3. The northerly entrance needs to be designated for buses only.

via curb cuts.

Engineering Divisions comments/corrections.', Below is a response to each of these
comments/corrections.
SITE. PLAN COMMENTS - in letter and marked on plans dated August 8, -1995:
1. SteveMatsudara of Mahlum & Nordfors is submitti fig a set of plans to Olympic
View Water and Sewer District at this time to make them aware that you will be
bringing the originals for their final. signature after the plans are� approved by the.
City- of Edmonds.
2. For the drainage report additional information requested was provided, and
necessary revisions were made, see. "Drainage Report Comments" below.
3. Gabion detail (#7 on C2. 1) was eliminated and a rip -rap detail (#7,on C2. 1) was
added for pipe inlet and outlet erosion protection at biofiltration swale.
4.. Correct invert information was provided for detention pipe, see'sheet SWE-Cl and
detail #4 on C2. 1.
5. The minimum amount of freeboard required by DOE is twice'the depth.of the

Existing conditions:
This 13.62 acre site for a K - 6 elementary school is located in south
Edmonds (Figure #1). Site is mostly flat and clear with a brushy and
woody slope along th6 east side. Mature fir trees border the site along the
north, west and south boundaries. The developed portion of the site
generally slopes from southeast to northwest, especially at the playfields
in the north which is the location of this project.
Most of the school buildings date to 1967 and are slab on grade, flat roof
structures with brick walls. They are located in the southern portion of the
site. The northern portion is grass and is used for playfields. Between the
buildings and the playfields is an asphalt parking lot and a separate
asphalt play area.
Stormwater is mostly handled through infiltration. The parking area was
expanded in the mid-1 990's and detention was installed for this
improvement. Construction of the parking along the west edge of the
playfield resulted in a low swale in the field that collects runoff. The middle
of the field at the western edge is a local low point and runoff can pond

here during big storms. The runoff infiltrates into the underlying soil over a
reasonable period.
The southwest corner of the field has an octagonal wood chip area
bounded by wood timbers (approximately 1300 SF) with play equipment.
U.S. Soil Conservation Service maps show the site to be in a zone of
Everett Gravelly Loam (Figure #2).
Proposed Project
The scope of the project is to:
1 . Rehabilitate the field which are worn and rutted.
2. Install an asphalt path (5' wide by 1/4mile long).
3. Expand the wood chip play area and provide ADA accessible space and
equipment. Relocate the existing play equipment.
4. Provide drainage conveyance and infiltration facilities to remove ponding
water on western edge of the field.
The project is being undertaken by the school's PSO. Design, permitting and
construction management are being done by parent volunteers (professional
engineers, surveyors and planners). The planning effort began in the fall of 1998.
Funding for construction comes form the PSO, City of Edmonds and Ed . monds
School District.
Current funding will allow items 2, 3 & 4 to be done this year. Item 1 will be
packaged for the summer of 2001. Therefore the work will be limited to the
perimeter of the field. Earthwork will be limited to preparation of the paving and
play area subgrade. All excavation will remain on site. The grade of the path in
the northeast corner of the site will be adjusted to fit the volume of material
generated. Topsoil will be disposed of in the low areas between the north end of
the field and 228 th ST SW. This low brushy area is a safety issue for the school
as children and others can hide here and not be seen by the field staff.
Due to the limited disturbed area, the porous nature of the soils and the
scheduled summer construction, a separate Erosion and Sediment Control Plan
was not developed. ESC elements were shown on the site plan and a separate
drawing of details, notes and construction sequence is provided.
A topographic survey of the playfield site was performed in 1999 by Robin M.
Filosi, P.E. and Jeffrey A. Lundt P.E. The data points from this survey were
inserted into base maps provided by the school district's previous consultants for
the parking lot expansion done in the mid-1 990's to develop a recent and
comprehensive topographic map of the field.
Design of Stormwater Facilities
The project will result in the addition of 8,862 square feet (SF) of impervious
paving (asphalt, precast concrete pavers and concrete curbs). Runoff from new
impervious area will be conveyed in shallow swales along the west side of the
fields to several catch basins. These catch basins will conn.ect to infiltration
trenches.
Determine Additional Runoff from the New Impervious Area:
Design storm is the 100 yr storm event (3 inches of rainfall). According to
Don Fiene, P.E., City of Edmonds Assistant City Engineer, this facility may
be designed using the King County 1990 Surface Water Design Manual

