Principal STREET FILE GEOTECHNICAL ENGINEERING STUDY PROPOSED RETAIL BUILDING PACIFIC HIGHWAY AT 76th AVENUE WEST EDMONDS, WASHINGTON This report presents the findings and recommendations of our geotechnical engineering study for the site of the proposed retail building in Edmonds, Washington. The general location of the site is illustrated on the Vicinity Map, Plate 1. Based on preliminary plans furnished to us, we anticipate that the building will consist of a 7,776-square-foot structure to be used as a retail building. Development of the property is in the planning stage, therefore only conceptual plans were available to us. The site plan given to us included the footprint of the proposed structure, located some neighboring structures, but did not provide topographic information. SITE CONDITIONS The site is a rectangular property with dimensions.of 150 by 60 feet located in the southwestern portion of the K- Mart/Payless Drugs parking lot at the intersection of Pacific Highway and 76th Avenue West in Edmonds, Washington. With the exception of an approximately 4-foot-high slope restricted to the southern edge of the property, the site is relatively level. Soills exposed on the majority of the site, although the pavement from the surrounding parking lot covers a portion of the northwest corner and a strip along the northern side of the site. The site is presently being used as a parking area. The North Village Professional Center and a retail tire outlet occupy the property to the south of the site. The site is surrounded on the other three sides by the paved parking lot. The subsurface conditions were explored by three test pits at the approximate locations shown on the Site Exploration Plan, Plate 2. The field exploration program was based upon the subsurface conditions revealed during excavation, the.scope of work outlined in our proposal, and time and budget constraints. Freiheit and Ho, Architects JN 91324 October 28, 1991 Page 2 The test pits were excavated on October 9, 1991 with a rubber - tired backhoe owned and operated.by Evans Brothers Excavating. A geotechnical engineer from our staff observed the excavation process, logged the test pits, and obtained representative samples of the soils encountered. "Grab" samples of selected subsurface soils were collected from the backhoe bucket. The Test Pit Logs are attached to this report as Plates 3 and 4. Our explorations encountered between 1-1/2 feet to 4 feet of gravelly, silty sand fill which was dense in heavy traffic areas and medium -dense in less traveled areas. Concrete debris, sometimes quite large, was encountered in the fill soil. The fill was underlain by approximately 1 to 1-1/2 feet of weathered, native, red -brown, gravelly, silty sand in the test pits. The weathered sand ranged in density from loose to medium -dense to*dense. Test Pit 2, located in the eastern portion of the property, encountered 5-1/2 feet of medium - dense to dense, silty, sandy gravel below the red -brown native sand.- The gravel was underlain by a dense, gray, gravelly, silty sand. Medium -dense to dense gray, gravelly, silty sands were encountered underlying the reddish -brown., native sand in the other two test pits. The final logs represent our interpretations of the field logs and laboratory'tests. The stratification lines on the logs represent the approximate boundary between soil types at the exploration locations. In actuality, the transition may be gradual. The relative densities and moisture descriptions indicated on the Test Pit Logs are interpretive descriptions based on the conditions observed during excavation. The logs should be reviewed for specific subsurface information at the locations tested. No groundwater seepage was observed. it should be noted that groundwater levels vary seasonally with rainfall and other factors. We anticipate that groundwater could be found between the near surface weathered soil and the underlying denser soils and in the more permeable sands and gravels. GEOTECH CONSULTANTS, INC. Freiheit and Ho, Architects JN 91324 October 28, 1991 Page 3 CONCLUSIONS AND RECOMMENDATIONS it is our opinion that the prop9sed retail building Tay rest on conventional foundations bearing on competent, medium -dense to dense, native soil. As fill and weathered soil encountered varied in thickness between 2-1/2 to 5 feet, it appears that overexcavation will be necessary to expose bearing soil if the finished floor levels for the proposed structure are near existing site grades. . it would be possible to place lightly loaded foundations on the weathered native soils, if these soils could be compacted to 95 percent density as described in the later sub -section entitled GENERAL EARTHWORK AND STRUCTURAL FILL. However, these soils are moisture sensitive and will be difficult to adequately compact when wet. Geotech, Consultants, Inc. personnel should verify that suitable bearing