The majority of Storm Sewers we clean are 48" manholes or smaller, varying from 4' to 25' deep. As long as the access to the tubes is 30" or more, a man can access any vaults or tubes. Most all pipe less than 54" is cleaned with high pressure hoses and does not require entering the tubes with personnel. Even with the hindrance of restrictors or oil seperators there are no problems cleaning 48" structures. Most all cleaning equipment of today needs only 10" to work in and a man can access with 24" from any end. We clean all over the state and find mainly 48" structures. Edmonds, WA. 98020 Re: Doug Ikegami Rezone Group Four Job No. 87-4525 Dear Council Members: The purpose of this letter is to address the concerns raised over this proposed rezone at the Planning Board meeting held on March 23rd. Three main issues were raised at that meeting. The issues were noise, traffic volume utilizing the access onto 76th Ave. W. I and overall iT�pact on adjacent existing residential uses. The issue of noise was raised under the context of impacts from automotive service taking place on the site. However, in reality a problem does not exist, for two reasons. First, the City of Edmonds has an adopted ordinance which sets allowable limits for noise generation. These limits could be monitored and strictly enforced by City staff on this project. Secondly, all vehicle service would take place within the proposed new main building located in the central portion of the site. By virtue of the location of the building in relation to surrounding residences and the fact service would take place inside the building, noise impacts would be mitigated. The second major impact discussed was that of traffic impacts from those vehicles utilizing the secondary access onto 76th Ave. W. Mr. Ikegami, based on his experience at his current dealership which is located with frontage on Highway 99 and 68th Ave. W. in Lynnwood, feels that a secondary access onto 76th Ave. W. is essential to provide customer service access. This access would be for customers only and would not be utilized by convoy vehicles or other truck traffic since these large vehicles could not negotiate access to the western portion of the site due to the tight turning radii and limited width on the access road between 76th Ave. W. and the western portion of the site. In anticipation of the concerns over the perceived impact of the 76th Ave. W. access, we engaged the services of Transportation Planning and Engineering (TPE), of Bellevue, to prepare a traffic analysis. The results of this study were issued in January 1988 and a supplemental letter SURVEYING ENGINEERING PLANNING MANAGEMENT Page 2 Edmonds City Council/87-4525 4-15-88 was prepared on March 4, 1988 which addressed concerns raised by City staff in their review of the original report. on page 5 of the January report, TPE concludes "the traffic volume expected to use the 76th Ave. W. driveway are so low that turn lanes or other traffic control improvements will not be needed." Further, in their March 4th letter they state "The proposed driveway will essentially intersect 76th Ave. W. within the existing 76th Ave. W./222nd St. S.W. tee intersection. The slight offset of 12 feet north of the 222nd St. S.W. centerline is better than an offset to the south would be, considering the turning paths required for left turns. The proposed driveway is expected to carry fewer than 20 vehicles during the peak hour, an average of less than one vehicle every three minutes. Due to the low volume nature of the proposed driveway, we expect it to operate well." Considering the limitation on the type of vehicles which can utilize this access and based on the results of the TPE analysis, we feel this secondary access will operate well and be of minimal impact on adjacent properties. Finally, the general overall impact of the proposed project, beyond noise and traffic, was discussed at the Planning Board meeting. The issue of visual impact for residences on the west side of 76th Ave. W. was raised. To that I would respond by stating that since approximately 130 feet of the existing RM-2.4 zone would remain between this commercial project and the residences west of 76th Ave. W., when this remaining multi -family. parcel develops the visual impact would be the same regardless of whether or not the rezone is granted. if the rezone is granted residents would still look across 76th Ave. W. to a multi -family development. In the interim, until the remaining multi -family parcel is developed the visual impact of the commercial development would be mitigated by the retention of the stand of trees lying west of the most westerly existing building. The