ECDC 20.01.003.
Findings & Conclusions
1. Scope. The applicant has applied for a change of use permit to use the site as a used car lot as it had
been previously. No changes are proposed to the exterior of the existing building. No changes are
proposed to the existing site layout except that the pavement will be restriped. There is an existing
sign on the site that will be refaced.
2. Environment. The project was determined to be exempt from the State Environmental Policy Act
(SEPA) under WAC 197-11-800(3). A critical areas checklist was submitted in 1999 and a waiver
from further study was granted (CRAI 9990,28 1).
3. Design. No changes are planned for the exterior of the existing building. With respect to signage,
the existing sip face will be removed and replaced. According to ECDC 20.60.010.B, since this
change qualifies as a modification, and therefore does not require a building permit, it is exempt
from design review.
4. Zoning. ECDC 16.60.030 requires the Architectural Design Board (ADB) to review projects
exceeding 60 feet in height in the CG zone. There are no changes proposed to the existing
building's height and it is well below 60 feet. There are no other changes to the building's bulk, so
the site development standards are satisfied.
With respect to parking, ECDC 17.50.02O.B. 10 requires on -site parking for used car lots at a rate of
one space per 500 square feet of lot area. The total lot area of the parcel according to the site plan is
approximately 37,586 square feet. At a rate of one parking space per 500 square feet of lot area, this
would yield a total of 75 required on -site parking spaces.
However, since the parking of cars for sale is considered to be storage, only some of the required
parking spaces must meet engineering standards for size and striping. The number of stalls that must
comply with engineering standards is calculated at a rate of one stall per 300 square feet of building
area pursuant to ECDC 17.5 0.020.13. 1. According to building plan, the existing building is 3,05 8
square feet. As a result, 9 stalls are required to comply with all applicable engineering standards
including requirements for size, striping, drive -aisle widths, etc. There are 15 parking spaces shown
on the site plan. There is also a fenced area for car storage which is approximately 16,000 square
feet. It would be possible to store at least 100 cars in that area using the standard parking stall size
of 8.5'x 16.5'(ECDC 18.95.020.A.1).
5. Comprehensive Plan. The site is designated "Highway 99 Corridor". The proposed change of use
shows an effort towards the following Comprehensive Plan goals:
B.10. Yhe City will encourage the retention of commercial uses which provide high economic
benefit to the city, such as new auto dealerships, and encourage these types of uses to locate
within the Highway 99 Corridor. When these uses are proposed to be located within one of the
corridorfocus areas, these uses should also comply with the goals andpolicies outlinedfor
eachfocus area.
This project will again use a site that was developed for used car sales in 1999. The site remains
nearly unchanged from when it was used as a car lot and no changes to the exterior of the building
or lot are proposed other than restriping the pavement.

Decision
Staff finds that the proposal is consistent with design criteria in the Comprehensive Plan as well as the
zoning ordinance, specifically ECDC 20.11.030, 16.60.020, and 16.60.030. Therefore, staff finds that the
design of the building remodel in permit BLD-2010-0241 is A-PPROVFD.

1. DEVELOPMEENT EDENTIEFICATION
Gibson Traffic Consultants (GTC) has been retained to analyze the traffic impacts of the
proposed Independence Auto Sales used car dealership to accompany a change in use application
being submitted to the'City of Edmonds. GTC is a professional traffic engineering consulting
firm registered and licensed in the State of Washington. This study has been organized in the
manner of the SEPA Traffic Impact Requirements for the City of Edmonds for developments
generating less than 25 PM peak -hour trips.

Matthew Palmer, responsible for this report and traffic analysis, is a licensed professional
engineer (Civil) in the State of Washington and member of the Washington State section of ITE.
The proposed Independence Auto Sales used car dealership development site is located on the
east side of SR-99 (Pacific Highway) south of 230th Street SW. The address is:

The existing land use on the 0.86-acre site consists of a 3,032 square foot pottery store.
Independence Auto Sales is requesting to change the pottery store land use to a used car
dealership consisting of a 3,032 square foot sales office. The proposed development is
anticipated to be occupied in 2010. The property currently has two full -movement access
driveways to SR-99. No change in access is proposed.

