B. Decision
Based upon the Findings of Fact and Conclusions, Attachments and Exhibits submitted with the
application and during the comment period, the following. is the decision of -the City of Edmonds
Planning Division:
The proposed setback modification 6 DENIED.
The Subdivision is APPROVED with -the -following conditions:
1. Prior to recording the applicant must complete the following requirements:
a) Complete the Engineering Division.conditions listed "Required prior to Recording'�'
on Attachment 5.
b) Remove th� portion of the house that is within the required 7.5-foot setback to the &,c Ow -
easement. A demolition pernidt is required.

e) Trees within the setback areas shall be preserved unless required to be removed to

f) The storm drainage for this development must meet ECDC 18.30 and Engineering
Division approval. Please contact Lyle Chrisman or Don Fiene to determine if the

traffic counts from 1995 and 1996,-the improvements proposed or required
with this project are appropriate and will adequately mitigate impacts.
The main issue at this time on 95th Place W appears to be one of pedestrian
safety due to development that occurred in the past before sidewalks were
required. One solution to the problem is for the property owners in the area
form a Local Improvement District to have sidewalks installed that will have a
direct benefit for those who live in the area.
DECISION:
Based upon the.foregoing findings and conclusions:
AP-2001-205 is APPROVED, and condition B. Lb) found in Attachment 4 to Exhibit A is
revised to read "No windows or doors shall be allowed on the north wall of the existing house on
lot 1.11
AP-2001-206 is DENIED. The decision of the Project Planner to approve the subdivision,
subject to conditions, is upheld.

Design Discussion and Overview:
A detention pipe and release orifice was sized by another consultant for a new single
family residence to be constructed on the east lot of a 2-lot short plat. Zavales Design Associates
show the new impervious area for the panhandle driveway access and house, as 4,150 SF on their
site plan. It is below the 5,000 SF threshold, and hence sizing can be accomplished using the
city of Edmonds Detention System Worksheet.
Due to the topography of the land, the runoff from the impervious area of the existing
house on the west lot will also be conveyed to the new detention system. The existing house
impervious area is 1,330 SF. It is also quite likely that a detached garage will be on the west lot
of the existing house. Total impervious are of the west lot is therefore assumed to be 2,500 SF.
Using the Water Works program, a peak flow rate of 0. 12 cfs was calculated for the 100
year, 24 hour storm event for the combined impervious areas of 4,150 + 2,500 = 6,650 SF. This
results is a calculated maximum flow of 53.9 gpm.
Flows released from the detention system will be pumped up to the drainage conveyance
system in 96h Ave. West via 190' of 2" Schedule 40 PVC. The total head determination takes
into consideration the elevation difference, length of pressurized pipe, two 90-degree elbows,
and one check valve. A total head of 16.4 feet was calculated.