issue of landscape buffers was also discussed at the Board meeting. on the conceptual site plan presented at that meeting a 5 foot buffer was proposed along the south side of the existing western building. The plan has been modif ied as you can see on the attached plan to create a 15 foot buffer in this area, which now complies with City code. In conclusion, I would ask that in your review of this proposed rezone application you review the attached conceptual plan as just that, a concept only. As you are aware, final SURVEYING ENGINEERING PLANNING MANAGEMENT Page 3 Edmonds City Council/87-4525 4-15-88 site plan approval will be issued by the Architectural Design Board which will insure that the final site plan complies with the pertinent City codes and ordinances. The property currently contains eight existing structures, two of which were used as a mink pelting facility. The site is bordered on the north by apartment complexes and residential housing. The south side of the property is bounded by a condominium development and a fiberglass repair shop. The ground is comprised o*f evergreen trees with moderate ground coverage. Topography slopes to the east with an average slope of approximately 5%. EXISTING DRAINAGE Drainage consists of runoff from the site into the system along Highway 99. Currently no drainage system exists on the site and there is no contributing runoff into the site from outside areas. PROPOSED DRAINAGE conveyance pipe and structures have been sized for the 10 year design storm. The detention vault has been sized for a 10 year design storage and a 10 year release. All runoff will be conveyed to the detention vault except areas to the west and north which will be left undeveloped. DOWNSTREAM ANALYSIS Release from the vault will be conveyed into a 1211 pipe drainage system currently existing on Highway 99 where it will continue south approximately 6001 to the intersection of High ' way 99 and 224th Street. It appears that from here the release may be conveyed southeasterly to Ballinger Lake. The property currently contains eight existing structures, two of which were used as a mink pelting facility. The site is bordered on the north by apartment complexes and residential housing. The south side of the property is bounded by a condominium development and a fiberglass repair shop. The ground is comprised of evergreen trees with moderate ground coverage. Topography slopes to the east with an average slope of approximately 5%. EXISTING DRAINAGE Drainage consists of runoff from the site into the system along Highway 99. Currently no drainage system exists on the site and there is no contributing runoff into the site from outside areas. PROPOSED DRAINAGE conveyance pipe and structures have been sized for the 10 year design storm. The detention vault has been sized for a 10 year design storage and a 10 year release. All runoff will be conveyed to the detention vault except areas to the west and north which 'will be left undeveloped. DOWNSTREAM ANALYSIS Release from the vault- will be conveyed into a 1211 pipe drainage system currently existing on Highway 99 where it will continue south approximately 6001 to the intersection of Highway 99 and 224th Street. It appears that from here the release may be conveyed southeasterly to Ballinger Lake. Judging from the capao�`ties of the downstream roadside drainage system, the proposed development will have minimal impact on downstream systems. McCall, Transportation Engineer PROJECT DESCRIPTION Doug's Lynnwood Mazda is a proposed new car sales facility to be located between Highway 99 and 76th Ave. W. in the City of Edmonds (See Figure 1). Per the preliminary site plan the pro- ject will include a new building of approximately 14,000 square feet and an existing building of approximately 4,300 square feet to be remodeled for the purpose of auto service (approximate to- tal 18,300 square feet). The proposed project is expected to be completed this year and have between 34 and 38 personnel em- ployed. Access to the site will be by driveways on Highway 99 and 76th Ave. West. The proposed facility will replace the existing Doug's Lynnwood Mazda facility, which is located on SR 99 at 208th St. S.W., approximately one mile north of the proposed site. The ex- isting facility has approximately 8000 square feet of building floor area and about 30 employees. The reason for the move is the larger area of the proposed site. EXISTING CONDITIONS Highway 99 (SR 99) is a five lane major arterial. Access to 1-5 is by way of SR 99 and 220th St. S.W. to the 220th St. S.W. interchange, approximately 649 feet north and one mile east of the proposed Doug's Lynnwood Mazda site. The 