CRITICAL AREAS DETERMINATION: STUDY REQUIRED
During review and inspection of the subject site, it was found that the site is adjacent to Lake
Ballinger, which is designated a Wetland and a Fish & Wildlife Habitat Conservation Area
critical area pursuant to Chapter 20.15B of the Edmonds Community Development Code
(ECDC).
STUDY REQUIREMENT — WETILAND
Based on the above finding, a Critical Areas Study is required to determine the class of the
wetland and locate the wetland on the property.
Wetland Classification and Delineation: A critical areas consultant shall perform the
following:
o Classification of the wetland pursuant to the criteria established in ECDC Section
20.15B.060(A)(5).
o Defineate the boundaries of the wetland on the site.
o State any mitigating measures appropriate to preserving and protecting the
wetland.
This part of the study shall be performed as a three party contract with the City selecting
the consultant and the property owner or applicant paying the fees. When you are
ready to proceed, please contact a Planner.
Wetland Mapping: After the critical areas consultant has classified the wetland and
delineated the wetland boundary, a surveyor licensed by the State of Washington must
perform the following:
o Survey and map the wetland, the buffer and the building setback (refer to ECDC
20.15B. 130. (C) for the required buffer widths).
In order to complete this Study Requirement, this map must be submitted to the
Planning Division for review and approval.
DEVELOPMENT PROPOSALS ON A SITE WITH A WETLAND
Development proposals that encroach into the wetland buffers or building setbacks may be
allowed through the approval of certain processes. The specific process depends on the
individual site and development proposal but may include Buffer Averaging, Wetland
Replacement Ratios, a Critical Areas Variance, and/or a Critical Areas Variance or Reasonable
Use Exception. If you think that you have a proposal that may require one of these processes,
please contact a Planner for more information.
STUDY REQUIREMENT — WILDLIFE HABITAT
Since the sight is within a fish and wildlife habitat conservation area, this portion of the critical
areas study requires you to contact the State Department of Fisheries and Wildlife. The City

development may be authorized as repair where such replacement is the common method

limited to its size, shape, configuration, location and external appearance and the
replacement does not cause substantial adverse effects to shoreline resources or
environment;
This exemption is not being sent to the Department of Ecology because it appears to City staff
that it is not subject to U.S. Army Corps of Engineers section 10 permit under the Rivers and
Harbors Act of 1899 (the provisions of section 10 of the Rivers and Harbors Act generally apply
to any project occurring on or over navigable waters. Specific applicability information should
be obtained from the Corps of Engineers.) Nor does the project appear to City staff to require a
section 404 permit under the Federal Water Pollution Control Act of 1972. (The provisions of
section 404 of the Federal Water Pollution Control Act generally apply to any project which may
involve discharge of dredge or fill material to any water or wetland area. Specific applicability
information should be obtained from the Corps of Engineers.) Robert Fritzen, Shoreline Planner
with the Department of Ecology, has advised us that per WAC 173-27-050, no letter is required
to be sent to Department of Ecology.
While this letter provides an exemption from the need to obtain a Shoreline Substantial
Development Permit from the City of Edmonds, it does not evaluate whether other State and
Federal approvals are required and leaves that responsibility to the applicants.

GEOTECHNICA,L REPORT
This report presents the results of a geotechnical investigation, undertaken to determine the
cause of settlement noted along your residence and to provide recommendations for
stabilization of the residence at 23525 74'h Avenue West in Edmonds, Washington
(Figure 1).
The purpose of this investigation is to determine the subsurface conditions in the vicinity of
the house foundations, the magnitude of settlement taken place, and to make
recommendations f6r underpinning and releveling the house using AB Chance helical piles.
Our work included: a site reconnaissance; surface elevation measurements across the living
room, basement, and across the yard; subsurface explorations; and engineering analyses to
develop our results and conclusions.
PROJECT DESCRIPTION
We understand that settlement has been observed by you and your wife since the time you
purchased the house and that recently, increasing settlement and associated damage has been
observed. The damage we documented included wall cracks above windows and in comers,
slab cracking in the basement and garage, cracks in the fireplace chimney bricks, doors and
windows that are hard to open (jammed shut by settlement), and cracking in the foun6tions.
The settlement appears to be minimal or non-existent on the west and becomes more
pronounced toward the east.

