Thank you for meeting with City staff last Friday regarding your project. In response to your request, I
have researched City permit records and have discovered the following -information (copies of permits
and site plans attached):
Refer to Plot Plan #1 and attached copies of building permits:
o This plot plan shows the original. warehouse building located on the southeastern portion of the
property. We were unable to locate a City permit on file for its construction and surmise that it
may have been constructed in the County. This property was annexed into the City in 1961.
o Building Permit #730103 was issued for ' a small office addition to the original warehouse
building (I have dotted on the approximate location on the plot plan).
o Building Permit #730568 was issued for a 16' x 60' shed roof addition over a storage area. The
City has no plot plan or plans on file for this work and according to subsequent plot plans for
the property this work appears to have not been done.
o Building Permit #770102 was issued for an 18' x 72' storage shed on the northeast portion of
the property (highlighted on the plot plan). Note, this building received a variance to locate
within 5 feet of the north property line. Because 228th Street SW is adjacent to your north
property line you are permitted to use half of this right-of-way as the assumed property line for
exterior fire wall and. opening protection requirements. Since the plot plan indicates the
building is 5 feet from the property line and half of the right-of-way is 15 feet (for a total of 20
feet), no fire wall is required on the north wall of Building B or C. Refer to the enclosed
covenant regarding future development of 228th Street Southwest. If you have any questions
regarding the covenant contact our City Engineering Division.
Refer to Plot Plan #2 and attached building permit:
o Building Permit #780023 was issued for a 24' x 96' shed roof addition to the west of the
original warehouse building on the southwest portion of the property. This building was
granted a variance to locate 7 feet from the south property line. From the approved plans on
file with the City, the south wall is a one hour fire wall. The plans also indicate that a parapet
was required on this south wall because it was within 10 feet of the property line. We assume
that the fire wall and parapet were installed in 1978 according to the approved plans.

Based on this historic permit information the following is required by the Building Division in order to
issue the penhits for Building A, B and C (refer to Plot Plan #3):
• Building A (western half): The original pole building is considered to be non -conventional
design and because garage doors and siding were added to the north wall of this building and
siding on the west and east sides, a licensed engineer must stamp your plans for lateral load
compliance.
• Building B & C: Revise the plot plan on file to show that the buildings are a minimum of 5
feet from the north property line (also show 228 Ih St SW as 30 feet of undeveloped City right-
of-way). No fire wall is required on the north wall. No parapet is required on the north wall.
A one hour fire wall is required on the south wall due to the proximity of the original
warehouse building but no parapet is required on the south wall. This building plan must be
stamped by a licensed engineer because it is non -conventional construction and the total area
exceeds 4,000 square feet.
• Building corrections dated August 8, 2003 (copy enclosed) items 1-3, 5-6, 8-9 still apply.
Planning Requirements
During the Friday meeting you mentioned that you may decide to reconfigure Buildings A & B, back
to the original conditions but leave the exposed racks. Exposed racks create an outdoor storage use
and although the City is aware that the lumber yard had exposed racks and outdoor storage in the past,
such use now would be considered non -conforming --because outdoor storage has ceased on the
property for more than six months. A conditional use permit would be required if you intended to have
any outdoor storage. Lastly, City Planner, Kathleen Taylor confirmed no landscaping bond will be
required for your project.
Engineering Requirements
In the meeting you mentioned that the required engineering improvements were very costly which
includes storm drainage and on -site paving. Lyle Chrisman explained that the building improvements
on Building A and B and the new Building C is what is generating the required improvements. Please
refer to the most recent engineering comments dated April 28, 2003 and revise plans accordingly . to
meet these requirements. Provide a contractor's bid or engineer's estimate so that the total bond
amount and engineering inspection fee can be calculated. The bond is required in order f6r the City to
be assured that the required improvements are installed within the permit time limit.
Dumpster Requirements
Please contact Steve Fisher, Recycling Coordinator at 425-771-0235 extension 1603 regarding his plan
review comments dated 7/10/03 (copy enclosed) and your specific dumpster situation.

