The City of Edmonds Official Street Map, Sheet 17, Section 31-32 shows the existing right-of-way as 30' wide, aligning with the south half of the 60' right-of-way on the west side of Highway 99 and the east side of 715th Avenue. 2. Sheet 13 of the Official Street Map shows the right-of-way as 60' wide but is not dimensioned. 3. The Comprehensive Thoroughfare Plan shows 228th to the west of Highway 99 designated as a collector street but does not continue through the subject property. There was no designation to the east of the property. Based on the above information it appears that the City does not own what would be the north half of the 50' wide 228th Street right-of-way, and has no plans currently to develop a through -street at that location. 4. Because there are utilities within the existing 30' wide right-of-way, there is little or no chance that the City will ever relinquish its ownership over that land. 5. Where a portion of the existing storm sewer encroaches on the southeast corner of the subject property, the property owner may need to provide the City with an easement for rights to that one area for maintenance and access. 6. Duane Bowman of the Planning Department will contact CDA regarding any findings of fact and conclusions reached during the previous Sizzler Restaurant proposal for the subject site which may have bearing on our proposal. The following report summarizes our work to date# and offers opinions and recommendations pertinent to project design and construction. We understand that the present development plan calls for a 2 storyl 16,050 square foot office building and a future I story 1,200 square foot bank branch building. Details pertaining to structural designst including foundation configuration and loads have not been developed to our knowledge at the time of this report. We understand that the respective buildings will be sited as indicated on the CDA provided site plan dated June 16, 1986, and that the structures will lie at or near the prevailing surface grade of 350 feet. Site regrading and/or substantial modification of the low bank bounding the west property line (SR99) is not indicated. Authorization for our work was granted by Mr. Jim Braun of Olympic Properties. PURPOSE AND SCOPE The purpose of our study is to assist in project planning and development by characterizing the soils and general subgrade conditions within the development area. Based on our findings and the understood project scope, we will offer opinions and recommendations pertaining to general site preparation, identification of suitable bearing soilst foundation system selection, design soil bearing prespurest and placement of structural fills. In addition, parking area and roadway pavement considerations will be addressed. 19015 36TH AVE WEST #C, LYNNWOOD, WASHINGTON 98036 (206) 778-4402 Bos TEsrING& ENGINEERING 16 Olympic Properties File No. 05386 July 16, 1986 Page 2 The scope of our work includes observation of existing site conditions, a review of the provided site plan, consultation, the performance of a series of backhoe exploratory pits, soils data reduction and evaluation, and the preparation of this report. The development area lies within the site of a vacated miniature golf facility in the 22800 block of SR99 in Edmonds, Washington. The property is bounded on the west by SR991 on the east by 76th Avenue West, on the south by the unimproved alignment of 228th Street Southwest, and on the north by developed commercial property. The development area is for the most part flat lying and currently supports the ruins of a miniature golf course. A prevailing surface grade of about 350 feet is indicated within the proposed building areas. The western property line is bounded by a rising embankment which parallels the shoulder of SR99, and attains a maximum height of about 8 feet near ( . the southwest property corner. Total vertical relief of approximately 4 feet is indicated within the property. A quantity of artificial fill was encountered in backhoe pit EP-2 and in two exploratory trenches. The interpreted extent of the fill is shown on Figure 1, at the end of the report text. Field Explorations All depths recorded herein are referenced to existing surface grade. Elevation control was established by interpolation of the site boundary and topographic survey data provided by Commercial Design Associates,, Inc. Exploratory pit locations were determined by compass and tape measurement from available reference points, and should be considered accurate only to the degree of the method employed. Our in -field explorations were performed on June 26, 1986. A total of five (5) backhoe exploratory pits and two trench excavations were placed around the proposed building areas. The locations of our explorations are shown on the accompanying exploratory pit location map, Figure 1. Pit depths ranged from 4.5 to 14.5 feet below existing grade. All explorations were monitored by W.L. Bickett engineering geologist. Records of encountered soil types, conditions, and apparent stratigraphy were maintained in the field and are suiLunarized on the "Exploratory Pit Surivaary" sheet (Table 1)# and in the accompanying Exploratory Pit Logs,, 19 all in Appendix A. Samples obtained in the excavations were visually classified by the geologist in the field. Bos TEsrING& ENGINEERING Olympic Properties File No. 05386 July 16F 1986 Page 3 Subsurface conditions at this site have been interpreted through our site reconnaissance notesp research, and interpretation of our exploratory pit data. As previously discussedi subgrade conditions within the site have been modified to some degree by past development. The nature and detail of the variations in subgrade conditions between explorations may not become apparent until site preparation activities are conducted. The local area soils have been previously mapped as glacially depositedr Vashon Age material. That is, sediments that were deposited during the latest advance of glacial ice over the South Snohomish County area, some 12,000 years before present. According to Washington State D.N.R. and U.S. Geological