construct side sewers in the public' right-of-way.
b. The side sewer contractor assumes full reponsibility for each

0 d.. Side sewers may not be installed closer than thirty inches (30")
to any structure.

e. Side sewer lines must be laid at a minimum grade, of 2% (1.15

between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and wye with removable cap.
g. No down spouts', footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 100' along sewer 'line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible, 1 ' for right-of-way failure
due to poor compaction of fill.
k.. Side sewer must be left uncovered until inspected and approved
by the City.

days notice required.

COUNCIL
Councilman NaUghten inquired about a letter from some residents regardi ng the
-,..,,,,,,/,-,status of an alley between Laurel and Pine Sts. , which letter had been referred
to the Public Works Department for a report. Public Works Director Leif Larson
responded that a report WOUld be forthcoming at the next Council meeting.
Councilman Clement referred to a letter from Vic Sood, Director of the SCPTBA,
in which lie asked for a COUncilperson to serve on the Technical Advisory Committee
which will review periodically a consultant's work entitled "Feasibility Study
for Inter -Modal Terminal in Edmonds." Councilman Clement noted that Councilman
Nordquist had been serving as an alternate for him to the SCPTBA Board and he
suggested that Councilman Nordquist be appointed to this committee. COUNCILMAN
MOTION: CLEMENT MOVED, SECONDED BY COUNCILWOHAN ALLEN, TO APPOINT COUNCILMAN NORDQUI-ST
AS THE CITY'S REPRESENTATIVE ON THE SCPTBA TECHNICAL ADVISORY CONHITTEE. MOTION

Plans, exhibits, and data required prior to approval of building permit application:
1. Scale: 1" = 10' (preferred)

2. Area: Plan shall'show entire property owned by applicant, all portions to -be

3. Street: Indicate adjacent public right-of-way.
4. Elevations: Show existing contours of property, proposed finish grades through-
out property and at building corners, adjacent street elevations at centerline
.of paving and curb line.
5. Slopes: Indicate earth slope locations with slope ratio (Maximum 1.5' h8rizontal
to 1.0' vertical) and proposed method of erosion control. Proposed retaining
walls should be located and type of construction indicated. Ex�avation, grades'
and slopes, and plans, therefore, shall conform to Chapter 70 of the Uniform
Building Code (current adopted edition).
6. Utility Improvements: Indicate proposed paved areas, direction of slope, parking
arrangement, location of curbs, sidewalks, and underground utilities within
the private property; and public right-of-way improvements which shall include
sidewalks, curbs, street paving, storm sewers, sanitary sewers, and water mains
as directed by the City Engineer. Street lighting shall also be provided with
the necessary street li t standards and underground wiring.

7. Surface Drainage: Complete design and'specifications including design cql-
cu ations of drainage facilities required for surface water runoff by
professional engineer in accordance with Ordinance No. 1924.
Where drainage is,across adjacent private property, all parties having any
ownership interest in the lands being developed shall provide, as a restriction
on the plat ru-ining with the land, that the City.of Ec�=ds shall be held harm-
less from any and all clairrs for damages i%bich may be occasioned to adjacent
land by reason of the construction and operation of the drainage system, unless,
