Mike and I are both out on Monday. Assembly space is used for same purpose what about occupant load if 50 or over? Additional to Phil's comments, panic hardware would be indicated for doors, and what about emergency illumination in this new (hallway) area and fire alarm initiation and/or notification devices? It would be helpful if he provided RCP for sprinklers and alarm devices. We will condition a field check for sprinkler placement around new walls and doors, or he provides RCP. Any sprinkler and alarm work can be conditioned on main permit, I don't see considerable rework to require additional permits, unless you wish. I can't tell what's going on at the top of "New Ramp". Will you clarify door swing, landing and hardware? Attached is a preliminary drawing showing what we're 12/28/2012 Message Page 2 of3 considering. To summarize: 1 . Area of proposed work is clouded. 2. We'd like to create a chapel space adjacent and directly accessible from the existing sanctuary. We would incorporate a portion of an existing hallway and enlarge an existing meeting room. 3. Access from the sanctuary would be through a re -configured doorway, moved to the wall separating the sanctuary from the hallway. Currently that door is not labeled as an exit, nor is it used as a common means of egress from the sanctuary. It is one step above the sanctuary floor, and we would replace that with a ramp. 4. The sanctuary is served by seven labeled exits from the main floor, and three labeled exits from the balcony. 5. The hallway that would essentially go away is not needed to maintain a required exit pathway, as the two exits from either end of the hallway would remain and be labeled as exits. 6. The doors from the new chapel space would be labeled as exits, so even people exiting from the sanctuary in an emergency would clearly see how to continue exiting the building. 7. The original building is Type V-A, was constructed in the late 1970s, and is sprinklered only in the basement; the gym addition is Type 11 construction, fully sprinklered. This was called in by a neighbor who saw the alarms flashing strobes. E-16 arrived on -scene of a two story, wood and masonry constructed church. It appeared that they where having a Halloween function. There was nothing visible. I made contact with a representative from the church who stated that a child had accidentally pulled the alarm system. I checked there remote enunciator panel/map and it showed no alarm/trouble and appeared to be in service (all li hts were green). When you figure -18 inchesper person this means the sanctuary.can hold 1,341 people. This requires 268 inches of exit doors. Currently we are only providing 144 -inches, which we can increase to 216 inches. Until we have additional exiting ' out of the lobby we are going to have to do two things. 1) reduce the amount of seating available in the sanctuary and, 2) make sure we have the two additional exits I mentioned above provided for. As I indicated with the addition of two doors we will be providing 216 inches of exit. This will allow for the. seating of 1, 080 people,, or 261 -people less, which equates into 391 feet of pew. * I would like to close down, that many fe ' et of pew in the balcony using some Idnd of security tape. You guys can figure out which parts would be easiest to close down. I would suggest the upper back comers since they are the longest pew$. In order to get our 216 feet of exiting we need toprovide two more.doors. we can provide for these as follows: 1. Through the office. This will necessitate having the doorbetween. the lobby and the office wing kept open whenever the sanctuary is in use. We will need to post an exit sign above. that door. We also need to post a sign on both sides of the door that the door is to be kept open whenever the sanctuary is in use. 2. Exiting will need to be provided out of the pastors door. This exit -should be clearly posted, probably in a couple of locations so it can be seen. McComas, Fire Marshal Subject: Christmas Program, set material During a meeting with Gary Jelly on 12-7-95 it was observed that a large temporary elevated stage had been constructed on the stage. The front of the stage was draped with a gold colored fabric, . that we questioned the flame retardant of We asked Mr. Jelly to investigate the rating of the fabric and let us know of his findings. On 12-11-95 Mr. Jelly called and advised me that the fabric was not flame retardent and asked for direction on correcting the problem. I went down to the Westgate Chapel and showed Mr. Jelly the appropriate section of the code and discussed the possibility of treating the fabric. The person in charge of the decorations ---- name -------- advised us that she had already talked to a fire retardent application company and had been advised that they probably couldn't help. While I was at the ' Chapel on 12-11 she again contacted the fire retardant company by phone who reassured her that the fabric was untreatable. We then obtained a small sample of the fabric to do a field flame test, which the fabric failed miserably. The sample that was approximately 6 sq. inches burned and dripped in a violent nature, convincing them of the real concern. -- was then going to begin the task of locating a new fabric that is mutually acceptable. Emergency lighting. The stair shaft and the vestibule shall be pro- vided with emergency lighting. The standby generator which is installed for the smokeproof enclosure mechanical ventilation equipment may be used for standby emergency lighting power supply. I 11. Air-conditioned buildings. In buildings with air-conditioning systems or pressure air supply, serving more than one story a detector of products of combustion other than heat conforming to the requireinents of Section 4306 (b) 2 shall be placed in the return air prior to exhausting from the building or being diluted by outside air. Upon activation the detector shall cause the return air to exhaust completely from the building without any recirculation through the building. Such -devices may be in- stalled in each room or space served by a return air duct. Exit Courts Sec. 3310. (a) General. Every exit court shall discharge into a public way or exit passageway. (b) Width. The 1:43 a.m. fire started in an office on the ground level and in a basement kitchen on the east end of the building, Edmonds Fire Chief Mike Springer said. By late afternoon, fire officials were saying that the fires appeared to have been deliberately set. They urged anyone with information to contact Edmonds police at 425-771-0200. Although few flames were visible from the outside, smoke billowed out of the building for nearly three hours. A cordon of fire equipment from around the area surrounded the big church at 22901 Edmonds Way. That fire, in Aug. 1992, was the work of convicted arsonist Paul Keller, who is now in prison for setting a long string of such blazes. Due to the use of an area separation wall, the existing building only has yards on two sides (instead of three). This means the area increase for yards is limited to 50%, This puts the existing building slightly over area, Section505.1.1 Tbe area pToblern noted above for the cxisting building may be averted if the area shown as basement, is in fact a basement rather than a first story. Since the calculation provided included this area, it was assumed to count as a story. There was not enough information on the plans to make this detern-driation. Section 504.5 The calculation of the allowable area for the proposed addition on drawing .43 should be corrected. I occupancy as well as account for possible off -hour usage for general purposes in which case it would also be an A2.1 occupancy and need to comply with the more restrictive TeqUiTCMenis of either classification, 3. The classroom usage for the existing building should also be confirmed. if these classrooms are used for educational purposes as noted above, then that portion of the existing building should also be classified as occupancy group E- I 4. Rooms used for pupils through the second grade (including preschool which would be E-3) should be located on the first stoiy. Section 2406.4 item 6 The construction of the area separation wall should be clarified by specifVing an assembly type. The details of how this provides a complete separation need to made clear. Some of the fire - resistive doors are in the existing masonry wall, whiie others are in the newly constructed wall. Whichever wall provides the required fire -resistive separation, details should be fumished to show proper termination at the roof and exterior walls. Section 504.6 4. Through penetration and membrane penetration fire stopping is required for all fire -resistive walls. The F rating should be no less than that of the wall assembly. Section 709.6 & 709.7 5. My previous conversations with McComas when Westgate came into the City was that the exiting was not to code in terms of: number, total width, spacing, and discharge location so my first concern would be to rectify the existing exiting problems. And I concur that the substantial improvement rule should be imposed however, I would like to just require it as opposed to using the 60% rule of the assessed value of the structure. I have had too many arguments in the past where the owner is able to get the structure "re -assessed" by the County and/or produce a very low bid to get under the 60% rule. If you and I simply say the scope of the improvements require the following upgrades ie the existing fire sprinkler and or alarm system I am pretty sure they won't fight it.
