings. He deferred to the Board's judgment.
Boardmember Utt did not see a need to put windows in because they would not provide anything to look out at. He
thought the whole purpose of having the separation between the condominiums is for noise issues.
Hearing no further comments, Chairman Anderson moved into board deliberations.

storage facility with a new facility on the west side of the railroad right-of-way. The project is located at
220 West Dayton Street and is unzoned.

Senior Planner Steve Bullock presented the proposal from Burlington Northern Santa Fe Railroad to replace some
facilities that are in their right-of-way and south of West Dayton Street. There is an office and storage shed on the east
side of the railroad track and, as part of the redevelopment of the railroad corridor, the applicant wants to move the
current main line track further east and add a second track coming in on the west side of that. The railway wants to
remove the older buildings, build new buildings, and place them on the west side of the tracks. The proposal is for a
simple building. The applicant intends to add landscaping to the south edge of the West Dayton right-of-way to provide
some transition from the sidewak and the road right-of-way to their parking lot, along their west rigbt-of way line.
Dan Rothschild explained that the existing facilities are in the path to make room for a second main line track and need
to be relocated. The applicant wants to move them to the west side of the tracks, closer to the road, for fire prevention
reasons. The project will consist of an office building and a fueling dispenser and lube oil for the maintenance vehicles,
as well as a small masonry building for five -gallon pails of lubricants. The tr-affic and parking area will be rocked. The
existing signal bungalow will be relocated and placed closer to the west property line, and the area around that will be
landscaped with low shrubbery. This is not a public access facility. People in the building are the signal and track
departments and their crews come in first thing in the morning to report to work and then head out to do their work and
often come back at the end of the night to do paperwork and close up business. Very minimal traffic is expected.
Boardmember Utt noted that since there will be light vehicle traffic and it is primarily used by the Burlington Northern,
he recommended that if they are going to use EFIS to make sure that it has a panzer mesh.
Mr. Rothschild pointed out that concrete -filled steel bollards will be used on the comers of the building and by the door,
and it is a concern of theirs.
Mr. Bullock added that the applicant is doing this primarily based on staffs recommendation and concern that the
property directly to the we.-t-Qf this area is owned by the Port and is scheduled for redevelopment. 4t will be more
publicly visible in the future and staff wants to make sure that it is an attractive building and will fit into the future Port
development.
Boardmember Utt thought that the shutters were a nice touch.

DOWN LONG DRIVE AT 18604 SOUND VIEW PL. I LEFT RIG TO RECON AREA. FOUND � IRE
3URNING FROM TOP OF BANK TO R/R TRACKS APPROX 100' LONG, RESIDENTS USING GARDEN
HOSES TO COMBAT FIRE. DIRECTED E7 TO LAY 2 1/2" STRETCH LINE AND EXTEND WITH
+PT PACK. E6 WAS DIRECTED TO BRING ADDITIONAL APT PACK AFTER ESTABLISHING
�UPPLY. FIRE WAS CONTROLLED QUICKLY THEN CREWS EXTINGUISHED HOT SPOTS USING
;HOVELS AND WATER TREATED WITH WETTING AGENT. EQUIPMENT WAS PICKED UP AND
�ESIDENTS WERE ADVISED TO BE ALERT FOR RE -KINDLE. RESIDENTS NOTED THAT
./ISCOVERY OF FIRE OCCURRED SHORTLY AFTER N. BOUND BNR TRAIN PASSED THROUGH.

ASSIGNED TO DIVISION A
E3 WAS DISPATCHED 9 MINUTES AFTER THE INITIAL ALARM TO THE BRUSH FIRES ON
TALBOT ROAD. THIS FIRE WAS CALLED TALBOT COMMAND AND E3 WAS ASSIGNED TO
DIVISION A UNDER CHIEF VALLANT. OUR DUTIES WERE TO EXTINGUISH FIRES NEAR THE
HOMES AND RAILROAD TRACKS AT 8211-TALBOT ROAD. WE ASSISTED E4 WITH TWO HAND
LINES THAT WERE TAKEN OFF E4. ONCE EXTINGUISHED UR CREW WAS RELIEVED BY THE
CREW FROM EDMONDS FIRE.BUD ^

E5 ASSIGNED TO 8403 TALBOT RD
E5 TONED OUT TO ASSIST EDMONDS WITH BRUSH FIRES ALONG THE RAILROAD TRACKS WEST
OF TALBOT RD. THE WEATHER WAS WARM AND SUNNY, TRAFFIC MODERATE, A LARGE VOLUME
OF SMOKE WAS VISIBLE FROM 68TH AND 188TH. AS E5 APPROACHED THE SCENE COMMAND
ORDERED E5 TO 8403 TALBOT RD. UPON ARRIVAL SMOKE WAS VISIBLE TO THE WEST OF
THE RESIDENCE. UPON FURTHER INVESTIGATION WE FOUND NEIGHBORS HAD KNOCKED DOWN
THE BODY OF THE FIRE WITH A GARDEN HOSE. CREW FROM E5 FINSIHED EXTINGUISHMENT
AND OVERHAUL OF THE AREA. AN AREA APPROX 50' X 30' OF GRASS AND BRUSH HAD
BURNED. SEVERAL RAILROAD TIES LYING NEXT TO THE RAIL BED WERE ALSO CHARRED.
THE FIRE HAD BEEN STOPPED BEFORE IT REACHED THE FENCE SURROUNDING THE RESIDENCE
AT 8403 TALBOT RD. E5 RECEIVED NO FURTHER ASSIGNMENT AND RETURNED TO QUARTERS.
