The following plan provides life -safety and property protection information for your use. This plan should
be updated periodically. All safety systems and equipment must remain accessible, conspicuous, and
maintained in proper working order.
Your local emergency phone number is for emergency medical, fire and police services.
Fire Extinguishers
Fire extinguishers may be used to put out fires in an early stage. Call 9-1-1 and sound the alarm before
you use a fire extinguisher to assure that your help is on the way. Remove the fire extinguisher from its
ready location. Pull, or twist the silver pin on the fire extinguisher and remove. Stand 8 feet from the
fire, depress the handle, and sweep the stream back and forth starting at the base, of the flames until the
fire Is out. Do not walk on an area that you have extinguished, in case the fire re . -ignites, or the
extinguisher runs empty! Firefighters will make sure that the fire is completely extinguished and give you
assistance.
MAMENANM Fire extinguishers must be serviced annually by a trained person with proper
knowledge, tools, manuals, and publications.
Smoke Detectors
Smoke detectors in your home provide early warning in case of fire. A working smoke detector can
increase your survival in a fire by 47%. Plan an escape and practice your plan before the fire. Dwelling
smoke detectors are located in and near your sleeping areas. They may be battery -operated, hard -wired
to the building, or both, depending upon building age and existing requirements when your building was
constructed. Dwelling smoke detectors do not sound the alarm for other occupants. When you hear a
detector, sound the alarm for all occupants and exit the building.
MAN7ENANCE. Test your detectors by depressing the test button at least once a month. Change the
batteries once a year, if so equipped. Vacuum the face of the detector annually to keep it sensitive to
smoke. Detectors should be replaced after 10 years of operation.

Manual Fire Alarm
Activating a fire alarm pull station will alert all building occupants of a fire problem at a location in the
building. Pull stations are located near exits from the building. Pull the device down to sound the alarm.
When you hear the alarm, exit the building immediately using the closest safe stair or exit.
13 Your building fire alarm activation alerts occupants and an alarm monitoring
company for automatic dispatch of Fire Department.
MAIN7ENANCE Annual test of the entire alarm system is required to be performed and documented by
a maintenance technician. Service companies are located in the yellow pages under "Fire Alarm
Systems".
Automatic Fire Alarm
Smoke and high -rising heat conditions in some building areas outside of your dwelling are monitored by a
smoke- and heat -detection system. If a fire begins in these areas, the automatic fire alarm will alert all
occupants in the building.
0 Your building fire alarm activation alerts occupants and an alarm monitoring
company for automatic dispatch of Fire Department.
When you hear the alarm, exit the building immediately using the closest safe stair or exit.
MAIN7FNANCE, Annual test of the entire alarm system is required to be performed and documented by
a maintenance technician. Service companies are located in the yellow pages under "Fire Alarm Systems".
M-`Re _>-A
Residential Sprinkler System
A residential sprinkler system provides life safety protection from fire in dwelling locations where injury or
death from fire may occur. Residential fire sprinklers will reduce heat, flames and smoke spread so
building occupants may safely exit the building. Sprinklers are heat activated and will open and spray
water directly on a fire. A sprinkler system stops and often extinguishes the fire before It has the chance
to spread.
A fire sprinkler system is a network of individual ceiling sprinkler heads connected by pipes to a water
source. Water damage is minimal because only the sprinkler head above the fire will open. A home with
an automatic sprinkler system is still required to have smoke detectors. Residential spfinkler systems ffnd
installation of working smoke detectors reduce the r1sk of dying in a fire by 979yo. Remind your insurance
agent that you are protected by these systems
0 Your building sprinkler system activation alerts occupants and an alarm monitoring
company for automatic dispatch of Fire Department.
MAINFNANCE. Do not hang items from the sprinkler heads. Sprinkler heads that have been painted will
not operate as designed and must be replaced.