Davis Construction who will use AB Chance Helical anchors. Therefore, we have not looked
into other underpinning techniques.
It is our understanding that when you purchased the house several years ago that it had about
2 inches of differential settlement from west to east. There had been some remodeling done
while the house was in that condition. Recently, perhaps within the past 19730 - 64th Avenue W.
year, you have seen signs of additional cracking and movement and the Suite 200

SITE DESCRIPTION AND OBSERVATIONS
The residence is located on the east side of 74 h Avenue West, approximately 1') 8 feet west of
the shoreline of Lake Ballinger (Figures I & 2). Residential lots border the north and south
of the property. The yard slopes eastward towards the lake and the house sits approximately
15 to 20 feet above the water level of the lake. Based on conversations with Mrs. Eason, we
understand that a sawmill used to occupy the property. The uprooted stump of a large tree
along your southern property line was observed. The presence of old, burned wood was
noted under the tree and intermingled in the roots. Additionally, burned wood and organic
matter was observed in the loose fill below your house foundations in our borings.
SURVEY READINGS ACROSS INSIDE OF HOUSE
In order to assess the magnitude of settlement, survey readings were performed across the
length of the inside of your house, both upstairs.across the living room and in the basement
below the kitchen area, to the south of the bottom of the stairs. The readings were performed
using a laser level set on a rigid surface (tables, cabinets, etc.) while readings were obtained
along a straight line across the house using a survey rod and adjustable laser eye. The results
are shown on Figure 3 and show that the magnitude of total settlement across the house is
practically the same upstairs and in the basement. The total difference between the west wall
and east wall of the house is 0.29 feet upstairs and 032 feet in the basement, with the
settlement increasing towards the east..
From Figure 3, it appears that settlement in the basement is minimal in the -western 15 feet of
the house and increases nearly linearly from there to the east wafl. The upstairs appears to
have minimal settlement in the western 5 feet and then to increase linearly toward the east.
SUBSURFACE EXPLORATIONS
The site was explored by means of 3 ) hand holes (designated HH- I through HH-3) and one
Dynamic Cone Penetrometer hole (designated DCP-4), the locations of which are shown in
Figure 2. DCP tests were also performed in the hand holes. The DCP consists of a 17.5-
pound hammer, free -falling 20 inches, which drives a 0.78-inch diameter, 600 cone into the
soil. The connecting rods above the tip have a diameter of 0.63-inch. A measurement rod
attached to the DCP allows t ' he penetration per blow to be recorded. Correlations were used
to convert the results of the DCP tests to Standard Penetration T ' est (SPT) results. The results
are plotted on the borehole logs, Figures 5 through 7. All explorations were perforined by an
HWA geotechnical engineer.
Pertinent information including soil description and engineering- characteristics, stratigraphy,
and ground water occurrence are recorded on the attached soil logs, Figures 6 through 8. A
legend of the terms and symbols used on the exploration logs is presented in Figure 5. The
stratigraphic contacts shown on the logs and cross-section represent the approximate
boundaries between soil types; actual transitions may be more gradual. It should be noted
that the soil and ground water conditions depicted are only for the specific dates and
locations reported and, therefore, are not necessarily representative of other locations and
times. It is anticipated that water conditions will vary depending on seasonal precipitation,

