1) Tl(e Sequoyah Congpg§ formerly the Northwood access off of Edmonds way and 90th Ave W in the 22900 and 23000
block�-,��Oages of apartment to condo conversion. I would recommend you drive by/through the complex and
observe the dramatic changes- 25 trees have been removed, the limbs on the drive off of Edmonds Way will not tear the
tops of the rigs off, all the buildings have an offsite monitored automatic fire alarm with smokes and heats -remote
enunciator at the front door to the buildings with reset capabilities, each building will have its own FD LkBx, and the FDC's
to the standpipes in the stairwells are visible along with the yard hydrants. The contractor will be sending me an electronic
site plan for your viewing pleasure.
2) The Pt Edwards Condos are continuing at a good clip. Buildings 6 & 7 (41 and 31 Pine St) are going up fast. The two
500 gallon LPG tanks are back with the boiler for dry heat to the units during drywall work. The tanks are located on the
main drive just between the above two buildings. There are two new fire hydrants by these buildings and they are live. 24
hour security is still onsite.
3) The Gregory 505 5th Ave S has been approved for occupancy and is starting to fill up. FD LkBx is to the right of the
front door. Building features are automatic fire alarm/addressable/ with enunciator at front door with reset capabilities, an
intercom to the areas of refuge for stranded ADA people, sprinkled throughout with a dry system in the garage and wet
system in the retail and residential spaces. A combo for the garage gate for access will be added to the lockbox.
4) KUPC (Korean Church addition) 8505 240th St SW will be ready for occupancy soon. Building features include
automatic, monitored, addressable fire alarm with remote enunciator in lobby to include reset capabilities, sprinklered
throughout, voice evac in gym, FD LkBx's by the riser room SW corner and main entrance on the North side of building.
The basement is unfinished and will not be occupied at this time.

Northwood Apartments.
11FM Westfall and has been working with Snohomish County Fire Marshalls Office Inspector
Gary Bontrager on the condo conversion at Northwood Apartments, 23015 Edmonds Way
(Esperance, Grid 055). Building A is the first of five multi -family buildings to undergo
residing, re -roofing, receive new windows and appliances. Dry standpipes and fire
extinguishers are the only fire protection equipment in the building. There are no
building alarm systems. many units remain occupied as remodeling continues. Unoccupied
units are supposed to be marked with an 11011 by the contractor."

situation. while your address may say "Edmonds", you are really not in Edmonds, you are in
Snohomish County or Esperance as many folks call it. we tried very hard last year to annex
the area into Edmonds but the voters in Esperance turned it town. You'll have to contact
Snohomish County with your concerns as we have no jurisdiction in your area. The Edmonds

Hello,
My name is Bridget Lombardo and I am a tenant at
Northwood Apartments at 23015 Edmonds Way, Edmonds,
Washington. I want to let you know what is happening
to our homes here.
1
In early July there were rumors that our apartments
were being sold to people that were intending to turn
the buildings into Condos. Those rumors were
confirmed by our management team a few days later. By
the end of July the sale was final and they began
'construction with little notice to the residents.
They began by tearing up the plant life and removing
siding. It is in our rental agreement that quiet
hours are between lOpm and 8am, the construction
typically began around 7:30am. The removal of siding
is very loud and for people that work nights, their
sleep was disrupted a great deal. This also caused
the bottom edge of our windows to separate from the
wall by approximately an inch and the owners refused
to fix them explaining that we will be getting new
windows shortly. We have not as of September 23,
2006. While the siding was being removed some tenants
moved out and the construction people began doing
asbestos removal from their apartments, while units in
the same building remained occupied. Their safety
precautions for this was to place plastic over the
doorways and wear haz-mat suits, but the construction
people cut slits in the plastic to gain entrance to
the unit and left them open and of course no haz-mat
suits were offered to tenants.
once a large cluster of units were vacant, they closed
off large sections of hallways with no notice at all
to remove the asbestos from the hallways cutting off
our immediate access to the main entrance, elevators
and emergency exits. (There were a few exits
available, but none with elevator access in a building populated mostly by seniors) once
the main entrances were available again the nearest emergency exits were systematically
closed off.
The removal of asbestos also requires industrial fans
to be on 24 hours a day in each unit for several days,
causing a great deal of noise and vibration in the
surrounding units. The construction has also had the
hallways closed off for plaster to be put on the walls
in the hallways (again with no notice) and the plaster
dust requires that the construction people wear
respirators, but none have been provided to the
tenants.
There are holes in the walls of the hallways exposing
wiring and insulation. The appliances from the vacant
units are lined up along the hallways, stacked in the
communal laundry rooms or heaped in the parking lot.
There has been no attempt to chain off the
refrigerator doors to prevent children from becoming
stuck in them. The tenants have also had to call the
fire department several times to have the dumpsters
removed from the fire lanes in front of our building.
As a result of these above situations and more, my
husband and I have both had severe respiratory and
skin disorders since the construction began as have
many of the tenants we have spoken to, one of which
has since died. People with Asthma have been rushed
to the emergency room due to the dust and asbestos
that are in the air.
People need to know that this is happening and that no
renter is safe from this fate. We had so little
warning to any of this and the owners only gave the

official notice of intent to convert the building into
condos on August 28, 2006 giving people until November
28 to be out of the building, but having tenants has
not stopped them from destroying our homes before we
have had a chance to leave, neither have they offered
any aid or compensation to tenants too old, weak or
poor to move themselves out.

construction conditions.
I am forwarding a request from the firefighters is can we assure that the suite numbering is in sequence by floor (#101,
201, 301, etc..) vs. the current way the buildings have been (#1 - #43). The latter makes it difficult to identify the most
direct route to the problem in emergencies.

I've fielded concerns from a tenant regarding an apt -condo conversion project underway here. I've discussed my concerns
with the general contractor and I have calls into Sno County.
FYI Bldg A is a 3-story wood -framed 43 unit multi -family building with 26 units are occupied. No fire protection or detection
only dry standpipe. Scope of work includes residing, reroofing, changing windows and appliances.
You may receive a call this night regarding exiting concernslissues. The contractor has been on site until 2100 some
evenings. Please respond and take note of what you find. Contact Snohomish County Investigator and myself.

No fire alarm. FA required in existing IFC 907.3.1.7
No fire sprinkler. Not required.
Un block fire/smoke doors from corridors and seperating fire areas.
Repair or replace exit signs that are not illuminated and without backup.
Repair or replace lights in paths of egress.
Replace missing portable fire extinguishers.
24 occupied suites out of 41 units -exits and required separations must be in place.
Contractor identify Fire Prevention Program Superintendent per IFC Section 1408
Contractor provide 24 hour contact information on -site.
Contractor post permits.