Survey publications, the local soils are comprised of a lodgement till with an occasional veneer of less compact ablation till in some locations. The U.S.G.S. literature indicates the occurance of advance outwash deposits of Vashon Age near -by to the east. A review of the Snohomish County Soil Survey shows the local soils map designation as "Alderwood-Urban land complex, 2 to 8 percent slopes Alderwood series soils are characterized as having formed on glacial till deposits. Our exploratory findings generally support the previous mapping efforts. That is, the development area appears to be underlain at depth by denser glacially derived materials. our exploratory pits encountered a sequence of dense to very dense, greye siltyl gravelly, fine to medium sands which contain seams of poorly sorted lodgement till material. These basal mater ' ials have been termed "glacial drift soils" in the accompanying exploratory pit logs,, and are interpreted to represent an interbedded sequence of the local lodgement till and advance outwash sediments. In the area of pits EP-3r EP-4 and EP-5 the upper elevations of the drift soils are marked by an increased gravel content. In the area of pits EP-1 through EP-4 the basal drift soils are overlain by a stiff to hard, brown to grey, occasionally mottled silt. The silt is laminated with thin fine sand coatings in pits EP-Ir EP-3 and EP-4, and appears massive and mottled with remnant root tube structure in EP-2. 6 Bcs TEsTING& ENGINEEPING 4 Olympic Properties File No. 05386 July 16, 1986 Page 4 As previously discussed the southeastern corner of the proposed 2-story office building site is underlain by an accumulation of artificial fill. The fill was found to be in a loose to moderately dense condition and is comprised of intermixed sands and silts. The fill includes an abundance. of wood debris and organic matter throughout, and is considered to be of a poor quality. The fill was found to thin toward the north, and terminates approximately 10 feet inside the southeast building corner (see figure 1). Elsewhere on the site# minor thicknesses of fill were encountered. These materials would appear to be associated with pavement and landscaping improvements for the miniature golf facility. Ground water seepage was not encountered in our explorations. The silt stratum encountered in pit EP-2 was found to be saturated below a depth of about 71. 0 General CONCLUDING OPINIONS In general, we would conclude that the site should be basically compatible with proposed development. However, from a geotechnical standpointr the site does present certain limitations. Due to the general character of sites that have been developed previouslyt we would expect that there will be areas where depths to bearing soils will be in excess of those encountered in our explorations. Examples of ground modification which would lead to increased depth to bearing could include, but would not necessarily be limited top'�&dried foundatitons, concrete slab.s, oil tanks, septic systems, utility trenches, and * artificial fills used for landscaping. We recommend that such features be removed a ,4Q _,,r tp 1.1 --building and pavement with,.p-t jjh�,k areas. We suggest that project planning take into account removal of these materials within the building area or an adjustment in building siting away from the filled area. The unuerlying undisturbed native -glacial drifto and silty soils should provide a good quality subgrade for support of the anticipated site improvements. Areas which will support building foundations should be cleared of all building remnants, uncontrolled fillso topsoils, and root mats down to firm undisturbed native soils. Building foundations should be founded on the native site soils, or on structural fill founded on the native subgrade. The use of shallow spread footings founded on the native undisturbed subgrade and/or on structural fill founded on the native soils, should prove suitable for support of the proposed structures. An allowable design soil bearing capacity of 2000 psf should be 6vailable for footings founded on appropriately prepared native silts or structural fill. An increased bearing capacity of 5000 psf may be used for shallow footings founded on the dense glacial drift (till and/or advance sands) soils.found at depth. our suggested soil bearing values use a factor of safety of 2.5 and are based on the following conditions: 1. All footings should be founded on the dense soils at a minimum ofNL8 ind1hes below finished adjacent grade. 2. All footing excavations should be dressed and thoroughly compacted. A dense, non -yielding, uniform soil condition should be established in all footing areas prior to placement of footing concrete. 3. All footings should be sized according to the anticipated wall or column loadingsj,, and the above soil bearing values. Minimum footing widths A"16 and 24 indles are recommended for all continuous and isolated footings, respectively. 4. All footing excavations should be free of ponded water and water -loosened soils prior to placement of footing concrete. Inspection of the footing and floor slab areas should be performed by the consultant prior to placement of concrete so as to confirm proper conditioning. An increase of 1/3' for the recommended bearing capacity may be assumed to accommodate short-term dynamic.loads. Ground settlement due to structural loads should be less than one (1) inch total and 1/2 inch differential for the building areatp. This portion of the settlement response should occur primarily during construction. An increased potential for differential settlement shoulc be anticipated for foundations overlying a cut and fill configuration. Bos TEsrING& ENGINEERING Olympic Properties File No. 05386 July 16, 1986 Page 6 During periods of wet weather or in saturated soil conditions, special measures may be required to facilitate construction. \Interim site grading should be sloped to prevent ponding and establish a continuing well -drained condition. It should again be noted that the glacial site soils are considered moisture sensitiver and may tend to deteriorate if