Since the pavement will not see vehicle traffic it can be designed similar to
a roof infiltration trench detailed in KCSWDM Figure 4.5.1 B. The trench is
generally limited to 5,000 SF of contributing impervious area. The
infiltration trench perforated pipe at this site will not be connected from
one catch basin to another, thereby creating a series of unconnected
infiltration trenches and not exceeding the 5,000 SF limit for contributing
area.
Soil Texture Class (USDA): Fine sand, loamy sand as determined by
Steve Wright, Landau Associates, geotechnical engineer and consultant
to Sherwood PSO. The allowable infiltration design rate would be 2.4
inches/hour.

s16—pes. I his very deep, somewriat excessively drained
soil is on terraces and outwash plains. It formed in
glacial outwash. Areas are long and narrow and are
oriented in a northwest to southeast direction. They are
10 to 40 acres in size. The native vegetation is mainly
conifers. Elevation is near sea level to 500 feet. The
average annual precipitation is about 40 inches, the
average annual air temperature is about 50 degrees F,
and the average frost -free season is 170 to 190 days.
Typically, the surface layer, where mixed to a depth of
about 6 inches, is dark brown gravelly sandy loam. The
subsoil is dark brown very gravelly sandy loam about 12
inches thick. The upper part of the substratum is brown
very gravelly loamy sand about 5 inches thick. The lower
part to a depth of 60 inches or more is dark brown
extremely gravelly sand. In some areas the substratum is
weakly cemented.
Included in this unit are small areas of Alderwood soils
on till plains, Indianola soils on terraces and outwash
plains, and Ragnar soils on outwash plains. Included
areas make up about 15 percent of the total acreage.
Permeability of this Everett soil is rapid. Available
water capacity is low. Effective rooting depth is 60
inches or more. Runoff is slow, and the hazard of water
erosion is slight.
This unit is used mainly as woodland and for urban
development. It is also used for pasture.
Douglas -fir is the main woodland species on this unit.
On the basis of a 1 00-year site curve, the mean site

index is 141. On the basis of a 50-year site curve, the
mean site index is 111. The mean annual increment at
culmination (CMAI) for Douglas -fir at age 65 is 146 cubic
feet per acre. Among the trees of limited extent are
western hemlock, western redcedar, and reclalder. The
common forest understory plants are salal, brackenfern,
red huckleberry, common rose, and Oregon -grape.
This unit is well suited to year-round logging. Logging
roads require suitable surfacing for year-round use. Rock
for road construction is readily available on this unit.
Seedling mortality is the main limitation for the
production of timber. Reforestation can be accomplished
by planting Douglas -fir seedlings. High soil temperature
and low soil moisture content during the growing season
cause a high mortality of seedlings. When openings are
made in the canopy, invading brushy plants, if not
controlled, can delay the establishment of seedlings.
If this unit is used for pasture, the main limitations are
low available water capacity and low soil fertility. Proper
grazing practices, weed control, and fertilizer are needed
for maximum quality of forage. Supplemental irrigation is
also needed. Periodic mowing and spreading of
droppings help to maintain uniform growth and
discourage selective grazing.
This unit is suited to urban development; however, if
the density of housing is moderate to high, community
sewage systems are needed in places to prevent
contamination of water supplies as a result of seepage
from onsite sewage disposal systems.

