At your request we have revW*,ed the circumstances of a proposed addition to the single family
residence at the above aftess. We present herewith a report of our findings, conclusions, and
recommendations.
She Descripfim The property consist of a quadrilateral lot having an average depth of 250
feet and an average wkfth of 75 feet. It consists of 2 principal topographic elements (1) an
upper n&-uly level area which covers somewhat more than the westerly three-quarters of the
she, and (2) a moderately steep slope at Me east and, whose total height is approximately 60
feet. The upper nearly level area contains an existing house with a carport, while the slope at
the easterly end is covered with native vegetation and a number of large evergreen trees, the
condition of which conveyed no irKkabon whkover of downslope soil movement. Soil
exposures are of dense glacial till, the upper foot or two of which consist of loosened or
weathered "supra-till.w m
QonclusjQns and Recommerdations On the basis of our review of the circumstances of this
project, we draw the following principal conclusions:
1 . The hillside at the rear of the property is in pristine condition, is protected with
vegetation, and is formed in a very competent soil formation,
2. The proposed extension to the existing residence 12 feet by 21 feet, does not extend
in the direction of the steep slope-, ft is located at the southeast corner of the existing
house, and is extended to the South for a distance of 12 feet, parallel to the top of the
sk)pe.

3. The proposed addition will not under any circumstances place additional loads on the
slope (which is no" 40 feet away). In fact, the addition will result In a small
reduction of the body sresses within the slope; this is because of the negative loads
occasioned by the removal of the material for the crawl space of the now addition.
4. Interim Critical Areas ChaMer of Municinal QQde We note that the City of Edmonds
has adopted a Critical Areas ordinance (Chapter 20.168), in which the properties of
certain kinds of land are described, along with the steps which have been invoked to
protect them, and the administrative remedies which are available to the public in the
application of these rules. You have been notified by the City Planning Department that a
Critical Area (in the form of a steep slope) may exist on or near your property. We note
that Paragraph 20.15B.040A states"$. General Exemomm . The provisions of this
Chapter and any administrative rules promulgated hereunder shall not apply to the
following: . . . . .2 Remodelling, reconstruction or replacement of legal structures and
improvements that do not meet the reqLdwMents of this Chapter but Which are in
existence on the date this Chapter becomes 4ifective, provided that such activity does not
increase the potential impact to a Cfffical Ar6a or 16 buffer, or in the case of an existing
structure or improvement in geologic4dly ha�ardous areas, does not create the potential of
soil movement or risk of harm or damage to existing uses or development; or to the public
safety;"
5. We believe that the proposed addition to this Structure meets the requirements of
this exemption in all respects: The house has obviously been in existence for many
years. The proposed extension will not impact in any material way the Critical Area or
its buffer, and it will create absolutely no risk of soil movement. We note that the
building extension will occupy approximately 100 square feet of the buffer area (in the
part most distant from the slope); however, we assume that the Drafters of the ordinance
included the buffer provision merely as a physical safeguard for the Critical Area, and
that they were sufficiently respectful of the Fifth Amendment to the U.S. Constitution that
they did not intend the provision for a "buffer zone" to be a "taking." We reiterate: The
proposed extension of the house will have no adverse effect whatever on the stability, the
condition, nor the appearance of the slope which lies beyond.
The following items are noted for your guidance in completing the design and construction of the
addition
6. We anticipate that adequate vertical support for all proposed foundation elements will
be found at shallow deph beneath finished grade. Unsuitable material in foundation areas
may be replaced with compacted structural fill or with pea gravel (which requires no
compaction). Spread footings may be designed for contact pressures of 3000 psf, with a
minimum footing width of 16 inches.
7. Groundwater occurrences are not anticipated to be a factor in the subsurface aspects Of
the project; however, in the event that groundwater is encountered in the site pre-
paration work, it should be carefully tiled off to allow permanent maintenance -free
drainage, preferably in a manner which can be checked visually throughout the life of the
project.

nent drainage consisting of fifter-wrapped perforated pipe in an envelope of free -
draining materW (preferably coarse washed sand).
9. Surface water (roofs, driveways, patios, etc.) should be collected and conducted to an
approved discharge point. Under no circumstances should surface water be led into
foundation drains. dry wells, or infiltration pits. Surface water from downspouts can
eittier be led to the storm drain In the street or conducted by fightline to a horizontal
perforated pipe at the east property line, from whence it will escape as sheet flow.
10. Erosion during the construc ' fion period is not expected to be a matter of concern,
regardless of the tirne of year construction takes place.
11. Resistance to transient lateral forces (wind or earthquake) will be found in base
friction and lateral earth (passive) pressures. This is a one-story structure; assuming
it to have been corwucted to meet thebutiding codes then in effect, no significant damage

1. Before any permit application may be applied for, submit to the Planning
Department a topographic survey prepared by a Licensed lAnd Surveyor
delineating Steep Slope Hazard Areas. Any slope over 30% with more than 10 feet
of rise wiJI be classified as a Steep Slope Hazard Area. A 50 foot buffer is
required from both the top and toe of the slope. A 15 foot building setback is
required from the 50 foot buffer.
2. If the results of the above survey determine the lot unbuildable, any
development which is not identified as an exception per ECDC Chapter 20.15B
must receive a Reasonable Use Exception or a Variance pursuant to ECDC
20.15B.180A and 20.15B.040C).
3. All proposed development of the subject lot must meet the requirements
of Chapter 19.05 of the Edmonds Conummity Development Code.
