dating, we presumed the road wculd be pived upon comDletion of the con-

will be ."seal coated". This was done. approxim.-A--ly six years ago and since
then, at various times, the chuck.holes, usually brinning with -xatr!r., are
filled -rith asphalt.
Surely, paving that lasts for vo-ars defr2y8 the co3t of trying to
maintain an impossible situation.
This read is a hazard t.i the r-sidents that have to drive their
cars on it and anyone else that so happens along.,
Our first recommendation is that the council membnra drive,their
cars frort 236th West.to 23( . )th West bnfore even considering a d,�cisio , n! We
would apprteiate our road.tax dollars being used EAST of Highway 99 alsex

During review of the subject submittal, it was found that the following information, corrections, or
clarifications would need to be addressed. All Handouts referred to in these comments can be accessed at

Engineering Division Corrections:
1. Slope of area above rockery must be sloped 2:1. Please show on the site plan how that requirement
will be met.
2. Please provide detail on how area above rockery will be stabilized to ensure erosion control. Examples
of acceptable methods are jute matt, seeding, plantings, wood fiber, straw approx. 1"cover. Dueto
slope and size of area, it must be entirely covered.
Please find attached Design Guidelines for Rockeries for reference in planning and construction.
11anninq Division Corrections: Please contact the Planning Division with any questions regarding the
following corrections. They can be reached at 425-771-0220 and ask for a planner.
: Edmonds Community Development Code (ECDC) Chapter 18.40.020 Section A.6 requires rockeries to

property. Since your rockery is within the minimum required 25' street setback, it must be shown that
the proposed rockery is less than 3' in height over original grade.

Alternatively, if the proposed rockery exceeds 3' in height over original grade, the proposed work may
be done if you can show that your existing rockery is nonconforming pursuant to ECDC 17.40.020.A.
According to this code section, your rockery would be considered nonconforming if photographic or
other substantial evidence (i.e. signed and notarized affidavit from a neighbor) conclusively
demonstrates that the rockery existed on or before January 1, 1981. Then, the proposed work would
be considered routine maintenance of the rockery as allowed by ECDC 17.40.020.13 and the rockery
