Such repairs shall be undertaken at the order of the City Engineer of the City of Edmonds. W. An engineering consultant noted that a property owner is filling a depression infiltrating storm water for 12.7 ± acres adjacent to a proposed development on 234th St. S.W. The address of the adjacent property owner appears to be 23302 - 76th Ave. W. If the reported fill obstructs drainage, it should not be permitted. Please investigate. JW/sdt GRADING/TXTST530 Z. . P . 0 0 90-294.2 EXISTING SITE DRAINAGE This site consists of 2.3 acres on -site and 10.4 acres off -site. Existing site drainage flows into a depression common with, the property to the east. It appears that of the 12.7 +/- acres that drain into the depression, minimal runoff occurs. Runoff would flow to 76th Avenue West. Existing houses located southeast of the depression are at or below the "overflow" elevation of the existing depression. Several site visits revealed that the prop- erty owner of the depression "off -site" is continually filling and grading the depression. The short plat east of Ballinger Highlands, completed several years ago, has an 8-inch CMP out - falling into the north end of the depression. The depression was dry during all site visits. OE? rezo DEVELOPED CONDITIONS Detention will be analyzed using a 25-year storm event with a 5- year release rate. Substantially all on -site drainage will be collected, detained and released to the existing storm drain sys- tem in 234th Street SW. Bypass flow from the depression will be routed through the proposed on -site system by installing an out- let in the depression at the expected overflow elevation (of the depression). DRAINAGE DESIGN Calculations for runoff and detention were based on the Snohomish County Drainage Ordinance Procedures Manual (Title 26) November, 1979. Calculations were completed using the rational method with the Snohomish County Intensity/Duration curves. The property owner at 23302 - 76th Ave. W., Albert Cerauli, has continued to fill the natural depression on his property without a grading permit. The fill may obstruct drainage. Mr. Cerauli agreed to allow an adjacent development (Short Plat S-9-84) to use the natural drainage basin on his property for drainage retention. I would estimate that 200 to 300 cubic yards of fill have been placed since August, 1990, when the engineering consultant noted that grading was occurring and the stop work order was placed. The original retention pond has been filled completely. I suggest we discuss this with Scott Snyder as soon as possible.