As you may recall, I issued you an Order to Correct Violation Notice on October 27, 2003 for failure
to respond to outstanding City corrections, however,. based on this new historic building permit
information I am administerally extending the Order to Correct deadline to February 29, 2004 for
the complete resubmittal of all outstanding Building and Engineering Division requirements. Please
resubmit all documents/plans to Theresa Umbaugh, the lead Permit Coordinator on your project.
If however, you decide to remove the illegal construction as noted in my previous letter,.a demolition
permit would be required as well as a conditional use permit for outdoor storage. We would expect
that you adhere to the deadline of February 29, 2004 for the submittal of demolition permits and the
conditional use permit if that is the course of action you choose to take. . I .

During re -review of the above noted project, it was found that the following information,
corrections, or clarifications are needed.
1) . Provide north arrow on site plans.
2) Dimension the nearest distance between Building A and Building B/C.
3) On the plans distinguish existing construction (done with permit) from proposed construction
(done without permit).
4) Fire Rated Exterior Walls and Parapets:
a) An assurned property line must be placed between buildings located on the same property
to determine required exterior wall and opening protection. This will require that the
front exterior wall of Building B/C to be 1 -hour fire rated. Enclosed are two examples of
a 1 -hour rated exterior wall that may work for your buildings (see GA-WP3640 and GA-
WP8105),. In some cases, your plans show 5/8" sheetrock applied to the interior side of
the exterior walls, therefore gypsum sheathing would need to be applied to the exterior
wall members under the siding. Also, the posts and beams. supporting the exterior wall
must be wrapped with 5/8" Type X Gypsum. Clearly show the requirement for the I -
hour wall on the plans and specify verbatim all of the requirements of the rated wall
assembly. The Building Inspector will be verifying that the wall assembly is constructed
as the listing calls for.
b) The rear exterior walls of Buildings A and B/C (and supporting members) must be 1 -hour
fire rated due to their close proximity to the property lines. The same exterior wall
assembly noted in "3a7 above can be used for these walls. Clearly note this requirement
on the plans.
c) Due to the close proximity of the rear exterior walls of Buildings A and B/C to the
property lines, a fire rated parapet is required at these walls and must extend at least 30"
above the roof. Also, the uppermost 18" of the interior side of the parapet must be non-
combustible. Provisions must also be made for roof drainage, since the parapet would
now prohibit run-off into fascia gutters.

5) Show all exterior doors on the floor plans, and show illuminated exit signs and emergency
lighting. Each door must have a 36" x 36" landing on each side.
6) The buildings are of non -conventional construction and exceeds 4000 sf, therefore the plans
must be stamped by a State licensed Professional Engineer, including calcs. Engineered
structural calculations are required for the changes made to Building A, B and C. Any
changes required by the engineer must be incorporated in the plans.
7) What type of items are stored in the Car Care Warehouse? Is there any car repair conducted
on site?
8) Provide wall. construction details for all proposed walls.
9) Mechanical:
a) Note on the plans for each building which areas are heated vs. non -heated.
b) For areas that are heated, energy calculations will be required showing compliance. State
compliance forms can be found on the web at hM://www.neec.net/documents.htin
c) Provide mechanical plans showing:
Location and type of all existing and proposed mechanical equipment.
Specify the fuel source (e.g. gas or electric) for each mechanical unit (furnace, water
heater, air conditioner, etc).
Provide manufacturers specifications for proposed mechanical equipment.
HVAC ductwork layout, including ly diffusers, return air grills, and cfin.

Provide ventilation calculations showing compliance with VIAQ 304 and Table 3-4
and show how it will be provided. Include mechanical specs for existing equipment
that will be used to comply.

changing the -Fire Zone.'regulations. Councilman Nordqiiist raised a -point of

is taking the property where Monogram is now located and he must move his lumber
yard.
John Nordquist, 7516 241st S.W. told the Planning Commission that when this case
comes before. the Council he would abstain from voting. Mr. Nordquist said that
Monogram has been in ..business for many years and is an integral part of the Ball-

Mr. Dailey' said he had been in Monogram Lumber Co. many times and also goes by
the property in question and lie felt -that Monogram would not be as noisy as
the present occupant and lie was in favor of the rezone.

is arbitrarily dravin through one owners property.
