HALL MAYOR I received your letter dated August 24,-1995, in response to a letter.that was sent to you on August 18, 1994. I apologize for* the -delay -of the receipt of your letter. It was put into the City's mail system on August 18, 1995. Regarding your concern -for the repair date, the longer it runs, the greater risk for damages to your driveway and/or to 231st street. I have issued a letter to Jim Walker, City Engineer, asking him to look into upgrading this street so a City main lies in this area. Ultimately, it will be the-City's responsibility to maintain this area. In the meantime, I have no jurisdiction to repair this private line as was previously pointed out to you with the city code sent to you in the August 18 letter. If you have further concerns regarding the recent developer work that was done, please contact Jim Walker. Private Service Lines Under City Streets 23204 - 76th Avenue West Area C(apy Please be advised of a problem we have had on 232nd Street SW in the area that serves the following addresses: 23204.- 23138 - 23202 - 76th Avenue West. It has come to my attention that this is a city owned street. It has also come to my attention that these water service lines are private and yet they lie in a city right-of-way. This was probably allowed because the developer was not required to make the upgrades that would be require to properly develop a city road for a development and therefore per City Code, water was only installed to 76th Avenue West right-of-way line as this code states that water will only run a maximum'of 40' from City water mains to customers at which point the meters would be set. It would then be considered private from this point forward. You may want to upgrade the service lines by providing a small supply line on this street and then services could be installed to property lines. Therefore, leaks in the right-of-way would now be under thejurisdiction of the City. This could be a 2" size. If engineering work is done by you, my crews could install this 2" size under a project in your department. Let me know what your recommendation is. RH/lk cc: Address File . Except as provided below, the charge for turning on or off the water other than at the main shall be $20. If the water is turned on or off at any time other than during regular working hours (8 a.m. to 5 p.m. from Monday through Friday) or if the service is requested on any holiday,' the charge shall be $75- (Ord. 2880 §2, 1992; Ord- 2214 §4,. 1981; Ord- 2179 §2, 1980; Ord. 2139 §5, 1980; Ord. 1942 §5, 1977). 7.10.080 REQUEST FOR INSPECTION OF METERS The water division, upon the request of any water use, shall inspect the water meter on the user's premises. A deposit of seven dollars shall be made with such request to cover the cost of such inspection. In the event such meter is f ound to be over - registering, such deposit shall be returned to the depositor; otherwise, said deposit shall be retained by the city. (Ord. 821, 1960; Ord. 413 §22, 1929). 7.10.110 CHARGE -AND BILL ADJUSTMENTS The director. -of -public works, or such authorized representative as he may designate, is authorized to make adjustments or corrections to billings for any charge for water service, including but not limited to, connection charges, minimum monthly billings, meter charges, penalty and special charges, improperly charged ratest and subject to the mayor's approval, the *cancellation of uhcollectible bills and accounts. All tapping of mains, installation of corporation cock, ser- vice pipe leading from the mains to the property line, as well as the turning on and of f of the water shall be performed by the water division-. All connections inside of the premises shall be made by the owner and at his expense. B. In case of application for water service on premises not abutting upon a street upon which there is a city water.main,* the city will lay its connection- from the main toward the p:Femises for a distance equal to the distance from the main to the curbline, the dist;aince in no case to exceed forty feet, and permit connection therewith by means of a union, or may, at the discretion of the director of public works, upon advance payment of the estimated cost thereof, extend the service of to the premises of the applicant, but shall not cross or enter private property.
