BALDWIN On Tuesday, May 3, 1977, at 3:30 p.m., I was informed of a plugged sewer at 22004 99th Place West, owned by Raymond K. Baldwin. At approximately 3:40 p'.m., Jim Jensen and I arrived at their residence. We were met by Mr. Baldwin and a Roto Rooter man, who ex- plained that they had been derooting the sewer line for two hours and found no evidence of a blockage. They pulled the rod out and.placed it on top of the ground and stretched it out to the City main. At this point, we rodded the 8-inch sewer main some 150 feet to the south from the clean out and found no obstructions. We then checked the manhole which Mr. Baldwin's line flows into and found the flow to be normal. On January,26, 1977, we were called by Mr. Baldwin informing us he had a plugged sewer, but the problem was on his side of the property. On that date, we rodded the 8-inch main serving the property and found no obstruc- tions at that time. Q I informed Mr. Baldwin I would return in the morning to dig up the lateral on the City's side to see if perhaps there was a grade problem. He agreed. On Tuesday, May 3, 1977, the Sewer Division crew dug up the lateral serving Mr. Baldwin's property. After exposing three sections of 6-inch clay sewer tile and the "t" connection in the 8-inch sewer main, we found the grade to be normal. We then punched a hole in the '-top- of 1 section of 8-inch sewer pipe to see if perhaps there might be excess cement in the bottom of the tile where it connected to the 8-inch pipe. After finding no evidence of blockage, we then used the Vactor jet and rodded the main. Again, there was no evidence of obstructions other than a somewhat larger amount of grit than usual. Mrs. Baldwin said that her toilets and drains were working alright at this point. We repaired tI.e 8-inch tile, backfilled, and cleaned up the area. My own thought.isthat their grade to the 8-inch main has just enough fall to keep it flowing. However, due to the lack of use and since their house is the last service on the 8-inch main, problems may occur. continued Memo For Record Page Two May 6, 1977 We are now going to maintain that line on a monthly basis for a period of six months to see if the situation improves. BALDWIN CLAIM FOR DAMAGES On Friday, May 27, 1977, at approximately 2:30 p.m., I called Ms. Lani Cogan, Claims Agent for St. Paul Insurance Co., to explain the Public Works Department Sewer Division's findings on a recent claim.submitted by Raymond K. Baldwin, 22004 99th Place, regarding a sewer stoppage at his residence on May 3, 1977. (see attached memo for record and stoppage report for additional backup) Ms. Cogan asked if I would give a recorded statement explaining our findings, and I agreed and did so. After the recording, Ms. Cogan asked me if I thought the problem was the fault of the City. I said no, but it would be hard to explain that to the Baldwins. I explained also that we were going to perform on a monthly basis, a routine maintenance and inspection of the main serving the Baldwin property to possibly prevent problems of this kind in the future. She mentioned that she would suggest that St. Paul pay the Baldwin claim. BALDWIN At 12:05 p.m., February 8, 1977, Mr. Lloyd Hagen, Claims Adjuster for Pemco Insurance Company of Seattle, met with me to discuss a claim for damages submitted by Raymond K. Baldwin of 22004 99th Place West, Edmonds. In our conversation, Mr. Hagen asked if there was any possibility that the problem/blockage was in the City sewer main. I said no, and.that in my opinion, there was no evidence of any materials, grease, �-rags, etc. that would have caused a blockage. I also stated that after we rodded the main, we found nothing indicating a stoppage. Mr. Hagen said the Baldwin's called Roto Rooter to rod their line, and no evidence of a blockage was found either. Mr. Hagen asked for copies of my Stoppage Report and Truck Report illustrating the City's action. At this point, Mr. Hagen said he would investigate further and keep me informed on this situation. From my point of view, it appears the City might be facing another problem with the Baldwins on this Claim for Damages. A detailed report will be written to further explain the City's involvement in this matter. Mr. Hagen called in reference to a plugged sewer claim submitted by Raymond K. Baldwin of 22004 99th Place West, Edmonds. Mr. Hagen asked if our sewer main was plugged. I replied no and that we had rodded the main to verify there was no blockage. He asked if I had been present while Roto Rooter was there; and if so, what the results were. I informed Mr. Hagen I arrived shortly after Roto Rooter had begun derooting the line, and that I was not aware of the location or cause of the blockage. Mr. Hagen informed me he would have to investigate Mr. Baldwin's claim further but, at this point, the City had no involvement.
