Dear Ms. Couchee:
Thank you for your letter of August 8, 1984. Our Engineering staff
has researched the files on the K-Mart development. There are several -
agreements between the developers and the City of Edmonds, however, none
that specifically address building a cul-de-sac on 74th Pl. W. (formerly
Oliver Lane). The City did, at the time of the development, vacate part
of 74th Pl. W., retaining 60 feet of ri�ght--!of-way at the north end of the
street (as it now exists).
I have made a cursory fi'eld review of the street and have concluded
that a cul-de-sac could be constructed within the right-of-way. If one were
constructed, it would not provide a significant amount of addi'tional turning
room at the end of 74th Pl. W. The City of Edmonds does- not have money bud-
geted to do this work.
If you and your neighbors sincerely feel the need fo r the cul-de-sac,
I would suggest you get signatures of those favoring'a cul-de-sac. Their
signatures should be in a peti'tion form stating the need for the cul-de-sac
and that they are willing to finance the i'mprovement through an L.I.D.
(,.Local Improvement Distri'ct, whereby,* the City assesses the property owners
for the cost.of the improvements).

To follow up regarding a telephone conversation I made this morning,
I wish to re -iterate regarding a problem on this dead end street.

There is no cul-de-sac and cars are always parked there,consequently
my driveway is being used as a turn around,.often by large trucks and frequently
by cars..
When K-Mart was built homeowners were promised a cul-de-sac and property
was sold to the City of Edmonds for this purpose.
There is a dead end street sign posted at 228th and 74th PI W but that
does not seem to deter the number of vehicles that come down and'turn around,
even very late at night. I would very much appF