1986 Average Daily Traffic (ADT) volume on SR 99 at 244th St. S.W. was 36,100 accord- ing to 1986 Annual Traffic Report by the Washington State Department of Transportation (WSDOT). Highway 99 has a posted speed limit of 45 MPH and has street lighting on its east side. A bus stop (Community Transit routes 750 and 870) is located on the west side of SR 99 approximately 50 feet north of the pro- posed site. 1 76th Ave. W. is a two-lane minor arterial with curbs, gut- ters and sidewalks on both sides. The street has a curb to curb width of 44 feet and has parallel parking. The intersection with 220th St. S.W. is controlled by an actuated traffic signal sys- tem. The intersection with 224th St. S.W. is controlled by a four-way stop, however, the westbound right -turn -only lane is per- mitted free movement. Approximately 660 feet south of the proposed Doug's Lynnwood Mazda site SR 99 intersects 224th St. S.W. and is controlled by an actuated traffic signal system. At this intersection the northbound and southbound approaches on SR 99 are both comprised of one left -turn lane, two through lanes, and a separate right - turn lane. 224th St. S.W. is a two-lane facility classified as a minor arterial. At its intersection with SR 99 the eastbound and west- bound approaches both have a through/left-turn lane, and a right - turn only lane. At its intersection with 76th Ave. W. the westbound lanes consist of a through/left-turn lane and a right - turn only lane, while the eastbound approach is comprised of a single lane for all three movements. Existing PM peak hour traffic volumes are shown on Figure 3. The volumes at the 76th Ave. W./224th St. S.W. and SR 99/224th St. S.W. intersections are from manual counts taken by TP&E on Thursday, January 14, 1988 and Tuesday, January 19, 1988 respec- tively. The volumes shown for the 76th Ave. W./220th St. S.W. in- tersection are based on counts taken by the City of Edmonds in July, 1987. The street traffic PM peak hour was determined to be 4:30-5:30 PM. The PM peak hour volumes shown on Figure 3 were 2 balanced to eliminate the discrepancies between counts taken at different times. Table 1 shows the PM peak hour calculated level of service (LOS) for each of the pertinent intersections'. LOS is a qualitative term that describes the operating conditions that a driver will experience while traveling on a particular street or highway. It is specified on six different levels ranging from A (optimum flow conditions) to F (extreme congestion). Level of Service C is typically used for design purposes, although in urban areas LOS D is acceptable for short periods of time such as the AM and PM peak hours. The calculated levels of service were performed by using an FHWA computer program for the Highway Capacity Manual method. The signalized intersections, 76th Ave. W./220th St. S.W. and SR 99/224th St. S.W., were analyzed using a cycle length of 120 and 148 seconds respectively. Traffic accident data was obtained from WSDOT and the City of Edmonds. Between 1984 and the midpoint of 1987 there were a total of 126 accidents within the project study area (see Table 2). of these accidents, 117 occurred on SR 99; the predominant accident was the rear -end collision, which 'is not uncommon for a high volume signalized street system. FUTURE CONDITIONS WITH THE PROJECT The proposed Doug's Lynnwood Mazda is expected to generate approximately 869 vehicular trips on an average weekday at full occupancy. This volume is based on data published by the Institute of Transportation Engineers (ITE) in Trip Generation - An Informational Report (third edition, 1982). A vehicle trip is defined, as "A single or one -directional vehicle movement with either the origin or destination (exiting or entering) inside the Cl study site. Based on the same data, the project wil 1 generate approximately 71 trips during the AM street traffic peak hour and 84 trips during the PM street traffi c peak hour. For the PM street traffic peak hour, 36 trips will be entering and 48 trips will be exiting the site. Figure 4 shows the expected distribution of the PM peak hour traffic volumes generated by the Doug's Lynnwood Mazda. Figure 5 presents the 1988 PM peak hour traffic volumes on the adjacent streets with the proposed Doug's Lynnwood Mazda. These figures are based on the assumption that 50 percent of the site -generated trips are diverted from the existing traffic volumes on the adja- cent streets. Since the existing Doug's Lynnwood Mazda is near- by, many of the employees and customers presently use the streets in the vicinity of the proposed site. Based on the assumption above the LOS for all relevant inter- sections were