local subsurface conditions and other factors.
SUBSURFACE CONDITIONS
The geological map of the area "Geologaic Map of the Edmonds East and Part of the
Edmonds West Quadrdnales, Washington " (Minard, 1983), indicates that the near -surface
soil deposits in the area of the property consist of Advance Outwash, described as mostly
clean, gay, pebbly sand with increasing amounts of gravel higher in the section.
Advance outwash typically -consists of dense, advance glacial outwash, deposited and
subsequently overridden by the advancing glacier. Based on visual observations in our hand
bonings and interpretations from the DCP results, we believe that advance outwash was
encountered in all of our explorations.
Hand holes HH- I and HH-2 were performed along the eastern wall of the house and revealed
nearly identical subsurface conditions consisting of approximately 6 feet of very loose to
loose silty sand and gravel with burned wood debris and organics over dense, native silty
sand and gravel, which we interpret as advance outwash. The footing of the house was
exposed in HH-2. The bottom of the footing was approximately 16 inches below ground
surface level. The footing extended 2.5 inches from the stem wall and was approximately 4.5
inches thick. Ground water was noted between 5 and 6 feet below ground surface, near the
contact between the fill and native soil in both excavations.
Hand hole HH-3 was excavated along the north wall of the house as shown in Figure 2. The
excavation revealed approximately 2 feet of loose, silty sand and gravel fill over pea gravel
fill. The pea gravel fill was likely placed as sewer line bedding and backfill, as a steel utility
pipe approximately 4 inches in diameter, was encountered resting on the top of the.footi,ng at
a depth of approximately 2.7 feet below ground surface. DCP tests were performed at the top
of footing level, just to the north of the footing and pipe. The tests indicated loose material
(fill) to approximately 4 feet over dense material, which we interpret as outwash.
A DCP test (DCP-4) was performed approximately 10 feet west of HH-3. This test revealed
loose/medium dense soil to approximately 2.5 feet before encountering dense/very dense
soil.
A profile of the yard including the location of thehouse, bottom of footing and results of the
hand holes and DCP tests is shown in Figure 4, Cross -Section A -A'. Based on this cross-
section, it appears that the western approximately 1/3 of the house is supported on dense,
native soil and that the eastem 2/3 of the house is situated on progressively thicker depths of
loose fill.
CONCLUSIONS AND RECOMMENDATIONS
GENERAL
In our opimion, the foundation settlement appears to be a result of compression and
degradation settlement, of loosely -placed, organic -rich, fill materials underlying the
residence. Granular soil, such as the fill, typically compresses immediately or very shortly

after it is loaded. Thus, it is likely that a significant amount of the settlement occurred during
and shortly following original construction.
Organic matenials, such as wood and roots that are trapped within a fill, tend to decompose
slowly over time, in response to varying moisture and temperature conditions. Such
degradation results in long-term settlement. Because the loose fill has significant amount's of
organic matter, we conclude that a portion of the settlement has likely occurred over an
extended time period due to degradation of organic materials. Organic degradation
settlements will continue to occur over time.
UNDERPINNING
Our excavations at the east end of the house encountered approximately 6 feet of loose, silty,
gravelly sand fill with areas containing abundant wood and burned wood debris, underlain by
native, dense outwash sand and gavel. In order to provide vertical support for the house and
preventfuture settlement, we recommend underpinning the entire eastern wall of the house
and at least portions of the north and South walls. The thickness of the loose fill varies from
about 6 feet under the east wall to nothing part way back to the west. At shallow depths, it
may be more cost effective to excavate the fill under the footing and fill the hole with lean
concrete or CDF. We recommend that underpinning start on the east side of the house and
that the mode of underpinning change from helical piles to undercut and backfill at the point
where the contractor establishes that it would be more cost. effective.
We also recommend that the chimney foundation be underpinned at each comer.,
AB CHANCE HELICAL PILE DESIGN CONSIDERATIONS
The following recommendations support the installation of helical anchors by Davis
Construction.
Helical anchors are installed usinga hydraulic torque head, and screwed -into the ground until
a threshold 'torque is reached. Load -carrying capacities of helical anchors depend largely on
helix configurations, soil characteristics and the maximum torque applied during installation.
We have calculated the allowable load on the east wall footing was less than 2,000 pounds
per foot. The stem walls are concrete and more than 8 feet high, however, they were not
designed for point load support. Therefore, we recommend that the piles be located an
average of 8 feet, and no more than 9 feet, apart. The maximum design load of each pile is
therefore less than 18,000 pounds. In our opinion, AB Chance helical piles with a standard 8,
10 and 12 inch lead section and a standard 1- 1/2 inch square shaft can be installed to carry an
allowable load capacity of 25 kips each. This will require a torque of at least 2,500 ft-lbs,
which we believe, is attainable in the underlying advance outwash soils. Standard AB
Chance mounting brackets designed by AB Chance to be used with the 1- 1/2 inch diameter
rods should be used to attach the rod to the footing.

