Jeff explained the purpose of the meeting and asked each City representative to give a brief rundown of
what they saw in the preliminary plans, with the Applicant being able to ask questions following the
comments.
Planning � �eve): Meg worked on the original permit and left me some notes on her review. Is this long
narrow building on the east side of the property the one you're planning to add a second story to?
Applicant replied affirmatively. Meg put together a list of comments for you. I'll go through it and
highlight some of the things that I think will be critical as you go through the process. This is going to be
what we consider a minor project for design review. It will go before the Architectural Design Board
(ADB), but I don't think you'll have any problems meeting the standards as far as height, proximity to the
property line and things like that. The biggest issue is that when it originally went through the design
review process, it was allowed to go right up to the property lines with no perimeter landscaping because
there is a fence outside that basically screened the view of it. However, if you're going up another floor,
the ADB may have some concerns. Then again, they may not since it is adjacent to some commercial
sites. So one of the things you're going to want to be prepared to talk about is the context that this
building is in — is it adjacent to multi -family or is it adjacent to a gas station? And depending on what it
is, you may feel it's legitimate to locate it right next to the property line, with no trees or anything to
soften the mass of it. Parking probably shouldn't be a big deal since it is a storage facility. It appears that
no SEPA is going to be required. I have no further comments, so I'll give you a copy of Meg's notes.

_CJ—amao: I understand that you have an approved plan showing the traff
that you have two driveways, one from the south side, the other from the north side, both of which are 11
feet wide and are each one-way. I met you on the site, and you told me that you would like to have a 22'
driveway from the north side of the building. Applicant: The main question I would like to have
answered here today is, "Is our ingress and egress going to preclude usfrom doing this secondfloor?
What is the use of the second floor? Applicant: Storage. Are you originating more trips by having the
second floor and if not, why do you want the second floor? Applicant: For the space — as it stands right
now what would go into that secondfloor gets crammed in down below — wejust need more space. We're
not planning on increasing in terms of trips and employees. Just bear in mind that if you want to expand
the north driveway, you need to get an easement from your neighbor, and it is requir . ed before approval.
Applicant: You're telling me I need an easement? No, I'm saying if you are proposing expansion of the
north driveway, you need to have an easement; if you are not proposing that, the existing driveways are
probably sufficient. This is based on the fact that the second floor will be storage only. Applicant: Yes,
there will be no people working in any of this area — bothfloors are storage. People will go in to get out
ofstorage what they need and that's all.
Applicant (Marko): Iprobably can talk more about this, because I am in charge of thesefacilities more
than anything else. Most what will be stored in thesefacilities are mowers, plus additional tools like
shovels, rakes, the like. Right now we are rentingfour additionalfacilities in Shurgard, just to store this
stuff, so we hope to put all the stuff in our buildings. Gordy: Maybe to clarify for Jamal's benefit, the
Planners indicated to me yesterday that there is no additional parking demand with the storage building so
the asphalt area that's their back yard will not be striped for parking; therefore, we can make a logical
assumption that because of this there is no additional demand. The trucks that come and go there are their
existing trucks. Jeff: So, Gordy & Jamal, just to be clear, they've got one-way ingress on the south side
and then the one-way egress on the north side? Jamal: That's correct. Jeff. And how large are the