calculated for the PM peak period in 1988. The re- sults are displayed in Table 1. At the SR 99 driveway the left turn movements will operate at LOS D and E during the PM peak hour due to the heavy southbound opposing traffic volume on SR 99. At the signalized intersections it is apparent that the traf- f ic volumes generated by Doug's Lynnwood Mazda are low compared to the existing traffic. The impact of Doug's Lynnwood Mazda on the pertinent intersections will not be significant, and will not change the calculated 1988 PM peak hour levels of service. CONCLUSIONS AND RECOMMENDATIONS The traffic generated by Doug's Lynnwood Mazda is not expect- ed to cause any major traffic problems. The slight increase of F11 traffic will not have any effect on the LOS at the existing inter- sections on 76th Ave. W. or SR 99. The traffic volumes expected to use the 76th Ave. W. driveway are so low that turn lanes or other traffic control improvements will not be needed. The LOS M & E) for the left turning movements at the SR 99 driveway are tolerable and will not have any effect on the overall LOS on SR 99. 'The existing two way left turn lane on SR 99 in front of the site will facilitate left turns to and from the driveway. A right turn lane on SR 99 into the site is not warranted due to the low right turn traffic volumes. However, the City of Edmonds does require that the SR 99 Frontage Development Standard be implemented, a copy of which is attached. The required 11.5 foot asphalt concrete shoulder extending along the front of the proposed site will insure uninterrupted flow for southbound traf- fic on SR 99 by serving as an acceleration and deceleration lane for southbound vehicles entering or exiting the site. Eventually this paved 'shoulder may be converted into a through traffic lane and/or a high occupancy vehicle lane. The two driveway approaches from the proposed project site shall be constructed to meet the City of Edmonds- Development Standards. We recommend that the driveway along SR 99 be at least 30 feet wide, as indicated on the site plan, and have a curb radius of at least 15 feet. During field observation at the 76th Ave. W./224th St. S.W. intersection (four-way stop controlled), the existing intersec- tion traffic control devices appeared to be confusing to drivers entering the intersection. In particularl potential conflicts were observed on the north leg of the intersection between west- bound right turning vehicles, which face a right turn green ar- row, and eastbound left turn vehicles, which normally would have 5 the right-of-way over the channelized westbound right turning traffic. Several traffic control alternative improvements are possible, including striping for two northbound lanes north of the intersection to separate the flows. Another alternative would be to remove the right turn green arrow and install a yield sign for the westbound right turn. The City should continue to monitor the situation to determine if and when improvements should be made. McCall, Transportation Engineer PROJECT DESCRIPTION Doug's Lynnwood Mazda is a proposed new car sales facility to be located between Highway 99 and 76th Ave. W. in the City of Edmonds (See Figure 1). Per the preliminary site plan the pro- ject will include a new building of approximately 14,000 square feet and an existing building of approximately 4,300 square feet to be remodeled for the purpose of auto service (approximate to- tal 18,300 square feet). The proposed project is expected to be completed this year and have between 34 and 38 personnel em- ployed. Access to the site will be by driveways on Highway 99 and 76th Ave. West. The proposed facility will replace the existing Doug's Lynnwood Mazda facility, which is located on SR 99 at 208th St. S.W., approximately one mile north of the proposed site. The ex- isting facility has approximately 8000 square feet' of building floor area and about 30 employees. The reason for the move is the larger area of the proposed site. EXISTING CONDITIONS Highway 99 (SR 99) is a f ive lane major arterial. Access to 1-5 is by way of SR 99 and 220th St. S.W. to the 220th St. S.W. interchange, approximately 649 feet north and one mile east of the proposed Doug's Lynnwood Mazda site. The 1986 Average Daily Traffic (ADT) volume on SR 99 at 244th St. S.W. was 36,100 accord- ing to 1986 Annual Traffic Report by the Washington, State Department of Transportation (WSDOT). Highway 99 has a posted speed limit of 45 MPH and has street lighting on its east side. A bus stop (Community Transit routes 750 and 870) is located on the west side of SR 9.9 approximately 50 feet north- of the pro- posed site. I 76th Ave. W. is a two-lane