The anchors should be placed approximately as shown on Figure 3. Exact locations can vary
based on field conditions and obstructions encountered during installation.
It is our understanding that the work will be. done in accordance with these recommendations.
CONSTRUCTION CONSIDERATIONS
There is a potential that the anchors may hit obstructions in the fill (such as wood debri's or
cobbles). If an obstruction is encountered that cannot be passed, then the anchor should be
withdrawn or abandoned in place, and another anchor should be relocated I to 2 feet away.
An HWA geotechnical engineer should be present during construction to confirm that the
anchors are installed in, accordance with our recorninendations, and to provide revised
recommendations should conditions encountered during construction vary from those
anticipated.,
Once the anchors have been installed and the building has been lifted, the excavated area
around each anchor and bracket assembly should be backfilled with lean concrete or
controlled density backfill (CDF). All existing and new concrete cracks should also be filled.
All existing and any new concrete cracks in the concrete should be repaired with a concrete
crack -filling compound after the underpinning work is complete.
CONSTRUCTION SPECIFICATIONS
This report is written as a geotechnical engineering report. It is our understanding that the
owner has chosen a contractor and that both agree that.the recommendations contained herein
are the way the project should be completed. It is also our understanding that HWA will be
retained to do the construction observations. Therefore, these recommendations could be
considered construction specifications for purposes of obtaining a pennit.
CONDITIONS AND LIMITATIONS
We have prepared this letter report for use by John Eason and his designated agents for use in
underpinning the residence at 23525 74 1h Avenue West in Edmonds, Washington. This
report should be provided to prospective contractors for their bidding or estimating purposes,
,but conclusions and interpretations included in this letter report should not be construed as
our warranty of the subsurface conditions. Experience has shown that soil and ground water
conditions can vary significantly over small distances. Inconsistent conditions can occur
between explorations and may not be detected by a geotechnical study. If, during future site
operations, subsurface conditions are encountered which vary appreciably from those
described herein, HWA should be notified for review of the recommendations of this letter
report, and revision of such if necessary.

CRITICAL AREAS DETERMINATION: STUDY REQUIRED
During review and inspection of the subject site, it was found that the site is adjacent to Lake
Ballinger, which is designated a Wetland and a Fish & Wildlife Habitat Conservation Area
critical area pursuant to Chapter 20.15B of the Edmonds Community Development Code
(ECDC).
STUDY REQUIREMENT — WETILAND
Based on the above finding, a Critical Areas Study is required to determine the class of the
wetland and locate the wetland on the property.
Wetland Classification and Delineation: A critical areas consultant shall perform the
following:
o Classification of the wetland pursuant to the criteria established in ECDC Section
20.15B.060(A)(5).
o Delineate the boundaries of the wetland on the site.
o State any mitigating measures appropriate to preserving and protecting the
wetland.
This part of the study shall be performed as a three party contract with the City selecting
the consultant and the property owner or applicant paying the fees. When you are
ready to proceed, please contact a Planner.
Wetland Mapping: After the critical areas consultant has classified the wetland and
delineated the wetland boundary, a surveyor licensed by the State of Washington must
perform the following:
o Survey and map the wetland, the buffer and the building setback (refer to ECDC
20.15B. 130. (C) for the required buffer widths).
In order to complete this Study Requirement, this map must be submitted to the
Planning Division for review and approval.
DEVELOPMENT PROPOSALS ON A SITE WITH A WETILAND
Development proposals that encroach into the wetland buffers or building setbacks may be
allowed through the approval of certain processes. The specific process depends on the
individual site and development proposal but may include Buffer Averaging, Wetland
Replacement Ratios, a Critical Areas Variance, and/or a Critical Areas Variance or Reasonable
Use Exception. If you think that you have a proposal that may require one of these processes,
please contact a Planner for more information.
STUDY REQUIREMENT — WILDLIFE HABITAT
Since the sight is within a fish and wildlife habitat conservation area, this portion of the critical
areas study requires you to contact the State Department of Fisheries and Wildlife. The City
defers administration and enforcement of fish and wildlife habitat area protection measures to
the appropriate state or federal agency responsible for administering said protection measures.
Approval of any building permits for this site shall be subject to the requirements of the State
Department of Fish and Wildlife.
DEVELOPMENT PROPOSALS ON A SITE WITH WILDLIFE HABITAT
The applicant must show written evidence of compliance with the requirements of the
Washington State Department of Fish and Wildlife prior to or with the submittal of any building
permits or other development permits for this site. Your contact at the Department of Fish &

project by project basis.

