reflected as "not connected to sewer". We have gone through
street address files and noted sewer permit numbers, etc. and
sent info to Utility Billing. In connection therewith, there is
a question concerning the following properties:

SUBJECT: UTILITY CHARGES
In answer to your inquiry regarding utility charges,
the following will explain the basis for the utility charge
you are now paying bi-monthly.
In 1970, Ordinance #1465 was passed by the City Council,
This ordinance re -designated the "sewer service" charge as
the utility charge.
These charges develop revenue to provide you for such
things as sanitary sewage collection, treatments, disposal
and outfall, together with storm and surface water collection
and disposal.
Also, in 1977, the City Council passed Ordinance #1898,
which increased water and utility rates. At that time, the
City Council reaffirmed their position regarding utility charges
and stressed that "persons not connected to the sewer systems
have received from their payment of the utility charges including
mitigation of pollution in Puget Sound and streams, prevention
of soil instability, increased sewer and storm drainage caDacity,
development, refinement and improvements of comprehensive "'storm
and sewer plans, and long range planning for specific areas now
unconnected to the sewer system'.'. The most recent increase in
water and utility rates also relates to the above.