minor arterial with curbs, gut- ters and sidewalks on both sides. The street has a curb to curb width of 44 feet and has parallel parking. The intersection with 220th St. S.W. is controlled by an actuated traffic signal sys- tem. The intersection with 224th St. S.W. is controlled by a four-way stop, however, the westbound right -turn -only lane is per- mitted free movement. I Approximately 660 feet south of the proposed Doug's Lynnwood Mazda site SR 99 intersects 224th St. S.W. and is controlled.by an actuated traffic signal system. At this intersection the northbound and southbound approaches on SR 99 are both comprised of one left -turn lane, two through lanes, and a separate right - turn lane. 224th St. S.W. is a two-lane facility classified as a minor arterial. At its intersection with SR 99 the eastbound and west- bound approaches both have a through/left-turn lane, and a right - turn only lane. At its intersection with 76th Ave. W. the westbound lanes consist of a through/left-turn lane and a right - turn only lane, while the eastbound approach is comprised of a single lane for all three movements. . Existing PM peak hour traffic volumes are shown on Figure 3. The volumes at the 76th Ave. W./224th St. S.W. and SR 99/224th St. S.W. intersections are from manual counts taken by TP&E on Thursdayf January 14, 1988 and Tuesday, January 19, 1988 respec- tively. The volumes shown for the 76th Ave. W./220th St. S.W. in- tersection are based on counts taken by the City of Edmonds in July, 1987. The street traffic PM peak hour was determined to be 4:30-5:30 Pm. The PM peak hour volumes shown on Figure 3 were 2 balanced to eliminate the discrepancies between counts taken at different times. Table 1 shows the PM peak hour calculated level -of service (LOS) for each of the pertinent intersections. LOS is a qualitative term that describes the operating conditions that a driver will experience while traveling on a particular street or highway. It is specified on six different levels ranging from A (optimum flow conditions) to F * (extreme congestion). Level of Service C is typically used for design purposes, although in urban areas LOS D is acceptable for short periods of time such as the AM and PM peak hours. The calculated levels of service were performed by using an FHWA computer program for the Highway Capacity Manual method. The signalized intersections, 76 th Ave. W./220th St. S.W. and SR 99/224th St. S.W., were analyzed using a cycle length of 120 and 148 seconds respectively. Traffic accident data was obtained from WSDOT and the City of Edmonds. Between 1984 and the midpoint of 1987 there were a total of 126 accidents within the project study area (see Table 2). . Of these accidents, 117 occurred on SR 99; the predominant accident was the rear -end collision, which is not uncommon for a high volume signalized street system. FUTURE CONDITIONS WITH THE PROJECT The proposed Doug's Lynnwood Mazda is expected to generate approximately 869 vehicular trips on an average weekday at full occupancy. This volume is based on data published by the Institute of Transportation Engineers (ITE) in Trip Generation - An Informational Report (third edition, 1982). A vehicle trip is defined as "A single or one -directional vehicle movement with either the origin or destination (exiting or entering) inside the 3 study site." Based on the same data, the project will generate approximately 71 trips. during the AM street traffic peak hour and 84 trips during the PM street traffic peak hour. For the PM street traffic peak hour, 36 trips will be entering and 48 trips will be exiting the site. Figure 4 shows the expected distribution of the PM peak hour traffic volumes generated by the Doug's Lynnwood Mazda. Figure 5 presents the 1988 PM peak hour traffic volumes on the adjacent streets with the proposed Doug's Lynnwood Mazda. These f igures are based on . the assumption that 50 percent of the site -generated trips are diverted from the existing traffic volumes on the adja- cent streets. Since the existing Doug's Lynnwood Mazda is near- by, many of the employees and customers presently use the streets in the vicinity of the proposed site. Based on the assumption above the LOS for all relevant inter- sections were calculated for the PM peak period in 1988. The re- sults are displayed in Table 1. At the SR 99 driveway the left turn movements will operate at LOS D and E during the PM peak hour due to the heavy southbound opposing traffic volume on SR 99. At the signalized intersections it is apparent. that the traf- fic volumes generated by Doug's Lynnwood Mazda are low compared to the existing traffic. The impact of Doug's Lynnwood Mazda on