The above project has been determined to be exempt from e requirement to obtain a Shoreline
/Substantial Development Permit under WAC 173 -27-040(2)(b), which states:
Non-nal maintenance or repair of existing structures or developments, including damage
by accident, fire or elements. "Normal maintenance" includes those usual acts to prevent a
decline, lapse, or cessation from a lawfully established condition. "Normal repair" means
to restore a development to a state comparable to its original condition, including but not
limited to its size, shape, configuration, location and external appearance, within a
reasonable period after decay or partial destruction, except where repair causes substantial
adverse effects to shoreline resource or environment. Replacement of a structure or
development may be authorized as repair where such replacement is the common method
of repair for the type of structure or development and the replacement structure or
development is comparable to the original structure or development including but not
limited to its size, shape, configuration, location and external appearance and the
replacement does not cause substantial adverse effects to shoreline resources or
environment;
This exemption is not being sent to the Department of Ecology because it appears to City staff
that it is not subject to U.S. Army Corps of Engineers section 10 permit under the Rivers and
Harbors Act of 1899 (the provisions of section 10 of the Rivers and Harbors Act generally apply
to any project occurring on or over navigable waters. Specific applicability information should
be obtained from the Corps of Engineers.) Nor does the project appear to City staff to require a
section 404 permit under the Federal Water Pollution Control Act of 1972. (The provisions of
section 404 of the Federal Water Pollution Control Act generally apply to any project which may
involve discharge of dredge or fill material to any water or wetland area. Specific applicability
information should be obtained from the Corps of Engineers.) Robert Fritzen, Shoreline Planner
with the Department of Ecology, has advised us that per WAC 173-27-050, no letter is required
to be sent to Department of Ecology.
While this letter provides an exemption from the need to obtain a Shoreline Substantial
Development Permit from the City of Edmonds, it does not evaluate whether other State and
Federal approvals are required and leaves that responsibility to the applicants.

This is the final report on the field observations. for your residence. We have sent a copy to
Davis Construction and the City of Edmonds.
Your residence had undergone settlement over a period of many years. HWA prepared a
geotechnical report on the settlement on April 19, 2004. That report identified soft ground
around about half of the east side of the house. We recommended underpinning. Davis
Construction installed the underpinning in October 2004. HWA perfon-ned part-time observation
services.
AB Chance anchors were installed around the outside perimeter of the structure and pin piles
were installed inside the structure. During construction, large voids were found under the
basement concrete slabs and the settlement extended farther west than anticipated. You, Davis
Construction and HWA agreed on a course of action, which included installing more anchors and
pin piles and structurally supporting portions of the floor slab.

ANCHORS
The following items describe the basic installation of the anchors. Additional details for each
anchor are given in Table 1.

• The anchors were all installed to 2,500 ft-lbs, the maximum torque that could be achieved
with the drill used.
• Based on the installation torque of 2500 ft.-lbs., the ultimate load capacity of each anchor
would be in excess of 25,000 lbs.
• The anchors were installed on no more than 6-foot center under the footings The footings
under this house should have been designed for a bearing capacity of less than 2,000 lbs./ft.,
which would be less than 12,000 lbs. per anchor.
• In our opinion the anchors have a factor of safety of at least 2 which is adequate.
• Some lifting was done on some of the anchors. The house had been extensively remodeled
and complete releveling could do more damage than good so that was not attempted.
PH'FS
The following items describe the basic installation of the pin piles. Additional details for each
pile are given in Table 2.
• Piles are 2-inch ID schedule 80 galvanized pipe.
• Piles are on 2-foot centers under bearing walls and about 6-foot centers under floor slabs.
• Where the pin piles were used under footings, the lip of the footing, where there was one,
was removed with ajackbarnmer. A standard U bracket was bolted on the side of the
footing. The pipe was driven through this bracket. The pipe was cut off even with the top of
the U bracket and a plate was welded on the top of the bracket to hold the pile down. This
was encased in concrete when the floor was poured.
• Where piles were supporting floors, a metal cap was welded on the top of the pile, which was
embedded in the floor slab.
• Piles were driven with a 140-poundlackhanuner until the penetration was less than I inch in
I minute.
• The City of Seattle Directors Rule uses an allowable load of 4,000 pounds per 2-incb pin pile
with a factor of safety of at least 2 and no load test is required,
• In our opinion, the factor of safety under footings is at least 2, which is adequate.
• In our opinion, the factor of safety under the floor slabs is si&mificantly more than 2, which is
adequate.
FLOOR SLABS
The floor slab% were nominally 6 inches thick with #4 bars on 16-inch centers throughout the
slabs. They were poured on the ground surface but it is expected that the ground will settle
under its own weight and the floor slabs will ultimately rest on the piles.