soils are encountered at the depth, of the excavation. The on -site, native gravel may be used as structural fill. If it is possible.to remove debris from the fill soils, on -site fill soils and native sand soils may be used as structural fill in dry weather. The on -site soils are silty and thus moisture sensitive. it is difficult to adequately compact moisture sensitive soils when they are wetter than optimum moisture content. It is recommended that Geotech final plans to verify that engineering considerations are changes in the plans or design considerations that become more Consultants, Inc. review the site specific geotechnical addressed. We may recommend criteria, based on geotechnical evident during the review. The proposed structure can, be supported on conventional continuous and spread footings bearing on undisturbed, medium - dense to dense, competent, native soils or on str ' uctural fill placed above competent native soils. See the later sub- GEOTECH CONSULTANTS, INC. 0 0 Freiheit and Ho, Architects JN 91324 October 28, 1991 Page 4 section entitled GENERAL EARTHWORK AND STRUCTURAL FILL for recommendations regarding structural fill placement and compaction beneath structures. continuous and individual spread footings should have minimum widths of sixteen (16) and twenty-four (24) inches, -respectively, and should be bottomed at least twelve (12) inches below the lowest adjacent finish ground surface. The footing subgrade must be cleared of loose or disturbed soil prior to pouring concrete. Depending upon site and equipment constraints, this may require removing the disturbed soil by hand. Some overexcavation may be required below footings to expose competent native soils. Unless lean -concrete is used to fill the overexcavated hole, the overexcavation must be at least as wide at the bottom as the sum of the depth of the overexcavation and the footing width. For example, an overexcavation extending 2 feet below the bottom of a 3-foot- wide footing must be at least 5 feet wide at the base of the excavation. Footings constructed according to the above recommendations and bearing directly on undisturbed, medium -dense to dense native soil or lean concrete placed on undisturbed, medium - dense to dense native soil may be designed for an allowable soil bearinypsfr)e.ssure of three thousand (3000) pounds per square foot Footings bearing on reddish -brown, silty sand (weathered native loam) compacted to 95% density or on structural fill placed on competent native soil may be designed for an allowable soil bearing pressure of two. thousand (2000) pounds per sqyare foot (psf). A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that total post - construction settlement of footings founded on competent, native soils or on structural fill up to five (5) feet in thickness will be about one-half inch, with differential settlements on the order of one -quarter inch. Lateral loads due to wind or seismic forces may be resisted by friction between the foundations'and the bearing soils, or by passive earth pressure acting on the vertical, embedded portions of the foundations. For the latter condition, the foundations must either be poured directly against relatively level, undisturbed soil or level structural fill must be placed around the outside of the foundation. We recommend the following design values be used for the foundation's resistance to lateral loading: GEOTECH CONSULTANTS, INC. JN 91324 Page 5 if the ground in front of the foundation is loose or sloping, the passive ' earth pressure given above will not be appropriate. We recommend that a safety factor of at least 1.5 be used for design of the foundation's resistance to lateral loading. The site is located within seismic zone 3 as illustrated on Figure No. 2 of the 1988 Uniform Building Code (UBC). In accordance with Table 23-1 of the 1988 UBC, the site soil profile is best represented by Profile Type S2. The building floors may be constructed as slabs -on -grade on competent on -site fill soils or native soils or structural fill placed over competent . native soils. The subgrade soils must be in a firm, non -yielding condition at the time of slab construction. Any soft areas encountered should be excavated and replaced with select imported structural fill. All slabs -on -grade should be underlain by a capillary break layer consisting of a minimum four (4) inch thickness of free - draining granular structural fill with a gradation similar. to that discussed later in PERMANENT FOUNDATION AND RETAINING WALLS. in areas where the passage of moisture through the slab is undesirable, a vapor barrier such as a 6-mil plastic membrane should be placed beneath the slab. Additionally, sand should be used in the fi,nal grading process to reduce damage to the vapor barrier and to provide uniform support under the slab. GEOTECH CONSULTANTS, INC. The following(lrecommended design parameters