The reasonable costs of such maintenance, repair or reconstruction shall be born equally by the owners of Benefitted Lots. Such repairs shall be undertaken at the order of the City Engineer of the City of Edmonds. If any owner fails to make payment within said period, the. property owner who has effectuated the maintenance, repairs or improvement, including construction or reconstruction may file notice of the unpaid portion of the expenses with the recorder of Snohomish County, -Washington, and upon filing, said notice shall constitute a lien against the property of the nonpaying party. Any unpaid amount shall bear interest at the prejudgment interest rate established by RCW 19.52.020 . In the event of dispute, thereasonable cost of the disputed maintenance, repair or improvement shall be determined and assigned by arbitration. 3. HOLD HARNOLESS AND INDEMNMCAUM. .