This report presents the results of a geotechnical investigation, undertaken to determine the
cause of settlement noted along your residence and to provide recommendations for
stabilization of the residence at 23525 74 1h Avenue We3t in Edmonds, Washington
(Figure 1).
The purpose of this investigation is to determine the subsurface conditions in the vicinity of
the house foundations, the magnitude of settlement taken place, and to make
recomi-nendations for underpinning and releveling the house using AB Chance helical piles.
Our work included: a site reconnaissance; surface elevation measurements across the living
room, basement, and across the yard; subsurface explorations-, and engineering analyses to
develop ou: results and conclusions.
PROmcT DEsCRIPTION
We understand that settlement has been observed by you and your wife since the time you
purchased the house and that recently, increasing settlement and associated damage has been
observed. The damage we documented included wall cracks above windows and in comers,
stab cracking in the basement and garage, cracks in the fireplace chimney bricks, doors and
windows that are hard to open (jammed shut by settlement), and cracking in the foundations.
The settlement appears to be minimal or non-existent on the west and becomes more
pronounced toward the east.
It is our understanding that you have contacted several contractors and have decided to use
Davis Construction who will use AB Chance Helical anchors. Therefore, we have not looked
into other underpinning techniques.
1t is our understanding that when you purchased the house several years ago that it had about
2 inches of differential settlement from west to east. There had been some remodeling done
while the house was in that condition. Recently, perhaps within the past 19730 - 64th Avenue w

SITE DESCRIPTION AND OBSERVATIONS PERMIT COUNTER
The residence is located on the east side of 70 Avenue West., approximately 138 feet west of
the shoreline of Lake Ballinger (Figures I & 2). Residential lots border the north and south
of the property. The yard slopes eastward towards the lake and the house sits approximately
15 to 20 feet above the water level of the lake. Based on conversations with Mrs. Eason, we
understand that a sawmill used to OQQUPY thC propgrty, Th; uprootcd gump of a large tree

along your southern property line was observed. The presence of old, burned wood was
noted under the tree and intermingled in the roots. Additionally, burned wood and organic

matter was observed in the loose fill below your house foundations in our borings.
SURVEY PCEADINGs ACROSS INSEDE OF HOUSE
In order to assess the magnitude of settlement, survey readings were per -formed across the
length of the inside of vour house, both upstairs across the living room and in the basement
below the kitchen area, to the south of the bottom of the stairs. The readings were performed
using a laser level set on a rigid surface (tables, cabinets, etc.) while readings were obtained
along a straight line across the house using a survey rod and adjustable laser eye. The results
are shown on Figure 3 and show that the magnitude of total settlement across the house is
practically the same upstairs and in the basement. The total difference between the west wall
and east wall of the house is 0.29 feet upstairs and 0.3 )2 feet in the basement, with the
settlement increasing towards the east.
From Figure 3, it appears that settlement in the basement is minimal in the western 15 feet of
the house and increases nearly linearly from there to the east wall. The upstairs appears to
have minimal settlement in the western 5 feet and then to increase linearly toward the east.
SUBSURFACE ExPLORATIONS
The site was explored by means of 3 hand holes (designated HH- I through HH-3) and one
Dynarnic Cone Penetrometer hole (designated DCP-4), the locations of which are shown in
Figure 2. DCP tests were also performed in the hand holes. The DCP consists of a 17.5-
pound hammer, free -falling 20 inches, which drives a 0.78-inch diameter, 600 cone into the
soil. The connecting rods above the tip have a diameter of 0.63-inch. A measurement rod
attached to the DCP allows the penetration per blow to be recorded. Correlations were used
to convert the results of the DCP tests to Standard Penetration Test (SPT) results. The results
are plotted on the borehole logs, Figures 5 through 7. All explorations were performed by an
HWA geotechnical engineer.
Pertinent information including soil description and engineering characteristics, stratigraphy,
and ground water occurrence are recorded on the attached soil logs, Figures 6 through 8. A
legend of the terms and symbols used on the exploration logs is presented in Figure 5. The
stratigraphic contacts shown on the logs and cross-section represent the approximate
boundaries between soil types; actual transitions may be more gradual. It should be noted
that the soil' and ground water conditions depicted are only for the specific dates and
locations keported and, therefore, are not necessarily representative of other locations and
times. h is anticipated that water conditions will vary depending on seasonal precipitation,