4.5 INFILTRATION SYSTEM ANALYSIS AND DESIGN
The specific requirements for the analysis and design of infiltration systems are dependent upon the
type of facility. There are three basic types of infiltration systems allowed for use in King County:
Roof Downspout Systems, Infiltration Tanks, and Infiltration Ponds. In general, ponds are preferable
to tanks because of the ease of maintenance and the water quality treatment that surface soil and
vegetation provide. Alternative systems such as small infiltration basins and modular pavement are
also allowed, but these methods Kpve many limitations. Requirements for the design of the various
types of infiltration systems are presented in the sections which follow.
4.5.1 ROOF DOWNSPOUT INFILTRATION SYSTEMS
All roof runoff from lots in new plats and short plats must be either infiltrated or dispersed, or stub -
outs to the plat drainage system must be provided. Where lots are less than 22,000 square feet and
infiltration is feasible, infiltration is required either on the individual lot or within the plat. If infiltration
is not feasible and the dispersion criteria are met, dispersion is allowed (see Section 4.5.6). If
infiltration or dispersion is i not used, stub -outs shall be provided to connect the roof drains to the plat
drainage system. Connections to the stub -outs shall be perforated connections, as described in
4.5.6.
Roof downspout infiltration systems are infiltration trench systems intended only for use in infiltrating
runoff from roof downspout drains. They are not designed to directly" infiltrate any surface water that
could transport sediment or pollutants such as from paved areas. Roof downspout systems are
required in,proposed plats and short plats where there is at least 3 feet of pervious soil above the
water table and minimum lot size requirements are met, as detailed below. Where downspout
infiltration is used, the roof area which is infiltrated need not be included in the impervious area used
to calculate the R/D facility size.
Limitations
o A single roof downspout infiltration system can serve up to 5,000 square feet of roof area.(AFt,
described below).
o Not allowed on slopes greater than 25% (4:1).
o Not allowed in fill materials except in engineered sand and gravel fill, otherwise must be native
soil. The placement of the engineered fill must be observed by a qualified representative of a
licensed engineer, a geologist or soil scientist, and have a measured infiltration rate of not less
than 3 inches per hour. Systems in engineered fill shall be designed using the fine sand criteria in
Table 4.1.5B. Infiltration rates shall be tested using the methods described in Section 4.5.2
o Roof downspout systems should be located at least 30 feet from any water supply well.
o Limited for use only in the SCS soil types listed in Table 4.5.1A. See Figure 4.5.1A for USDA

On lots >22,000 ft', dispersion is required. Lots which are too small for infiltration systems shall
either disperse the roof runoff (if the requirements in Section 4.5.6 are met) or tie into the proposed
plat or short plat storm system.
Typical minimum lot size allowed by Seattle -King County Health Department for gravity septic
system in this soil type with 4 feet of original soil. Less than 4 feet of original pervious soil above
maximum water table either increases minimum lot size for gravity septic systems to 1 acre for all the
above soil types or else it requires the use of a pressure, mound or sand filter system. Coarse
sand/gravel sites may be less than .5 acre with the use of a pressure, mound or sand filter system.
Check with Seattle -King County Health Department for any changes or for specific site requirements.
NOTE: Minimum lot size, required separation between infiltration and septic systems, and dist ' ances
from water supply wells shall be in accordance with Seattle -King County Health Department
requirements.
Design Criteria
• See Figure 4.5.1 B and Figure 4.5.1 C for details. Figure 4.5.1 C applies to sites with coarse sand
and cobble soils and is intended to provide additional water quality treatment in these coarse
soils.
• For roof downspout infiltration systems, a short report must be prepared by suitably trained
persons working under the supervision of a licensed Professional Engineer or by a septic system
designer licensed by King County, which includes a site sketch and soils logs. The approximate
location of the proposed downspout infiltration system and septic system (if applicable) shall be
shown on the approved plans.
o A minimum of one soils log, minimum 4 feet in depth, that describes the SCS series of the soil,
the textural class (as in Table 4.5.1A) of the soil horizon through the depth of the log, and notes
any evidence of high groundwater level, such as mottling, shall be obtained for each proposed
roof downspout system location. Note, trench bottoms must be a minimum of 1 foot above
seasonal high groundwater level or impervious soil layers. A minimum of 3 feet of pervious soil is
required in roof infiltration areas.
• Trenches may be located under pavement provided that a small yard drain/catch basin with a
grate cover is placed at the end of the trench pipe such that if the trench infiltration capacity is
exceeded, the overflow would occur out of the catch basin at an elevation of at least one foot
below that of any overlying pavement, and in a location which can accommodate the overflow
and meet the requirements of Section 1.2.1.
• Minimum spacing between trench center lines shall be 6 feet.
• All trenches shall be a minimum of 10 feet from any structure, property line, Native Growth
Protection Easement, Sensitive Area Tract or Sensitive Area Setback Area. Trench setbacks from
septic systems shall be in accordance with Seattle -King County Health Department requirements.
A trench can be located within 10 feet downslope of a structure foundation. Plot plan must
show location of all of these features. A copy of the plot plan showing the downspout infiltration
system and the other features shall be framed and mounted on a garage wall in the completed
structure.
• All trenches shall be a minimum of 50 feet from any steep slope (as defined by the Sensitive
Areas Ordinance and Rules). This setback may be reduced to 15 feet based on a geotechnical
engineering report but in no instances less than the buffer width.
• Trench length shall not exceed 100 feet from the inlet sump.
• Each trench shall have one observation pipe, that extends to the bottom of the trench, located at
a point approximately halfway along the trench length.
• Filter fabric shall -be placed over the drain rock prior to backf illing.
• Infiltration areas shall be clearly marked before site work begins to avoid disturbance of the soil
during construction. No vehicle traffic shall be allowed within 10 feet of infiltration trench areas.

