Although there is no ban specifically for the Fishing Pier (or any other park) the attached code U2.030 Outdoor
Burning Ban is very specific and prohibits this activity citywide. Rich and I have talked about it and we will add
some signage in the near future that your security and our officers will be able to refer to.
Thanks for continuing to keep an eye on this great asset we have — I would hate to see anyone injured out there
and open fires are just waiting for someone trip into, especially with all the other gear they usually have spread
around.

In our Security meeting today, our security officers were telling me that on occasion there are people out
on the fishing pier barbecuing and/or having fires. Sometime within the last couple of weeks, one of our
officers contacted 911 to report that some people out on the pier had a pretty good size fire going. They
indicated to me that when 911 responded, the police informed them that there were no City Ordinances
that prohibited fires on the public fishing pier - therefore there was nothing they could do.
In talking with my team, we were thinking that this might be something that the City would want to
consider prohibiting. I hate to instruct my security personnel to not call 911 for this type of activity — it just
seems to me like it should be prohibited. But, we also don't wan't to waste police officers time on things
they don't have the ability to enforce. Our marina regulations do not allow barbecues or open fires on the
docks for safety reasons. Any thoughts on this?

The Edmonds fishing pier structural inspection by Berger/Abarn is scheduled to begin Monday, August 21st thru
Wednesday, August 23rd. During this time contracted scuba divers and 2 boats will make inspections of pier pilings and
underneath pier. Contractor will also inspect pier decking, structures and electrical issues. Portions of pier will be closed to '
fishing during inspections. Signs will be posted late this week to inform public of this project. I have requested Rich Davis
of Berger/Abam to supply spotters on pier to ensure no fishing is allowed while scuba divers and boats are under pier. He
agreed. This will protect scuba divers and inspection boats as well as to answer question from the public. Scuba divers
and boats will also be inspecting under pier within the Port Marina. This should not pose any Port boating issues. A
detailed inspection report will be sent to Brian and 1. Any questions or comments please contact me.

�s you know, the fishing pier life rings disappear as fast as they
are installled. WAC 296-56-440 #15 requires life rings be placed
at intervals along the pier of intervals of not less than 200 feet.
Before the next set of rings are installed, an alarm should be in-
stalled that will sound when a life ring is removed from its holder.
Jack Lewis has investigated the type of alarm system that is suit-
able for the pier.

On May 5, 1979, 1 conducted a final inspection of the fishing
pier as requested by the Building Official. As a result of
that inspection, several items were found incomplete or in
need of repair.
1. Electric meter of pier and building has
jumpers in it. These need to be removed
and the proper meter installed.
2. Repair the electrical junction box under
the eastern -most light standard.
3. Install life rings on pier.
4. Complete plumbing.
In regards to the items previously required by the Fire Prevention
Office, it was my understanding that you personally were working
on those items with John LaTourelle. A previous inspection by
Mike Springer showed that the hose reels and portable hoist as
well as the portable ladder had not been provided. Mike showed
you this inspection report for your information.
If you want this office to pursue the matter, I will.

From everything I hear and see the fishing pier is very popular
and a great success. This'.letter is to confirm some of the phone
conversations between my people and yourself, plus to 1-et you know
of our contract status. The operation was turned over officially
t * o the City of Edmonds at the dedication. Our work continues, but
consists of cosmetic items: rain,shelfs, garbage cans, hose bibs,
etc. All safety items are complete, with life' rings mounted and the
Jacob's ladder stored in the concession'stand.
Late delivery on the toilets has caused some inconvenience, but the
existing toilets are only 75 feet away.
We will continue to push the contractors to install these items as
fast as they are delivered. In the meantime, good fishing.!

Recent conversations with.Bill Pauley of Reid -Middleton &
Associates have indicated that your budget will not accommodate
the.safety devices we wish to,have incorporated into the Fishing
Pier Construction Project.. We feel very strongly that some means
must be available for a*iding the youngster who will inevitably
end up in the water without any resources for saving his life. We
feel that absolutely minimum requirements would be as follows:
1. Life rings in sealed containers which would be broken
open in emergency. These would at least perserve a.life until
help arrived.
2. A means to summon help. This would be an emergency Lele-
phone connected to the local emergency network, housed in a sealed
container to be broken open when needed.
We are confident that the State of Washington would not con-
struct an attractive facility without incorporating minimum safety
features to reduce the hazard. Therefore, we hope that you will
reconsider and find sufficient funds to install life rings and an
emergency telephone.

In your November 17, 1977 letter to Mr. Rod Garretson,
City of Edmonds Parks and Recreation Department, you advised
that in your opinion the stationary life ladders could be
deleted from the pier with no significant reduction in safety
to pier anglers and that you.were instructing RMA to delete
this provision from your design for the pier.
This item has been under discussion since the initial
plans were submitted for placement of the pier in Edmonds.
The entire City of Edmonds staff including the Police Chief
and myself have discussed this item on numerous occasions and
at no time have we waivered as to the need for the ladders to
be placed on the pier. Your recent letter wa:s discussed on
November 23 at a City staff meeting, and it was determined
again that the ladders should be placed as per our last
request.
The City of Edmonds always insists on adherence to the
highest standards of safety. We believe we absolutely owe
that to our citizens and visitors. In this situation that
policy without question dictates the inclusion of those
ladders in the plan for the pier.

SUBJECT: FISHING PIER
On July 6, 1977, the Fire Department sent a memo to
the Building Department listing our requirements for the
Fishing Pier. These requirements stemmed'from a review
of preliminary plans submitted. On August 8, 1977, the
Fire Department received plans for final approval of the
pier. These plans show no I provisions for the Fire Depart-
ment's requirements: On this basis, the Fire Department
cannot approve the final plans until such time as they
are resubmitted and modifications made in compliance with
our recommendations.. .

RE: Fisheries and IAC Review of Edomonds Fishing Pier Plans,
Specifications, and Support Equipment Inventory
Dear Jim:
The required reviews have been completed on the Edmonds Pier project, and
only some minor changes will be required to complete the package for construc-
tion bid advertisement.
IAC found the -plans and specifications to be in compliance with the Fish-
eries IAC contract, with the exception of required non -di scrimi nation clauses.
I have attached this information for your convenience. Al so, IAC wi 11 f und
only the following items contained in the support equipment inventory:
1. Rubbish containers
2. Rubbish collection dumpster
7. Sink
10. Counters, cabinets, and storage shelves
14. Fire hose and reel
15. Portable expanding ladder (Jacob's type)
16. Life rings
117. Power winch
Fisheries review of the plans and specifications found only one modifica-
tion required in the plans. This concerns the height of the fish cleaning sink
in the fish cleaning station located at "A" 7 + 58. We would like this sink
to be lowered to at least 30 inches to accommodate juvenile anglers and allow
better access from wheelchairs. The other two sinks should remain at 36 inches.
We have decided that it would be advantageous to design and complete the
interior of the service area at a later date, under a separate contract. This
will give us time to work with the City of Edmonds on the type of facility
they feel would best meet their operation and maintenance responsibilities.
It will also expedite getting the pier plans out for bid. .

Your letter of May 24, 1977 (File No. 3.35F) suggested advertising construc-
tion bids in local papers and The Daily Journal of Commerce, with a bid opening
21 days later. I do not know of Any requirements to the contrary and, there-
fore, feel you should follow your suggested plan. Please schedule the con-
struction bid opening for 10 a.m. in the Department of Fisheries office in
Olympia.