local subsurface conditions and other factors.
SUBSURFACE CONDITIONS
The geological map of the area "Geologic Map of the Edmontis East and Part of the
Edmonds West Quadrangles, Washington " (Minard, 1983), indicates that the near -surface
soil deposits in the area of the property consist of Advance Outwash, described as mostly
clean, gray, pebbly sand with increasing amounts of gavel higher in the section.
Advance outwash typically consists of dense, advance glacial outwash, deposited anci
subseq ' uently overridden by the advancing glacier. Based on visual observations in our hand
borings and interpretations from the DCP results, we believe that advance outwash was
encountered in all of our explorations.
Hand holes HH- 1 and HH-2 were performed along the eastem. wall of the house and revealed
neariv identical subsurface eondifiong mmigfing of approRhately 6 feet of very looge to
loose silty sand and gravel with burned wood debri's and organics over dense, native �;ilty
sand and gravel, which we interpret as advance outwash. The footing of the house was
exposed in HH-2. The bottom of the footing was approximately 16 inches below ground
surface level. The footing extended 2.5 inches from. the stem wall and was approximately 4.5
inches thick. Ground water was noted between 5 and 6 feet below ground surface, near the
contact between the fill and native soil in both excavations.
Hand hole HH-3 was excavated along theriorth wall of the house as shown in Figure 2. The
excavation revealed approximately 2 feet of loose, silty sand and gravel fill over pea gravel
fill. The pea gravel fill was likely placed as sewer line bedding and backfill, as a steel utility
pipe approximately 4 inches in diameter, was encountered resting on the top of the footing at
a depth of approximately 2.7 feet below ground surface. DCP tests were performed at the top
of footing level, just to the north of the footing and pipe. The tests indicated loose material
(fill) to approximately 4 feet over dense material, which we interpret as outwash.
A DCP test (DCP-4) was performed approximately 10 feet west of HH-3. This test revealed

loose/medium. dense soil to approximately 2.5 feet before encountering dense/very dense
soil.
A profile of the yard including the location of the house, bottom of footing and results of the
hand holes and DCP tests is shown in Figure 4, Cross -Section A -A'. Based on this cross-
section, it appears that the western approximately 1/3 of the house is supported on dense,
native soil and that the eastern 2/3 of the house is situated on progressively thicker depths of
loose fill.
CONCLUSIONS AND REcoINIMENDATIONS
GENERAL
in our opinion, the foundation settlement appears to be a result of compression and
degradation settlement. of loosely -placed, organic -rich, fill materials underlying the
residence. Granular soil, such as the fill, ty ically compresses immediately or very shortly