Annual test of the residential sprinkler system is required to be performed and documented by a state -
certified maintenance technician. Service companies are located in the yellow pages under "Sprinklers -
Automatic -Fire".

FIRE RESCUE
Areas for Evacuation Assistance
Washington State requires areas in public accessible buildings to be protected from smoke and located
near stairways or other exit systems which are not accessible by mobility -impaired persons. These are
dedicated for use as Areas for Evacuation Assistance (AEA). AEAs also must have a means of outside
communication, typically a telephone, for an impaired person to call for Fire Department or other help, to
be assisted from the building during an emergency.
MAINTENANCE. Areas for Evacuation Assistance must always remain clear.
10
1197MAR
Special Populations at Risk
Decreased mobility, health, sight, and hearing may limit a person's ability to take the quick action
necessary to escape during a fire emergency. Depending on physical limitations, many of the actions an
individual can take to protect themselves from the dangers of fire may require help from a caregiver,
neighbor, or outside source. Impaired persons should speak to family members, building manager, or
neighbors about your fire safety plan and practice it with them.
Re
Special Fire Warning Devices
People with disabilities should be aware of the special fire warning devices that are available but not
necessarily installed in your building. Smoke alarms with vibrating pads or flashing light can be
purchased for the deaf and hard of hearing. Additionally, smoke alarms with strobe light outside the
dwelling may catch the attention of neighbors. Emergency call systems for summoning help are also
commercially sold.
Audible alarms are available which will pause with a small window of silence between each successive
cycle so that blind or visually Impaired people can listen to Instructions or voices of others.

Know Your Abilities
Contact the Fire Department at (425)775-7720 to explain your special needs.
Fire -rated Doom
Fire doors provide smoke- and/or heat -containment to a fire's area of origin when closed. This slows fire
progress to areas unaffected, allowing time for alarm and occupants to escape. Fire doors are typically
spring -loaded which close automatically. They must completely latch when not in use. Fire doors
improve life safety for occupants and minimize fire property damage by containing the fire to an area
prior to Fire Department Intervention. Fire doors may include all doors to a corridor, stairwells, and area
separations within a building. Front doors to dwellings are provided with gasket material which helps
close the gap to limit smoke spread.
Propping these doors open provides a route for smoke and hot gases to move into protected areas of
your exit system. Some fire -rated doors may be held open with a magnet and will close when a fire
condition occurs and the building fire alarm sounds.
MAIN7FIVOCE., Keep fire doors closed when not in use. Do not prop open without an approved hold -
open device. Repair doors, hardware, or door seals if damaged. Repair or adjust if doors do not
completely close and latch.
Attic Draft Stops
Draft stops provide smoke- and heat -containment in the concealed areas of common attic spaces. Holes
and openings in these wallboard partitions can allow smoke or fire to pass from.dwelling to dwelling.
This allows fire to burn undetected longer, and will consume the structural supports of your roof.
MAZWENANCE., Keep draft stops free of holes and openings. Repair attic draft stops If they are
damaged. Check your draft stops periodically with a flashlight from your attic opening.
Exit Lights
Exit lights and signage show the way to get out of the building. Ughts must be illuminated at all times
and provided with backup power, which keeps them burning even without building power. Illumination is
required to help penetrate layers of smoke that may form at the ceiling when a fire condition should
occur. This reduces confusion for visitors and occupants who need to find the way out of the building.
MAMENANCE. Replace bulbs as required to keep illuminated at all times.
13 Test back up power by depressing test button. Replace batteries as a backup power source if
they are not functioning properly.
13 Backup power systems can be tested by "brown -out" or by turning off the circuit breaker for the
exit lighting circuit. Repair your backup power system if it is not functioning properly.
A\ Ap
Emergencv 1110UMInation
Your building must be illuminated at all times by natural or artificial lighting so a visitor or occupant's
means of exiting is always [it. Your building has backup, or emergency lighting to Illuminate the exit path
even without building power. Smoke brings darkness to building spaces when a fire condition occurs.
