This document provides the Federal Emergency Management Agency's determination regarding a request for a Letter of Map Amendment for
the property described above. Using the information submitted and the effective National Flood Insurance Program (NFIP) map, we have
determined that the structure(s) on the property(ies) islare not located in the SFHA, an area inundated by the flood having a 1-percent chance of
being equaled or exceeded in any given year (base flood). This document amends the effective NFIP map to remove the subject property from
the SFHA located on the effective NFIP map; therefore, the Federal mandatory flood insurance requirement does not apply. However, the
lender has the option to continue the flood insurance requirement to protect its financial risk on the loan. A Preferred Risk Policy (PRP) is
available for buildings located outside the SFHA. Information about the PRP and how one can apply is enclosed.
This determination is based on the flood data presently available. The enclosed documents provide additional information regarding this

The National Flood Insurance Program map affecting this property depicts a Special Flood Hazard Area that was
determined using the best flood hazard data available to FEMA, but without performing a detailed engineering
analysis. The flood elevation used to make this determination is based on approximate methods and has not

I just got done talking to FEMA about my LOMA requested and the additional information needed. Apparently, a
couple of years ago there was another LOMA request for Lake Ballinger and FEMA is able to use that approved
application to substantiate the BFE in my application. Therefore (long story made short) I don't need from the City
of Edmonds. My apologizes if you already started to work on this!

house structure from the FEMA floodpain map. I have already submitted my LOMA application to FEMA with an
Elevation Certificate that I had prepared with shows our house is above the Base Flood Elevation (BFE)
established by the City of Edmonds.
I just received a letter (which I have attached to this email in a PDF file) from FEMA needing more information to
back up the City of Edmond's BFE calculation. Specifically, the letter states:
"...the BFE needs to be on community letterhead with a signature from your community official who is in
charge of floodplain management. In addition, if the community is able to supply a BFE for your property,
then additional documentation that supports the establishment of the BFE is required. Such information
many include a complete report from a hydrologic and hydraulic model .... If the community establishes the
BFE at your site using another technique, please provide the scientifically -grounded data that supports
their conclusion."
In my original LOMA application I included a copy of the city's May 15, 2001 memo stating the BFE for Lake
Ballinger (I am attaching a copy of this to the email also). In my opinion the attached City of Edmonds memo
should fulfill their first requirement of "community letterhead with a signature". I have contacted FEMA to verify
this. But I need help with their other requirement for backup for the BFE calculation. I feel like I am getting pretty
good at FEMA acronyms!

SUBJECT: Flood Plain Elevation of Lake Ballinger
CODE(S): International Residential Building.Code
The Building Official is recognized as the Local Flood Management Administrator for the City
of Edmonds. Flood Resistant Construction regulations are contained in the International
Residential Building Code Section R323.
R323.1 states, 'buildings and structures constructed in flood hazard areas (including A or V
Zones) as established in Table R302.1.2 (1) shall be designed and constructed in accordance with
the provisions contained in this section.' However, the code is silent when base flood elevation
data has not been provided. Therefore, the Local Flood Management Administrator shall obtain,
review, and reasonably utilize any base flood elevation and floodway data available from a
federal, state or other source in order to administer the provisions of IRC Section R323.
Regarding Lake Ballinger, the City received the attached letter dated May 10, 2001, from City of
Mountlake Terrace official, Willem Van Ry, P.E. concerning the lake elevation. Mountlake
Terrace officials are responsible for monitoring the lake levels and according to city
documentation the highest water surface elevation observed at Lake Ballinger was 282.5 feet
(based on NGVD 1929) taken during the 1996 December flooding event.
Therefore, for the purposes of administering the provisions of IRC Section 323 and R323.1.3, the
Base Flood Elevation of Lake Ballinger is hereby established as 282.5 feet (based on NGVD
1929).
Permit applications shall be accompanied with a stamped survey showing the base flood
elevation of Lake Ballinger (282.5 ft) and the elevation of the first (lowest) floor of the structure
for compliance to R323.1.4.
The above established elevation is subject to change by the Building Official upon review of
additional substantiated data.