the pertinent intersections will not be significant, and will not change the calculated 1988 PM peak hour levels of service CONCLUSIONS AND RECOMMENDATIONS The traffic generated by Doug's Lynnwood Mazda is not expect- ed to cause any major traffic problems. The slight increase of 4 traffic will not have any effect on the LOS at the existing inter- sections on 76th Ave. W. or SR 99. The traffic volumes expected to use the 76th Ave. W. driveway are so low that turn lanes or other traffic control improvements will not be needed. The LOS (D & E) for the left turning movements at the SR 99 driveway are tolerable and will not have any effect on the overall LOS on SR 99. The existing two way left turn lane on SR 99 in front of the site will facilitate left turns to and from the driveway. A right turn lane on SR 99 into the site is not warranted due to. the low right turn traffic volumes. However, the City of Edmonds does require that the SR 99 Frontage Development Standard be implemented, a copy of which is attached. The required 11.5 foot asphalt concrete shoulder extending along the front of the proposed site will insure uninterrupted flow for southbound traf- f ic on SR 99 by serving as an acceleration. and deceleration lane for southbound vehicles entering or exiting the site. Eventually this paved shoulder may be converted into a through traffic lane and/or a high occupancy vehicle lane. The two driveway approaches from the proposed project site shall be constructed to meet the City of Edmonds ;Development Standards. We recommend that the driveway along SR 9'9 be at least 30 feet wide, as indicated on the site plan, and have a curb radius of at least 15 feet. During field observation at the 76th Ave. W./224th St. S.W. intersection (four-way stop controlled), the existing intersec- tion traffic control devices appeared to be confusing to drivers entering the intersection. In particular, potential conflicts were observed on the north leg of the intersection between west- bound right turning vehicles, which face a right turn green ar- row, and eastbound left turn. vehicles, which normally would have 5 q the right-of-way over the channelized westbound right turning traffic. Several traffic control alternative improvements are possible, including striping for two northbound lanes north of the intersection to separate the flows. Another alternative would be to remove the right turn green arrow and install a yield sign for the westbound right turn. The City should continue to monitor the situation to determine if and when improvements should* be made. Subject: Parking Area Pavement Design Doug's Lynnwood Mazda 22130 Highway 99 North Edmonds, Washington Gentlemen: The purpose of this letter is to provide a pavement design for the parking area at Doug's Lynnwood Mazda in Edmonds, Washington. The majority of the parking and access areas are underlain by sands and gravels and in a few areas by sandy silts. These materials exhibit varying densities and were observed to be relatively loose to medium dense. As such, some remedial measures will be necessary for support of pavement. For non-public projects, the owner has the choice in that pavement support design is a compromise between 1) high initial cost with little maintenance 'and 2) lower first costs coupled with the need for periodic repairs. It is our intention to. provide a design that will give long-term service with a minimum of customer inconvenience due to necessary repairs. Some of the factors which govern the durability of a' surfacing include subgrade density and stability, presence of moisture, average traffic volume, and frequency of heavy vehicle use. There was no evidence of any near surface ground water during our exploration of the site as stated in our Subsurface Exploration and Geotechnical Engineering Report dated August 10, 1988. The traffic volume and heavy vehicle use are expected to be minimal for the parking area. Thus, improving the subgrade density will be the key to a durable surfacing. Initially, the upper 12 inches of the existing soils should be compacted to 95 percent of the Modified Proctor Maximum Density using ASTM:D 1557 as the standard. The new layer of compacted soil would distribute wheel loads�over a broader area and reduce pavement flexing. This depth was -approximately 1 to 2 feet in our exploration pits, however it 'may be deeper in other areas. Excess gravelly sands from around the site will be suitable for use as structur,al fill. After subgrade preparation is completed, a total of 4 inches of 5/8- inch minus crushed leveling course should be placed and compacted to 95 percent of Maximum Density (ASTM:D 1557). Two inches of