after it is loaded. Thus, it is likely that a significant amount of the settlement occurred during
and shortly following original construction.
Organic materials, such as wood and roots that are trapped within a fill, tend to decompose
slowly over time, in response to varying moisture and temperature conditions. Such
degradation results in long-term settlement. Because the loose fill has significant amounts of
organic matter, we conclude that a portion of the settlement has likely occurred over an
extended time period due to degradation of organic materials. Organic degradation
settlements will continue to occur over time.
UNDERPINNING
Our excavations at the east end of the house encountered approximately 6 feet of loose, silty,
gravelly sand fill with areas containing abundant wood and burned wood debris, underlain by
native, dense outwash sand and gravel. In order to provide vertical support for the house and
prevent future settlement, we recommend underpinning the entire eastern wall of the house
and at least portions of the north and south walls. The thickness of the loose fill varies from
about 6 feet under the east wall to nothing part way back to the west. At shallow depths, it
may be more cost effective to excavate the fill under the footing and fill the hole with lean
concrete or CDF. We recommend that underpinning start on the east side of the house and
that the mode of underpinning change from helical piles to undercut and backfill at the point
where the contractor establishes that it would be more cost effective.
We also recommend that the chimney foundation be underpinned at each comer.
AB CHANCE HELICA.L PILE DESIGN CONSIDERATIONS
The following recommendations support the installation of helical anchors by Davis
Construction.
Helical anchors are installed using a hydraulic torque head, and screwed into the ground until
a threshold torque is reached. Load -carrying capacities of helical anchors depend largely on
helix configurations, soil characteristics and the maximum torque applied during installation.
We have calculated the allowable load on the east wall footing was less than 2,000 pounds
per foot. The stem walls are concrete and more than 8 feet high, however, they were not
designed for point load support. Therefore, we recommend that the piles be located an
average of 8 feet, and no more than 9 feet, apart. The maximum design load of each pile is
therefore less than 18,000 pounds. In our opinion, AB Chance helical piles with a standard 8,
10 and 12 inch lead section and a standard 1-1/2 inch square shaft can be installed to carry an
allowable load capacity of 25 kips each. This will require a torque of at least 2,500 ft-lbs,
which we believe, is attainable in'the underlying advance outwash soils. Standard AB
Chance mounting brackets designed by AB Chance to be used with the 1- 1/2 inch diameter
rods should be used to attach the rod to the footing.

The anchors should be placed approximately as shown on Figure ' ). Exact locations can vary
based on field conditions and obstructions encountered during installation.
It is our understanding that the work will be done in accordance with these recommendations.

CONSTRUCTION CONSIDERATIONS
There is a potential that the anchors may hit obstructions in the fill (such as wood debris or
cobbles). If an obstruction is encountered that cannot be passed, then the anchor should be
withdrawn or abandoned in place, and another anchor should be relocated 1. to 2 feet away.
An HWA geotechnical engineer should be present during construction to confirm that the
anchors are installed in accordance with our recommendations, and to provide revised
recommendations should conditions encountered during construction vary from those
anticipated.
Once the anchors have been installed and the building has been lifted, the excavated area
around each anchor and bracket assembly should be backfilled with lean concrete or
controlled density backfill (CDF). All existing and new concrete cracks should also be filled.
All existing and any new concrete cracks. in the concrete should be repaired with a concrete
crack -filling compound after the underpinning work is complete.
CONSTRUCTION SPECIFICATIONS
This report is written as a geotechnical engineering report. It is our understanding that the
owner has chosen a contractor and that both agree thatthe recommendations contained herein
are the way the project should be completed. It is also our understanding that HWA will be
retained to do the construction observations. Therefore, the ' se recommendations could be
considered construction specifications ',or purposes of obtaining a permit.
CONDITIONS AND LEMTATIONS
We have prepared this letter report for use by John Eason and his designated agents for use in
underpinning the residence at 23525 74 th Avenue West in Edmonds, Washington. This
report should be provided to prospective contra6tors for their bidding or estimating purposes,
but conclusions and interpretations included in this letter report should not be construed as
our warranty of the subsurface conditions. Experience has shown that soil and ground water
conditions can vary significantly over small distances. Inconsistent conditions can occur
between explorations and may not be detected by a geotechnical study, If, during future site
operations, subsurface conditions are encountered which vary appreciably from those
described herein, HWA should be notified for review of the recommendations of this letter
report, and revision of such if necessary.

presence or absence of wetlands or hazardous substances in the soil, surface water, or ground
water at this site. This firm does not practice or consult 'in the field of safety engineering.
We do not direct the contractor's operations and we cannot be responsible for the safety of
personnel other than our own on the site; the safety of others is the responsibility of the
contractor. The contractor should notify the owner if any of the recommended actions
presented herein are considered unsafe.

This document provides the Federal Emergency Management Agency's determination regarding a request for a Letter of Map Amendment for the property
described above. Using the information submitted and the effective National Flood Insurance Program (NFIP) map, we determined the structure on the
property is not located in the SFHA, an area inundated by the flood having a I -percent chance of being equaled or exceeded in any given year (base flood).
This document amends the effective NFIP map to remove the structure from the SFHA: therefore, the federal mandatory flood insurance requirement does
not apply. However, the lender has the option to continue the flood insurance requirement to protect its financial risk on the loan- A Preferred Risk Policy
(PRP) is available for buildings located outside the SFHA. Information about the PRP and how one can apply is enclosed.