2. TRIP GENERATION
Trip generation rates were obtained from Trip Generation, e Edition (2008) by the Institute of
Transportation Engineers (ITE). The average trip generation rates for ITE Land Use Code 814,
Specialty Retail Center, and ITE Land Use Code 841, New Car Sales, have been used for the trip
generation calculations. ITE does not document the pass -by reduction for the specialty retail land
use; however, the Washington State Department of Transportation and Snohomish County allow
a 25 percent pass -by reduction for specialty retail land use. This pass -by reduction has been
applied to the daily, AM peak -hour and PM peak -hour trip generation calculations to be
conservative.
There is no documented ITE trip generation rate specifically for used car sales. However, the,
City of Bellevue and the City of Woodinville traffic impact fee calculations group new and used
car sales into the same land use type. Also, GTC conducted an ITE Journal and on-line search
and no documentation was available for used car dealership trip generation. The PM peak -hour
trip generation rate of 2.64 in both jurisdictions' fee schedules corresponds to the rate contained
in Trip Generation, 7'h Edition (2003) by ITE. The updated rates contained in Trip Generation,
e Edition (2008) were used in this report. The City of Bellevue and the City of Woodinville
both apply a 20 percent pass -by reduction to the car sales trip rate as part of the traffic impact fee
calculations. The transportation impact fee schedules from these jurisdictions are included in the
attachments for reference.
Two trip generation calculations have been performed for the Independence Auto Sales used car
dealership and are detailed below. The first calculation provides a conservative estimate of the
trip generation because it assumes no pass -by reduction for the car sales land use. The second
calculation applies a 20 percent pass -by reduction to the car sales land use trip rate, per City of
Bellevue and City of Woodinville traffic impact fee methodology.
With no pass -by reduction applied to the new/used car sales trip rate, the Independence Auto
Sales used car dealership is anticipated to generate 0 net new average daily trips (ADT), with 5
net new AM peak -hour trips (3 inbound/2 outbound) and 2 net new PM peak -hour trips (0
inbound/2 outbound). The trip generation is summarized in Table 1.

of Bellevue and City of Woodinville traffic impact fee calculations, the Independence Auto Sales
used car dealership is anticipated to generate -20 net new ADT, with 4 net new AM peak -hour
trips (3 inbound/I outbound) and 0 net new PM peak -hour trips (-I inbound/I outbound). The
trip generation with the 20 percent pass -by reduction applied is summarized in Table 2.

3. TRAFFIC V"ACT FEES
Traffic impact mitigation payments to the City of Edmonds are based on Edmonds Road Impact
Fee Rate Study Table 4, Impact Fee Rates. The table does not have a rate for new/used car sales
or for specialty retail. Therefore, GTC has calculated the traffic impact fee based on the net new
PM peak -hour trips anticipated to be generated by the development, a mitigation fee of $763.66
per PM peak -hour trip and an estimated trip length factor.

The average trip length for the City of Edmonds is not included in the City of Edmonds Traffic
Impact Analysis Requirements and GTC staff was unable to obtain from City of Edmonds staff
what average trip length was used in the traffic impact fee calculations. A trip length factor of
1.00 was assumed, meaning that the average trip length applies.
The Independence Auto Sales used car dealership is anticipated to generate between 0 and 2 net
new PM peak -hour trips per Table I and Table 2. Therefore, the traffic mitigation fees if the
pass -by for new/used car sales is accepted would be $0.00 and if no pass -by for new/used car
sales is accepted the mitigation fee would be $1,527.32.
4. CONCLUSIONS
The Independence Auto Sales development is requesting to change an ex isting 3,032 square foot
pottery store into a used car dealership with a 3,032 square foot sales office. The proposed
development is anticipated to be occupied in 2010. A range of traffic impact fees for the City of
Edmonds has been determined based on two trip generation calculations. If a 20 percent pass -by
reduction is applied, as is done in City of Bellevue and City of Woodinville traffic impact fee
calculations, the development is anticipated to generate 0 net new PM peak -hour trips. If no
pass -by reduction is applied, the development is anticipated to generate 2 net new PM peak -hour
trips, which would result in City of Edmonds traffic impact fees in the amount of $1,527.32. The
final determination of traffic impact fees is made by City of Edmonds staff, but GTC feels the 20
percent pass -by reduction is reasonable and is comparable to what the City of Bellevue and the
City of Woodinville use in their traffic impact fee methodology and calculations.