are for walls less than twelve 2) feet in height which restrain level backfill: Design Active Earth Pressure* 40 pcf Passive Earth Pressure 300 pcf coefficient of Friction 0.45 Soil Unit Weight 125 pcf Where: 1) Pcf is pounds per cubic foot 2) Active and passive earth pressures are computed using equivalent fluid densities. For restrained walls which cannot deflect at least 0.002 times the wall height, a uniform lateral pressure of one hundred (100) psf should be added to the active equivalent fluid pressure. The values given above are to be used for design of permanent foundation and retaining walls only. The passive pressure given is appropriate only for the depth of level structural fill placed in front of a retaining or foundation wall. An appropriate safety factor should be applied when designing the walls. we recommend using a factor of safety of at least 1.5 for overturning and sliding.. Also, if sloping backfill is desired behind the walls, then we will need to be given the wall dimensions and slope of the backfill in order -to provide the appropriate design earth pressures. Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of the wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Placement and compaction of retaining wall backfill should be accomplished with hand -operated equipment. Retaining Wall Backfill Backfill placed behind any retaining or foundation walls should be free -draining structural fill containing no or3anics. This backfill should contain no more than five (5 percent silt or clay particles and have no particles greater than four (4) inches in diameter. The percentage of particles passing the No. 4 sieve should be between 25 and 70 percent. Due to their high silt content, on -site soils should not be used as retaining wall backfill. The purpose of these backfill requirements is to assure that the design criteria for the retaining wall are not exceeded because of a build-up of hydrostatic pressure behind the wall. The top foot to eighteen inches of the backfill should consist of a relatively impermeable soil or topsoil, or the surface should be paved. The sub- section entitled GENERAL EARTHWORK AND STRUCTURAL FILL contains recommendations regarding placement and compaction of structural fill behind retaining and foundation walls. in no case should excavation slopes be greater than the limits specified in local, state, and national government safety regulations. Temporary cuts to a depth of about four (4) feet in'unsaturated soils may be attempted vertically. Based upon Washington Administrative Code,(WAC) 296, Part N, the soil type at the site would be classified as Type B, and therefore slopes greater than four feet cannot be excavated steeper than 1:1 (Horizontal: Vertical). it should be noted that sands do cave suddenly and without warning. Utility contractors should be made especially aware of this potential danger.. Fill slopes should not be constructed with an inclination greater than 2:1 (H:V). Water should not be allowed to flow uncontrolled over the top of any slope. Also, all permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve stability of the surficial layer of soil. No groundwater was observed during our field work. however, seepage into the planned excavation is possible, and if encountered should be drained away from the site by use of drainage ditches, perforated pipe, French drains, or by pumping from sumps interconnected by shallow connector trenches at the bottom of the excavation. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Any exposed slopes should be covered with plastic to minimize erosion. Final site grading in areas adjacent to the building should be sloped at least two (2) percent away from the building, except where the area is paved. Use of On -Site Soils if grading activities take place during wet weather, or when the silty on -site soils are wet, site preparation costs may be �igher because of delays due to rains and the potential need to import granular fill. The on -site soils are generally silty and thus moisture sensitive. LIMITATIONS T . he analyses, conclusions and recommendations contained in this report are based on site conditions as they existed at the time of our exploration and assume that the soils encountered in the test pits are representative of the subsurface conditions of the site. if the subsurface conditions encountered during construction are significantly different from those observed in the explorations, or assumed to exist in the excavations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. unanticipated soil conditions are -commonly encountered on construction sites and cannot be fully anticipated by merely taking soil samples in test pits. Subsurface conditions can also vary between exploration locations ' Such unexpected conditions frequently . require that additional expenditures be made to attain a properly constructed project.
