On October 20, 1977, Scott Holte, attorney for Mr. DiPangrazio
contacted Jack Mitchell regarding the Fire Service Monthly
Service Charge and the r ' eason why the City required a fire
hydrant on private property. The two attached sections of
the code were quoted to Mr. Holte to his satisfaction. Wayne
Tanaka had also given this information to Mr. Holte.
At the time, Mr. Holte advised Jack that it was not necessary
to pursue the matter any further as he would advise his client.
However, we have prepared a letter to Mr. DiPangrazio for your
signature since his letter was personally addressed to you.

Dear Mayor Harrison:
When I constructed the apartments at 23122 - 76th West, I asked
that the fire hydrant be placed on the sidewalk where it would serve
the neighborhood. This would have saved me a considerable sum of
money Qe., the distance of pipe, the elimination of a vault and the
meter to the hydrant).
The city has been charging me $10.60 per month since installation
of the hydrant. That is not of any service to ;me and as long as the
city wants it, then they should be paying for it.
The meter is inspected to see if I used any water firom the hydrant
or if someone tampered.with it. Ten dollars and sixty cents isn't a
great sum, but it is adding insult to Injury.
The problem stems from the fact that it does not cost the city
officials one dime..to place an added cost on the babk of a developer',
builder, or businessman. So, they have little or no regard for the
businessman and his expenses. I feel it is not fair and downright
oppressive.

Mr. DiPangrazio explained 'that he had made some substantial changes to the
plans that were submitted to the Board sometime back and reviewed the
changes with the Board. He stated that he felt his plans were much better,
that more recreational space had been allowed. He indicate'd that the lending
institution had al.so requested changes in his plans in order to obtain
financing.
There was general discussion of the landscaping plan with Mr. Goldsmith
stating that the landscape plan was acceptable. Mr. DiPangrazio reviewed
some changes in the floor plans that he will make to the proposed unit. He
said that he had reviewedthe changes with the Building Department.
The changes. basically would be the elimination of the balcony and outside
stairs and every other unit would have an opening for a stairwell.
MR. GOLDSMITH MOVED TO ACCEPT THE REVISED PLANS FOR ADB-32-74. SECONDED AND

unnecessary hardship and practical difficulties.

Water used through the fire service line for fire suppression
purposes and limited testing of the system will normally be
furnished without any charge in addition to the monthly minimum
charge set forth for fire service meter or detector check meter.
(b) If a detector check meter proves, or proof other-
wise provided, leakage or unauthorized usage of water which
is not for fire suppression purposes, the customer shall pay
for all water used at the applicable metered rate. The. rates
for water so used are fixed as follows: At the time of first
written notice from the city water department the applicable
rate shall be the same as the domestic rate for comparable size
of domestic water meter for unauthorized use over one hundred
cubic. feet per month; in the event the unauthorized use again
occurs after the period of time specified in the written notice
from the water department the rate shall be double the domestic
rate for a comparable size domestic water meter for such unau-
thorized use over one hundred cubic feet per month.
(c) References made by this chapter as to existing metered
rates shall be to Chapter 6.20 of the Edmonds city code. (Ord.
1561 (part), 1971).
6.21.050 Violation --Penalty. In addition to all civil
rights of collection " liens, shut -offs and other remedies avail-
able to the city -of Edmonds as prescribed by statute and ordi-
nance for unauthorized use and/or nonpayment of.charges, any
person, firm, corporation or other organization, including any
officers, directors and managers thereof, who violate any pro-
vision of this chapter -shall be guilty of a misdemeanor and sub-

10.10.060 Location. (A) All public fire hydrants'shall
be installed at street intersections where possible. Public
hydrant spacing shall be measured along vehicular access routes.
(B) In single family residential areas public hydrants
shall be spaced so -that the maximum distance between them is
six hundred feet. If street intersections are over seven hundred
feet apart, additional public hydrants will be placed between.
them so as not to be more than six hundred feet from public �
hydrants on either side. If cul-de-sacs or dead-end streets,
road or driveways, or combinations thereof, are over three
hundred feet long, additional public' hydrants shall be installbd

(D) For the purpose of this chapter, the fire flow require-
ment for areas other than single family residential shall be de-
termined by the fire chief, whose determination will be based on
the Criteria set forth in Appendix "A," a copy of which is on
file in the,office of the city clerk and by this reference is in-
corporated herein as if set forth in full, and such other factors
as require adequate -fire flow.
(E) The required fire flow shall be available at a residual
pressure in the mains figured for ground elevation of not less
than.twenty PSI, except where the building is equipped with fire
protection systems dependent upon the distribution mains for sup-
ply, -in which case the require'd fire flow shall be available at
a residual pressure which will satisfactorily operate the afore-
mentioned system.

