A review of the plans that were submitted for the subject permit raise some issues that concern me. The proposed fill is to be placed on top of the infiltration trench that was installed with the subdivision. The trench is suppose to retain the runoff that is generated by the road and driveways within the subdivision. Therefore, the catch basin in the road and the infiltration trench in Mr. Kang's yard are the responsibility of the four homeowners within the subdivision. Because of my involvement in the subdivision, I am somewhat familiar with the soils characteristics of the area. Generally, the soil in that area is the Alderwood type. One of the characteristics of the Alderwood type is limited permeability. The top few inches of granular material has hard pan under it at a depth of 20 to 40'inches. The result is a very marginal soil for water absorption and dispersal. The construction of a retaining wall will cause an impermeable barrier (the wall) to be placed into the shallow layer of water carrying granular material. This would be comparable to constructing a dam by restricting any water flow in the direction of the wall. Infiltration systems typically have a short life expectancy. They are plugged by whatever may wash into them. In this case, any material that is washed off of the cars or driveways will ultimately end up on the infiltration trench. When this is combined with a tendency for the system to be inundated by saturated soil (from either restrictions or just poor soil), this seems like a system that is apt to fail. Since this system is the responsibility of the four homeowners in the subdivision, some consideration of future maintenance and repairs should be anticipated. The placement of fill and asphalt over the infiltration trench will make any repairs to the system very costly and difficult. Should the applicant obtain adequate engineering, he may be able to address the aforementioned concerns. Until that time, I recommend denial of this permit for the reasons listed herein.
