CORRESPONDENCE/COADIENTS-FROM STAFF Mr. Bissell advised that the applicant for ADB-95-151 has withdrawn their application. It will be continued to a future date with new posting and mailing notification. 3. ARCHITECTURAL DESIGN BOARD COMMENTS None. 4. The applicant states that the exterior of the car has been restored, but all of the internal parts have been removed. The ECDC classifies this proposal as an identification structure, which is allowed and is excluded from sign area and height requirements. Because this is the first request of this type ever received by the City, staff has no recommendation at this time. The Board should review this request and base their decision on the design guidelines. Boardmember Young inquired what other VIM of identification structures are located within the City. Mr. Bissell said the Chevron station has the Chevron symbol located on their property with no lettering on it, That would be considered an identification structure. Boardinember Oaklief noted that a steeple on a church could be considered an identification structure. . Boardinember Young inquired if this car will be protected from the elements. W. Fernandez replied that he has finished the car with several coats of rust proof paint. There is a new cloth roof that can be replaced when it is faded. The car will be placed on a roof that has no way of access. He continued by stating that he has cleaned up this site significantly since he began leasing the property. There will be two spot lights on the car: One will shine up and one will shine down. The headlights will also be working on the car. This will enable people to see if anyone does access the roof and attempt to vandalize the car. Boardmember Goodrick inquired how long this car would look good. Mr. Fernandez said his building will always look good. He just repainted the entire building. The paint job on the car will last a minimum of five years. He pointed out that if the car does not look nice, he is defeating the purpose of having it there. I -Hs business depends upon the site being kept up. Boardmember Frank said she likes the concept of the proposal. Boardmember Goodrick said she is not as positive since she has some concerns about upkeep. Boardinember Young felt the applicant answered the Board's questions as far as quality and security. He felt this proposal would allow a unique way to advertise a business. Boardmember Oaklief advised that appearance is very important. Consideration of this proposal would be different if the business were located in the downtown bowl area. But since this business is located along 11ighway 99, Boardmember Oaklief agreed that it is a unique way to advertise. He is satisfied with this proposal because of the unique area it is located in. Boardmember Oaklief noted that new signs are part of this proposal. Mr. Bissell explained that information regarding the signs was not included in the Board's packet because the sign portion of the application is exempt from the ADB review requirement. Staff will make this determination upon application of the sign permits. The only item before the Board at this time is the car on top of the roof. Applicant/Properly Owner Architec-1111epresentative Donald Fernandez 22730 Highway 99 Edmonds, WA 98026 B. Site Location: 22730 Highway 99 C. Introduction/Proposal: The subject site is currently used as a used car sales lot. The existing building has a canopy which extends toward the street. The applicant is proposing to place a 1938 "woody" on the roof of the canopy. The applicant states that exterior of the car has been restored, but all of the internal parts (engine, transmission, suspension etc.) have been removed. The Edmonds Community Development Code would classify this proposal as an identification structure. An identification structure is allowed, and is excluded ftorn sign area and height requirements. F. Summary: In order for the Board to approve this item, the Board must find that the proposal is constant with the design criteria found in the Building Design and Site treatment Guide. Attachments: 1.