o A licensed septic system designer or suitably trained person working under the supervision of a
licensed Professional En'gineer shall make an inspection of the soil after the system is excavated,
before the trenches are filled with rock to confirm that suitable soils are present.
Method of Analysis/Length of Roof DownspoLA Infiltration Trenches
The length of trench required is based on the U.S.D.A. soil texture class, the roof area and the site
location, using Table 4.5.1 B. The length of. trench required is determined by dividing the roof area by
1000 and multiplying by the unit length I Qrn the chart for the soil type and multiplying the result by
the regional scale factor k shown in Figure 4*.5.1 D. The trench length L is computed using the
following equation:

EROSION CONTROL GENEML NOTES:
1. ALL WORK AND MATERIALS SHALL BE IN ACCORDANCE WITH THE LATEST CITY OF
EDMONDS STANDARDS, AND SPECIFICATIONS AND WASHINGTON STATE DEPARTMENT
OF TRANSPORTATION 2000 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE, AND
MUNICIPAL CONSTRUCTION (WSDOT STANDARD SPECIFICATION) AND THE WSDOT
STANDARD PLANS.
2. MAINTAIN ON SITE ONE SET OF PLANS AS APPROVED BY CITY OF EDMONDS, ONE COPY
OF WSDOT STANDARD SPECIFICATIONS, AND ONE COPY OF WSDOT STANDARD PLANS.
3. ALL WORK WITHIN THE SITE AND CITY RIGHT—OF—WAY SHALL BE SUBJECT TO
INSPECTION BY THE CITY ENGINEER OR HIS DESIGNATED REPRESENTATIVE.
4. FOR AID IN UTILITY LOCATION,� CALL 1-800-424-5555, 48 HOURS (2 WORKING DAYS)
PRIOR TO BEGINNING OF CONSTRUCTION. EXISTING UTILITIES, WHETHER SHOWN OR NOT,
SHALL BE LOCATED PRIOR TO CONSTRUCTION, SO AS TO AVOID DAMAGE OR
DISTURBANCE, AND THE CONTRACTOR SHALL ASSUME ALL RESPONSIBILITY AND COSTS
CONNECTED THEREWITH TO PROTECT, MAINTAIN AND REPAIR, WHERE NECESSARY.
5. PRIOR TO ANY SITE CONSTRUCTION TO INCLUDE CLEARING OR GRADING THE SITE
CONSTRUCTION LIMITS SHALL BE LOCATED AND FIELD VERIFIED.
6. PRIOR TO ANY SITE WORK, THE CONTRACTOR SHALL SCHEDULE A PRECONSTRUCTION
CONFERENCE WITH THE CITY, OWNER, AND CIVIL ENGINEER.
7. TEMPORARY EROSION/SEDIMENTATION CONTROL FACILITIES SHALL BE CONSTRUCTED
PRIOR TO ANY GRADING OR EXTENSIVE LAND CLEARING. THE SILTATION CONTROL
SYSTEMS DEPICTED ON THESE DRAWINGS ARE INTENDED TO MEET MINIMUM CITY
REQUIREMENTS. AS CONSTRUCTION PROGRESSES AND EXPECTED (SEASONAL)
CONDITIONS DICTATE, MORE SILTATION CONTROL FACILITIES MAY BE REQUIRED TO
INSURE COMPLETE SILTATION CONTROL. THEREFORE, DURING THE COURSE OF
CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE
CONTRACTOR TO ADDRESS ANY NEW CONDITIONS THAT MAY BE CREATED AND
PROVIDE ADDITIONAL FACILITIES OVER AND ABOVE MINIMUM REQUIREMENTS. THESE
FACILITIES MUST BE MAINTAINED UNTIL CONSTRUCTION AND LANDSCAPING ARE