(G) Buildings having required fire flows of less than
two thousand five hundred GPM's may have fire hydrants on one
side of the building only, provided there shall never * be less
than two fire hydrants for any building larger than five thou-
sand square feet in first floor area including covered parking
and storage. When the required fire flow is over two thousand
five hundred GPM, the fire hydrants shall be served by a loop
main around the building or complex of buildings.
(H) The number of fire hydrants to be installed shall be
determined by having an average spacing of three hundred feet
measured around the perimeter five hundred feet out from the
buildings. All hydrants are to be accessible to fire department
vehicles over all-weather roads. The fire chief shall determine
the location of fire hydrants depending on utility, topography
and building location for maximum fire protection purposes. (Ord.

Thank you for your interest and concern for traffic safety in Edmonds. Often times,
situations exist on our roadways of which I am not aware. Having people inform me of
those situations is appreciated.
As you have no doubt noticed, signs have been erected as you suggested, requesting
drivers to not block the intersection of SR 99 and 76th Ave. W. I hope that the signs
will help alleviate the problem.
I appreciate your concern for the duck family, however, in my judgment, drivers who
are courteous and cautious stop or yield to animals and people crossing our streets.
Drivers who are not courteous and cautious will not stop for ducks, dogs, etc. even if
signage is in place. The end result is sign pollution and the added expense of installing
and maintaining this type of sign. For these reasons, I have not made a practice of
authorizing this type of signage.

on my way to work this morning, shortly before 8:00 AM, at the corner of
Highway 99 and 76th Avenue West, I was about to turn right onto High ' way 99,
and saw a mother duck and her ducklings crossing Highway 99 to 76th Avenue
West, in the intersection, halfway across Highway 99.
Fortunately there was not very much traffic at the time, however, on.Highway
99 a car almost hit the mother duck -she pulled her head back a bit in time.
And, when crossing 76th Avenue West, on the BP station side of the road, a car
turned onto 76th and almost hit the duck and ducklings.
I know that -on 76th Avenue West near 205th Street, there is a duck. crossing
sign. Would it be possible to have two more signs for duck crossing�'put up?
one on this side - by Highway 99 on 76th, and also ' on Highway 99 near.the
76th Avenue West street, so that people will be aware, and hopefully more
cautious. Since it did not appear that either one of the drivers had seen the
duck family, I don't know if they did or not. I did not see either car slow
down, or swerve to not hit them. Lake Ballinger is located nearby, it makes
sense to have the signs.

To approach our place of residence from Highway 99, we must turn left
between the K-Mart store & BP station. The le.ft turn lane is okay.
However, we have found it to be a problem during rush-hour traffic.
The northbound traffic on Highway 99 blocks the street ' - Once in a while
we come across someone who is nice, and stops to let us through, usually
in one lane only, sometimes both.
Would it be at all possible for a sign to be posted on the northbound side
of Highway 99, just before 76th Avenue West - by the BP station corner.- to
state to not block 76th Avenue West oncoming traffic? It would be very much
appreciated.
It would also be appreciated if, when this is done, that the sign be marked
in a way that it is well noticed - a flag - or better yet, a flashing yellow
sign.
I spoke with Mr. Bill Stroud regarding the above matter and received your
name and address from him. His help is appreciated. We appreciate your help

Design review for signs is considered a Type I decision subject to the requirements of ECDC
20.01.003.
Analysis
Design Standards. The Comprehensive Plan identifies the site as Highway 99 Corridor. The
proposed sign satisfies the intent of the following goals and policies of the Comprehensive
Plan:
a. "Protect the streetscapeftom becoming cluttered. " (page 76)
b. "Minimize distractionftom the overuse of advertisement elements. " (page 76)
c. "Provide clear signagefor each distinct property. " (page 76)
d. "Minimize potential view blockage. " (page 76)
e. "Signs should be related to the circulation element serving the establishment. " (page 76)
f. "Landscaping should be used in conjunction with pole signs for safety as well as
appearance. " (page 76)
2. Sign type. Pole signs are permitted sign types in the Highway 99 Corridor according to
ECDC 20.60.020.L. The sign is made of wood and has light yellow lettering applied to an
aluminum panel which is attached to the wood which is all beneath a setting sun logo.
Size and height. A pole sign is a freestanding sign. According to ECDC 20.60.045, pole
signs may be no larger than 10 square feet in a multifamily zone and may be a maximum of 6
feet high. The proposed sign is 10 square feet and the top of the sign will only be 3 feet
above grade so that it can be located within the street setback area for the parcel along 76th
Avenue West. The sign will be installed in an area of existing landscaping.
