B. Site Location: 22324 Highway 99
Z C. Introduction: Time Oil is the owner of an existing Exxon station and commercial building with
Oi
an additional tenant space. The property owner is proposing to install a
Z '

D. Background:
LU U1
X (ji 1. Zoning: The port property is zoned General Commercial (CG).
U. 0 2. Environmental Review: The proposal is exempt from the SEPA requirements.
.. Z.
W (of 3. Issues: Design of the site, and landscaping have all been addressed by the applicant in
Q X their proposal, and the Architectural Design Board must determine the appropriateness of the
proposal.
E. Staff Analysis:
1. Building Design: The applicant is proposing a flat roofed, twelve foot tall, eight foot wide
and twenty foot long steel storage container to be used as a storage building.
a) Materials: The building is made of corrugated steel.
b) Colors: The applicant has proposed to paint the storage building beige.
c) Lighting: No lighting is proposed with this application.
0
d) jjM: No signs are proposed with this application.
3. Site Design:
a) Building location:
The applicant has proposed to locate the building in the northwest comer of the existing asphalt
parking lot.
c) Landscaping:
The applicant has not proposed landscaping with this application. Though the aesthetic
appearance of the building may be as a temporary building, the City of Edmonds Community
Development Code considers the building to be permanent. Therefore, a five foot wide

landscaped buffer is required to surround the building, and an extruded curb is required to
separate the landscape from the asphalt.
F. Findings for approval: In order for the ADB to approve this item, the Board must make
Ic the following findings:
011 A. That the proposal is consistent with the comprehensive plan and other adopted city policies.
=1 The following are some policies from the Comprehensive Plan that address this type of

H. Summary-.
The proposal appears to be, inconsistent with the requirements of, the Comprehensive Plan and
the Landscape Code. The Architectural Design Board has the, authority to modify and waive
landscape requirements. in previous decisions, the Board has made modifications to Ian I dnape
requirements where the strict application of the landscape standardswould severely limit the
r
development due to lot area or proposed use.
I. Recommendation:
581
The Board may only approve the proposal'if it.is tound to. be in compliance wit the above
requirements of approval. Since the proposal appears to be inconsistent with the requirements of
approval, staff recommends denial or approval with conditions which will make the proposal