COMPLETED AND THE POTENTIAL FOR ON —SITE EROSION HAS PASSED.
8. THE CONTRACTOR IS RESPONSIBLE FOR WATER QUALITY DURING CONSTRUCTION. DO
NOT ALLOW SILT TO ENTER PUBLIC STREETS OR DOWN STREAM STORM SYSTEMS.
9. WHERE POSSIBLE, MAINTAIN NATURAL VEGETATION TO MINIMIZE EROSION.
10. UPON COMPLETION OF THE PROJECT RETURN SILTATION CONTROL AREAS TO DESIGNED
GROUND CONDITIONS AS REQUIRED.
11. UPON COMPLETION OF THE PROJECT ANY DISTURBED AREAS NOT RECEIVING
LANDSCAPING PER CITY APPROVED PLAN SHALL BE STABILIZED AND VEGETATED AS
DIRECTED BY THE OWNER.
12. SILTATION BARRIERS AND FENCES SHALL BE INSPECTED BY THE CONTRACTOR
IMMEDIATELY AFTER EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED
RAINFALL. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED BARRIERS,
END RUNS AND UNDERCUTTING BENEATH BARRIERS. NECESSARY REPAIRS TO OR
REPLACEMENT OF BARRIERS SHALL BE COMPLETED PROMPTLY. SEDIMENT DEPOSITS
SHOULD BE REMOVED AFTER EACH RAINFALL. THEY MUST BE REMOVED WHEN THE
LEVEL OF DEPOSITION REACHES APPROXIMATELY ONE—HALF THE HEIGHT OF THE
BARRIER. ANY SEDIMENT DEPOSITS REMAINING IN PLACE AFTER THE BARRIER IS NO
LONGER REQUIRED SHALL BE DRESSED TO CONFORM TO THE EXISTING GRADE,
PREPARED AND SEEDED.
13. FILTER FABRIC FENCE AND SILT BARRIER LOCATIONS ARE SCHEMATIC UNLESS DIMENSIONS
ARE SHOWN. FIELD LOCATE TO EDGE OF AREA TO BE DISTURBED.
14. STOCKPILED MATERIAL SHALL BE COVERED DURING RAINFALL WHEN REQUIRED TO
PREVENT SILTATION OF OFF SITE STORM DRAINAGE AND TO PROTECT MATERIAL FROM
EXCESS MOISTURE.
ESC MINIMUM REQUIREMENT - STABILIZATION OF EXPOSED AREAS:
15. ALL SOILS EXPOSED BY LAND DISTURBING ACTIVITIES SHALL BE STABILIZED BY SUITABLE
APPLICATION OF BMP'S, INCLUDING, BUT NOT LIMITED TO, SOD, HYDROSEEDING, OR
OTHER VEGETATION, PLASTIC COVERING, OR MULCHING. ALL BMP'S SHALL BE SELECTED,
DESIGNED, AND MAINTAINED IN ACCORDANCE WITH THE MANUAL. THE EXPOSED SOILS
SHALL BE STABILIZED ACCORDING TO AN APPROVED TIMETABLE. (TYPICALLY, NO SOILS
SHALL REMAIN EXPOSED FOR MORE THAN TWO (2) DAYS FROM OCTOBER 1 THROUGH
APRIL 30 AND NO MORE THAN SEVEN (7) DAYS FROM MAY 1 THROUGH SEPTEMBER 30).
16. IMMEDIATELY FOLLOWING FINISH GRADING, PERMANENT VEGETATION WILL BE
ESTABLISHED OR HYDROSEEDING WILL BE APPLIED (MINIMUM 80# PER ACRE.) THIS IS
TO INCLUDE THE FOLLOWING: 20% ANNUAL PERENNIAL OR HYBRID RYE GRASS, 40%
CREEPING RED FESCUE, 40% WHITE CLOVER. FERTILIZER SHALL BE EPA APPROVED AND
APPLIED AT 400# PER ACRE OF 10-20-20 (10 POUNDS PER 1100 SQUARE FEET) OR
EQUIVALENT.
17. ALL AREAS TO BE SEEDED SHALL BE CULTIVATED TO THE SATISFACTION OF THE CITY
OF EDMONDS ENGINEER. THIS MAY BE ACCOMPLISHED BY DISKING, RACKING,
HARROWING OR OTHER ACCEPTABLE MEANS.