Emergency illumination helps light the exit path through these conditions. This reduces confusion for
visitors and occupants who need Illumination to find their way out of the building.
MAINTENANCE. Replace bulbs or repair fixture as required to keep illuminated at all times. A "brown-
out" (or turning off the circuit breaker for the emergency illumination circuit) can test building lighting
systems and their backup power source.
• Emergency Illumination fixtures can also be tested by depressing a test button on the fixture.
Replace batteries as a backup power source if they are not functioning properly.
• Repair your backup power system or fixtures if they are not functioning properly.
Elevator
Unless instructed by the Fire Department, never use an elevator during a fire.
MAINTEN4INCE.
Fire Department Access
Fire Department vehicles must have clear access to street and driveway approaches to your building.
MAINTENANCE Keep Are lanes and emergency vehicle access clear at all times
iTJ
Fire Department Lockbox # 6 k - 7-0-2-
Where Fire Department concerns for rapid emergency building access exists, a lockbox is provided near a
primary building entry. The lockbox contains keys allowing Firefighters entry to building common areas
and utility spaces, where systems controls are available and problems may occur.
MAINTEN4ACE.- Replace keys when affected door locking hardware is changed. Keep lockbox clear and
accessible.
all
Emergency Procedures
Use a mental checklist to make a Fight -or -Flight Decision. Attempt to use an extinguisher only if ALL of
the following apply:
r%-O The building is being evacuated (fire alarm is pulled)
rV-' The Fire Department is being called (dial 911).
rV The fire is small, contained and not spreading beyond its starting point.
W The exit is clear, there is no imminent peril and you can fight the fire with your back to the e)dt.
W You can stay low and avoid smoke.
EO
K
FV The proper extinguisher is immediately at hand.
Wo You have read the instructions and know how to use the extinguisher.
IF ANY OF THESE CONDITIONS HAVE NOT BEEN MET, DON'T FIGHT THE FIRE YOURSELF.
CALL FOR HELP, PULL THE FIRE ALARM AND LEAVE THE AREA.
If you have any doubt about your personal safety, or if you can not extinguish a fire, leave Immediately
and close off the area (close the doors, but DO NOT lock them). Leave the building but contact a
Firefighter to relay whatever information you have about the fire.
97 UBC 1104.1 Exception
"Areas of evacuation assistance are not required in buildings where an approved, automatic fire -
extinguishing system is installed in accordance with UBC Standard 9-1, provided that quick -response
sprinkler heads are used where allowed by the standard; and that a written fire- and life -safety
emergency plan, which specifically addresses the evacuation of persons with disabilities, is approved by
the Building Official and the Fire Chief."
97 LIFC 1303.3.5-3.1
"A fire emergency guide shall be provided for apartment buildings which describes the location, function
and use of all fire -protection equipment and appliances accessible to tenants, including fire alarm

Dear Mr. Carroll,
GARY HAAKENSON
MAYOR
The City is in receipt of your request for temporary occupancy for the subject project.
The corrections provided to Eric the job superintendent yesterday by the City Building
Inspector indicate life -safety items that constitute minimum protections required for
dwellers and employees within the complex. The City Inspector explained that all six
items must be completed before temporary occupancy can be granted.
Of particular concern in your letter indicates that one of the six items will not be
completed until August l9th, 2005 specif*ically, the boiler room doors. In your letter you
erroneously state that the doors are installed per plan with a fire rating of 20 minutes.
Please be advised the. approved plans clearly indicate that the boiler room doors are 60
minute fire rated doors. Also, the City concurs if the lock and latch are removed from the
gates there would be no further issue on this matter.
Once all six items are complete and ready for inspection please contact our Inspection
Hotline (available 24 hours a day) at 425-771-0220 extension 1333. Calls for same day
inspections must be received before 7:00am.
Sincerely,
Jean!nine nL. raf
