For your information, in researching the microfilmed permit records, I
cannot find any permits issued, or Stop Work ordered, or City
harassment, etc., as suggested by Mr. Colby.
I found one permit, #780362 issued 6/30/78 to a Mr. Papillon for a
garage, bedroom, bath, kitchen and family room addition (copy
attached). Please note the inspector's notes, dated 8/24/81.
The street file has a 1985 complaint, attached. You may want to
consult Mary Ottness; she may remember what action was taken.

SUBJECT: RAT PROBLEM - 23311-76TH AVE. W.
On June 3, 1985, 1 contacted Carol Chapman to obtain additional
information regarding a rat problem at the above -subject
residence. She indicated to me that this resident has been
playing "cat and mouse" with your department. He evidently
has old vehicles parked on his property, is told by your
department they must be removed, he removes them in the time
allowed by your department, but these vehicles reappear a
few days later.
The Fire Department has been called as this resident is storing
a 10,000 gallon gas tank on his property and Ms. Chapman stated
there might be gas in it.
I realize rat problems are the concern of my division, however,
the ordinance officer should handle this particular complaint.
The litter on this property is what is drawing the rats.
If you have any questions regarding this matter, please give
me a call on extension 290.

Mr. Lawrence Colby has been remodeling his house (property) for a
number of years. At one time a complaint (verbal) was made to the
building department -.Failure to obtain a building permit. He has
been storing lumber as well as collecting for a period of time.
He has two old vehicles which he stores inside his house, garage,
whatever it is? �In addition, a complaint (verbal) was made to the
fire department in reference to this large steel drum which
supposedly has gasoline in it. The fire department has checked it
out, but what was found, we have not been informed. True, this
guy isn't the best neighbor in town but we have not received any
complaints that the police department can file on.
I don't want to pass the buck, but if there is a building permit
problem, the police department does not enforce building permit
requirements. The gasoline drum problem should be referred to the
fire department. As long as Mr. Colby stores these two junk trucks
inside his house or garage, we have no authority to.have them
removed. Rats - well we don't handle that either. I would like to
be able to help but you can't pour five gallons of water in a
three gallon bucket.

READ THE FOLLOWING AND SIGN:
a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public right-of-way.
b. The side sewer contractor assumes full reponsibility for each
installation for one year.
c. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure. 0
e. Side sewer lines must be laid at a minimum grade. of 2% (1.15
and maximum grade of-100% (450). 0
f. No turn in side s8wer greater than 45 (1/8!bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend)*and wye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts.are required at 30"-60" from each plumbing exit line
and at minimum intervals of 100' along sewer 'line run.
j. Trenches within City right-of-way must be*restored to original
conditions. Contractors shall be responsible for ri ght-of-way failure
due to poor compaction of fill.
k.. Side sewer.must be left uncovered until inspected and approved
by the City.
1. Inspection during normal working hours only. Two (2) working
days notice required.