Washington State Class B asphaltic concrete pavement should then be placed to complete the pavement section. - A representative from our firm should inspect the pavement subgrade and placement of the leveling course material and 'perform a representative number of in -place density tests. In this way, soil compaction may be evaluated and any problem areas can be corrected prior to paving. Representative samples of the pavement subgrade and leveling course materials must be provided to Associated Earth Sciences, In&. a minimum of 48 hours before field density tests are required so that the laboratory compaction standard (Proctor value) can be determined. Dear Mr. Beckman: Pursuant to your recent telephone conversations with Mr. Elden McCall of our staff, we are providing information supplemen- tal to our January, 1988 traffic study report on the above - referenced project. The centerline of the proposed site driveway on 76th Ave. W. will be located approximately 40 feet south of the site's north property line. As scaled from a small-scale property map of the area, this will place the driveway centerline approximately 12 feet north of the centerline of 222nd St. Southwest. The pro- posed driveway will essentially intersect 76th Ave. W. within the existing 76th Ave. W./222nd St. S.W. tee intersection. The slight offset of 12 feet north of the 222nd St. S.W. centerline is better than an offset to ' the south would be, considering the turning paths required for'left turns. The proposed driveway is expected to carry fewer than 20 vehicles during the peak hour, an average of less than one vehicle every three minutes. Due to the low volume nature of the proposed driveway, we expect it to oper- ate well. The PM peak hour site -generated traffic volume distribution shown in Figure 4 of our report is based on existing traffic vol- umes and flow patterns in the area, and is merely an estimate of future conditions. Some variation of future traffic volumes will occur, just as existing traffic volumes vary from one day . to the next. Some street segments shown on Figure 4 as not carrying any site -generated peak hour traffic, such as 224th St. S.W. east of Highway 99, may end up carrying some site traffic, but we expect the volumes to be less than 10% of the total site generation. These traffic volume variations will be insignificant, and are not expected to change the levels of service at the intersections. Mr. Chris H. The im- pact of this project on that intersection is not expected to be significant. Since Doug's Lynnwood Mazda will be relocating from its existing site located approximately one mile north on Highway 99, many of the employees and customers of the business are already using Highway 99 adja- cent to the proposed site. Based on my site inspection of the Doug's Mazda site, I believe that one of the two trees is a hazard and would be allowed to be removed without any replacement. The second tree, a large fir, appears to be in decent health, but I can see the applicant concern and desire to removed it due to the damage it can and is inflicting on their inventory. With that in mind, their proposal to remove that tree and replace it with 3 incense cedars is appropriate if they are installed at 8' in height. Because the proposal will not significantly change the existing character of the development, I am administratively approving the Design Review element of this project. The property currently contains eight existing structures, two of,which were used as a mink pelting facility. The site is bordered on the north by apartment complexes and residential housing. The south side of the property is bounded by a condominium development and a fiberglass repair shop. The ground is comprised of evergreen trees with moderate ground coverage. Topography slopes to the east with an average slope of approximately 5%. EXISTING DRAINAGE Drainage consists of runoff from the site into the system along Highway 99. Currently no drainage system exists on the site and there is no contributing runoff into the site from outside areas. PROPOSED DRAINAGE Conveyance pipe and structures have been sized for the 10 year design storm. The detention vault has been sized for a 10 year design storage and a 10 year release. All runoff will be conveyed to the detention vault except areas to the west and north which will be left undeveloped. DOWNSTREAM ANALYSIS Release from the vault will be conveyed into a 1211 pipe drainage system currently existing on Highway 99 where it will continue south approximately 6001 to the intersection of Highway 99 and 224th Street. It appears that from here the rele ' ase may be conveyed southeasterly to Ballinger Lake.
