Provide a description of the use and what materials are used/stored. Additional occupancy separations or incidental use separations may be required. A 2-hour fire barrier is required between the A2 and A3 occupancies (can be reduced to 1 -hour if building is fully sprinkled — see comments below regarding sprinkler system). You may want to consider using the Non -separated Uses section of IBC 302.3.1 (for the A2 and A3), which would require that the building essentially meet the most restrictive code requirements of each.occupancy. This would also make it easier to mix the A2 eating areas with the A3 arcade areas. A 1 -whour fire barrier is required between the S2 occupancy and the A2/A3 occupancies 7) An automatic sprinkler system is required throughout the building based on the occupancy, occupant load, and/or the size of the fire area (IBC 903.2.1 also see WAC amendment, 903.2.9). The system must meet NFPA-13 standard. The Fire Marshal will be speaking further on this. 8) Provide occupant load calculations. By my rough calculations, the occupant load will exceed 500 requiring 3 exits from the main floor (IBC Table 1004.1.2, Table 1018.1). 2 exits will be required from the parking garage floor (IBC 10 18.1). 2 exits will be required from the laser tag area. 2 exits will be required from the bar/lounge. All required exits must be accessible (see IBC 1007). 9) Exterior wall and opening protection: Openings (doors, windows, ducts, etc.) are limited to a percentage of the wall based on the proximity to the property line. See IBC 704.8 and clearly show on the plans that the openings do not exceed the allowed percentage. 10) A parapet is required on the exterior walls where openings are not permitted or required to be protected, unless an exception is used (see JBC 704.11 also see footnotes to Table 704.8). 11) Provide plumbing fixture calculations on the plans per WAC Chapter 29 (new amendments effective 7/l/05). 12) The roof covering must be the minimum class required by IBC 1505 based on the building type of construction (it will likely be a Class B). 13) Provide details and listed/tested assemblies for all fire resistive construction (walls, floor - ceiling, shafts, etc.) 14) The building/site must be barrier free accessible including the main entrance, restrooms, maneuvering distances throughout the building, parking, customer counter areas, pedestrian access from the public street, etc. Provide details showing compliance. 15) Provide details of the laser tag structures. How will accessibility be addressed for these structures/platforms? 16) Provide accessibility upgrades to the existing portion of the building, such as the entrance to the whirlyball courts, restrboms, etc. 17) Provide door hardware information for accessibility and egress (locking devices). Building Division Pre -application Comments 2 18) Provide illuminated exit signs and emergency lighting throughout the building. 19) Provide Non -Residential Energy Code compliance forms with your application. These forms are available on the following website: http://www.neec.net/documents. At minimum the Envelope Summary form and Lighting Summary form must be submitted with your application. See WSEC 1132 for energy code requirements for alterations made to an existing building. 20) Provide mechanical ventilation in accordance with the State Ventilation Indoor Air Quality Code. Provide -outdoor air at the rates specified in VIAQ Table 3-4 (based on the occupant load established in #9 above) to each room or area. The system must be balanced (supply and retum/exhaust). Provide mechanical plans and calculations showing compliance. Provide manufacturer's specs for the mechanical units to be installed. See City handout for minimum submittal requirements. 2 1) Provide minimum 50 cfi-n exhaust fan in each restroom. 22) A Type I hood and hood suppression system will be required. 23) Demolition permits will be required for the structures to be removed and a demolition bond - may be required prior to issuance of the demolition permit. Permits will also be required from the Puget Sound Clean Air Authority for removal of asbestos. 24) Provide a Fire Protection Footprint (see example provided by the Permit Coordinator). 25) Since the building exceeds 4000 square feet, plans must be stamped and signed by a State licensed Architect or Professional Engineer. 26) List all deferred submittals on the cover sheet of the plans. The City prefers that plumbing plans be included with and'issued with the main building permit to help avoid any construction delays. Common deferred items are mechanical, fire sprinkler, fire alarm, signs, side sewer, water meter, shop drawings, type I hood, hood suppression, propane tank, State electrical, etc. 27) Contact Steve Fisher, Recycling Coordinator, at 425-771-0235 regarding dumpster enclosure location and size. It is understood that the use of the property at 7914 234tb St will be changed from a single family residence to a commercial property. i. A traffic impact analysis will be required. For specific questions regarding this requirement, please contact Darrell Smith, Traffic Engineer. As stated in the Traffic Impact Analysis Requirements handout #E82, for a change of use the impact fee shall be assessed as follows: The impact fee shall be the applicable impact fee for the land use category of the new use, less any impact fee previously paid for the land use category of the prior use. If no impact fee was paid for the prior use, the impact fee for the new use shall be reduced by an amount equal to the current impact fee rate for the prior use. 2. A lo ft street dedication is required along the property frontage Of 7914 234th. 3. Sewer connection fees will be based upon the additional building square footage for the project site. 4. There will not be a water connection charge if a new meter is not installed. 5. The storm development charge will be based upon the new impervious surface area less the current assessed charge for the single family residence. 6. The landscaping that will actually be proposed will need to be designed in accordance with the direction for landscaping in the code sections and design guidelines as listed below.
