Narrative
Ladder 20 was dispatched to an Investigation at 23122 76 AV W, Unit 204 of the Sunset Villa
Apartments, for a report of -some kind of chemical smell. On arrival at the 2 story, wood
framed, multifamily dwelling; L20 had no problem visible from the exterior, and reported that
we were investigating. I initiated Command, naming it Sunset Command. Using the 4 gas
meter, I made contact with the RP and occupant of #204. Ms. Carlson stated that for the last
30 minutes she had been smelling a chemical smell like plastic burning. I could not smell any
odor in her 2 bedroom unit. They claimed that the strongest odor was in the bathroom, where
they kept the bath fan on all the time because that is where the two adults smoked cigarettes.
I did not smell anything unordinary. I had FF Hills make contact with the units east of the RP
and I contacted all of her neighborsin the same stairwell, and to the west of her unit. Hills did
not find anything wrong. The residents in 105 were cooking dinner with plastic cookware, and
it was giving off a slight plastic odor, and when I went to 205 in the top of the stairwell, the
plastic odor was stronger. No one else in that stairwell had any complaints. I returned to 204,
reported about the cooking. I found on my inquiry that the RP had removed the smoke
detector at an earlier date, and did not have it anymore. I offered to install a smoke detector
off L20 for them, attached is the EFD Home Smoke Detector Form. After installing the
detector, L20 terminated Command and returned.

It appears that we have a misunderstanding . in regards to
the placement of your fire extinguishers. In order to
comply with the applicable City Codes, we must insist
that you.install the extinguishers ' as indicated on your
building plans so that they are located on the outside'
of your building. Failure to comply prior to 3:00 P.M.
on July 21, 1978 will cause the Fire Prevention Bureau
to issue a citation to you under Section 13.302 of the
Uniform Fire Code as adopted by the City of Edmonds by
Ordinance Number .1779.

STANDARD FOR
PORTABLE FIRE EXTINGUISHERS
1-4 General Requirements.
1-4.2 Portable extinguishers shall be maintained in a
fully charged and operable condition, and kept in
their designated places at all times when they
are not being used.
1-4.3 Extinguishers shall be conspicuously located where
they will be.readily accessible and immediately
�available in the event.of fire. They shall be
located along normal paths of travel, including
exits from an area.
1-4.4 Extinguishers shall -not be obstructed or obscured
from view.
Exception: In large rooms, and in certain locations
where visual obstruction cannot be completeavoided,
means shall be provided to indicate the location.
1-4.5 Extinguishers shall be installed on the hangers or
in the brackets supplied, mounted in cabinets,.or
set on shelves unless the extinguishers are of
the wheeled type.
1-4.10.Extinguishers mounted in cabinets or wall recesses
or set on shelves shall be placed in a manner such
that the extinguisher operating instructions face
outward. The location of such extinguishers shall
be marked conspicuously.

I ask that an alternate location be considered in the
emplacement of a fire hydrant proposed for the twenty
unit apartment complex at 23122*- 76th West,, Edmondsy
for the following reasoris which I feel will cause
unnecessary hardship and practical difficulties.
1. The requirement of a detector check meter
valve per city specs I understand runs
about $1.,500.
2. This would necessitate approximately,*230'

3- Ttlin location would make it necessary for
the fire department to enter prtvate
property to check the fire hydrant.,
4. This would also mean drilling under 76th
West which is extremely expensive.

by locating the fire hydrant on the opposite side of
76th West which would make a fire hydrant available to
the close proximity of the apartments, and to the
homes In the area that are 250 feet or more from an
existing hydrant now.
I feel that the granting of this alternate will not be
materially detrimental to public health, safetys morals
or welfare or injurious to the proper,ty or improvement
in the vicinity of this property. I also believe that
the alternate will be most beneficial to the area.