existing ingress and'egress roads? Jamal: 11 feet wide on both sides. Jeff. And that's adequate for the
one-way? Gordy: That's been approved with the first phase. Jeff. The parking for the storage building
is based on the number of employees — if the number of employees doesn't change, that's why there's no
additional parking required. Jamal: Be sure that you have three parking stalls in front of the building.
Building_G&�nnine): Pole buildings are required to be designed by State of Washington licensed
professional engineers. Since you're getting your plans from the Midwest, you'll have to give those plans
to a local engineer to review and stamp. Pole Buildings are non -conventional construction. Applicant: I
had Ed Baker stamp a letter saying that the building below will support the pole building, but are you
saying that I need something more? A state of Washington licensed engineer must stamp the pole
building plans. We would require a list of equipment or supplies that will be stored in the pole building.
If flammable liquids are stored, you have to provide the type and quantity. Applicant: You're talkingjust
in the upperpart — the pole building only? Yes. You need to refer to LJBC Table 5A for opening
protection requirements to property lines and exterior bearing wall protection. We also need a lighting
budget. That would be all of our comments.
Jeff. Do you have any other questions? Applicant: I've gathered up the information I think I need to
submit to the ADB, and would like you to review it with me. My biggest question was on the elevation
drawings. I need to know what more detail will be required. Steve: You need to call out your materials —
what you're going to be using for the siding, the roofing, etc. If you can put it on the elevation drawings
it's going to strengthen your case because you're showing more accurately what it's ultimately going to
look like. That's the reason it's before ADB — to determine what it will look like. Applicant Do you
think it would be appropriate if we attach some of the brochures for the pole building? Steve: Yes,that's
very appropriate. Gordy: I don't think that Engineering will even review it from ADB, given the.status
of storage and no change in parking regulations, etc.
Steve: Regarding the landscape plan, it'll be somewhat up to the applicant to propose something. I
understand that right now there is no change in the landscape plan from what they originally proposed.
They will need to articulate why they don't believe they need landscaping now that the building is taller.
The ADB may then say with it being that close to the property line, they think it does, but that's just
something the applicant needs to prepare themselves for. So they may want to submit something of that
nature in writing as part of the original application; then they can get a chance to vocalize their comments
at the meeting.
Fire ( John : You're right at that point where we asked for 150' by the code by an approved route to the
far end of the building on the first floor, and we're really pushing that. In fact, it's probably 152' — 15 3'.
With the second story, I'm a little concerned — it isn't just a brick building — now there's going to be more
to it than that. What can We do on your building to improve our response or to improve the fire protection
or to reduce the distance that it takes the Fire Department to protect your property? What I'd like to see is
some automatic detection — you could have heat detectors down below to protect the area where the
maintenance will be done and you could have smoke detectors up above. You are really over the access
requirements meaning that we can't get our fire engine past the front of the house conversion. I'm willing
and open to listen to other suggestions that you might have arranging your project as such, but it is over
the 150'. Applicant: Our neighbor to the north is also zoned commercial and runs a business out of that
property. He has plans to build a shop in the back, somewhat the same idea as what we have. As it
exists, he has a garage that comes to the property line, and there's 18'from the corner of our office to his
garage. He'splanning to eliminate that garage at the time that he builds in the back. I'm wondering if
18'passage is enough to get in. Then, long term when that garage is out of the way, there'll be 22'.
John: So you'd be sharing a means of access? Applicant: We won't be sharing it but in reality there's
that much space — that's his way in and out of his property, immediately adjacent to ours. John: I'll
look again at the site and specs and will get back with you on this.

I wanted to pass along some information I just received from Rick Fulcher of Edmonds Landscaping who has a
preapplication meeting scheduled for tomorrow regarding his site at 22319 - 76th Avenue W.
His proposed project is to construct a 12- by 48-foot second story on top of the existing permitted building at the rear of his
lot. The structure will be a pole building, 8 feet tall. No employees will work in it: it is just for storage.
The question he is most interested in finding out about is whether he can get a building permit for the second floor addition
with the ingress and egress provided to the rear yard in his approved permit for the first story.
Because the proposed structure is so minor that we would typically not have a preapplication meeting for it, I have
suggested he go ahead and come to the preapplication meeting and just discuss the question above. I have not requested
the plans for the building.
From Planning's perspective, with no employees in the new unit, he would have no additional parking requirements.
Mr. Fulcher believes that he has gotten the run-around, and been given different answers by different people here in the
city, so I can see why he would want to have a preapplication meeting to confirm the access issue. Please come to the
pre -application meeting prepared to answer the question: Can he get a building permit for his second floor addition with
the ingress and egress to the rear yard shown in the earlier permit?