worked during rainy weather or when in a saturated condition. If necessary, the use of a covering of crushed roc ' k or pit run gravel over the footing soils and access routes should aid in minimizing disturbance and softening of the bearing soils during construction. Delays in construction activity may result from a deteriorated soil condition. The consultant should be advised in the event of a deteriorated subgrade condition. Remedial recommendations could be offered as requested. The above noted soils should prove suitable'for support of a slab -on - grade concrete floor system. indications of potential wet ground conditions are not observed at this site. Howeverl the use of a vapor barrier overlain by 2 inches of building sand beneath concrete slab -on - grade could be used as desired to mitigate any undetected problems. All filling within the building areas, beneath paved surfacesf and below slabs -on -grade should be placed as structural fill. Structural fill, by definition, is placed in accordance with prescribed methods and standards, and is monitored by an experienced geotechnical professional. Structural fill guidelines are established such that a dense, uniform condition is achieved throughout the entire fill wass. Under these conditions, the predictability of the fill is such that conventional design and construction methods can be employed. Structural fill should consist of a good quality granular soile free of organics and other deleterious materialt with a maximum size of about 3 inches. If material is imported for structural fille the fines content (soil finer than a U.S. No. 200 sieve) should be limited to -less than 5 percent during wet weather conditions. L] Boa� TEsrING& ENGINEERING Olympic Properties File No. 05386 July 16, 1986 Page 7 The suitability of excavated on -site soils for use in structural fill depends primarily on the gradation and moisture content of the soil when it is placed. As the amount of fines (that portion of the soils passing a No. 200 sieve) increases, soil becomes increasingly sensitive to small changes in moisture content, and adequate compaction becomes more difficult to achieve. Soils containing more than about 5 percent fines cannot consistently be compacted to a denser non -yielding condition when the water content is greater or less than about 2 percent of optimum. Most of the site soils possess a high fines content. Consequently, these.soils should be considered highly moisture sensitive. Maintaining such soils near the optimum moisture content during wet weather may be difficult or impractical to achieve.* If rain occurs during fill placement, the compacted in -place soils should be allowed to dry prior to additional filling. As is the case for the in -place natural soils, scarification, drying, and recompaction of the existing fill surface should be performed prior to additional filling. It may be necessary to over -excavate and remove wet soils in cases where drying to a compactible condition is not feasible. Prior to placement of additional structural fillp the surfaces to receive fill should be cleared of vegetation, rootst topsoil, or any other deleterious materials down to firmnative site soils. Structural fill should be placed in loose lifts not exceeding 8 inches (loose measure) in thickness. Individual lifts should be compacted such that a dry density of at least 95 percent of the modified Proctor maximum dry density (ASTM D 1557) in the building areas# and 90 percent in the paved areas is achieved. We recoitimend that a geotechnical professional or experienced soils technician be present during placement of the structural fill to observe the work and perform a representative number of in -place density tests. All compaction should be accomplished with equipment of a type and size sufficient to attain the desired degree of compaction. Preparation of pavement subgrade areas should be accomplished such that a uniforml non -yielding condition is established, and a minimum relative compaction of 90% as per ASTM D 1557 is achieved throughout. 0 _B o as TEsrING& ENGINEERING �71 Olympic Properties File No. 05386 July 16# 1986 Page 8 While frost related subgrade distress is not usually a major problem in the Puget Sound regiont this may occur locally during particularly severe winters. owing to a relatively high fines content (soils finer than a U.S. No. 200 sieve), the site native subgrade soils are expected to be frost sensitive. To establish a superior pavement subbaser we recommend that a minimum 6-inch thick lift of clean, free -draining, pitrun sandy gravelly material be used over the on -site native subgrade soils to act as a subbase. Such a material will be less susceptible to frost related distress. We suggest that a pavement section consisting of a 4 inch (mininium) thick crushed rock base course overlain by 2 inches (minimum) of "Class B" asphaltic concrete be used over the prepakred pavement area subbase. The use of a thicker subbase and/or geotextile reinforcement is expected to be beneficial in reducing local areas of distress in pavements underlain by uncontrolled fills. These areas may, however, exhibit broad depressions and other settlement related bahavior over time even though an improved subbase is used. We have prepared this report for use by Commercial Design Associates and their agents for their use in planning and preliminary design of a portion of this project. The data and report should be provided to prospective contractors for their bidding or estimating purposes, but our report, conclusions, and interpretations should not be construed as a warranty of the subsurface conditions. Upon completion of the development plans and details, we suggest that we be retained to review our conclusions and recommendations and to provide written modification or verification where appropriate. The scope of our work does not include services related to construction safety precautions, and our recommendations are not intended to direct the contractor's methods, techniquesr sequences or procedures, except as specifically described in our report ' for consideration in design.
