On Friday, July 6th, at the request of Long Services Co. (Long), the abatement contractor for the subject project,
EHS-International'(EHSI), the HAZMAT consultant, accomplished final visual inspection of the abatement work in
the Gym/Kitchen Building at Old Woodway Elementary School associated with the planned demolition. The
inspection was satisfactory, all asbestos -containing materials (ACM) contracted to be removed had been and the
area.was satisfactorily cleaned and "locked down" with encapsulant. Also on Friday, EHSI collected a'set of
five phase contrast microscopy (PCM) air clearance samples in the impacted rooms (Gym, Restrooms,
and Kitchen). Preliminary analytical results (attached) indicate that the airborne asbestos concentration for each
of these samples was significantly below the contract threshold value of 0.01 fibers per cubic centimeter (f/cc),
which in turn is below the Washington State Department of Labor and Industries permissible exposure limit of 0.1
f/cc. Based on these preliminary analytical results and the satisfactory final visual inspection, the Boiler Building

is considered safe for re-entry by non -certified asbestos workers (e.g., the Edmonds Fire Department and the
demolition contractor).

way Elementary School if no
more resident -initiated chal-
lenges are mounted against it.

bors protesting removal of build-
ings on the property the city
bought for a park was handed
down in Snohomish County Su-
perior Court May 25. Judge
Michael Downes denied a peti-
tion by Colin Southcote-Want for
reconsideration of Downes'ear-
lier ruling that the court didn't
have jurisdiction in the matter
because the demolition permit
had not been finalized.
In granting Edmonds' motion
for dismissal based on the juris-
dictional issue, Bio Park, attor-
ney for the city, said Downes
told the parties that even if the
appeal was not premature, it's
"unlikely" Southcote-Want
would have prevailed on the
merits of his case. The judge
thought all federal, state and lo-
cal laws properly addressed any
significant environmental harm

WOODwAy ELEMENTARY PROJECT, NARRATIVE
The proposed plat of Woodway Elementary will subdivide the western half the old Woodway
Elementary School site, located at 23708 - 104'I"Avenue W., into 27 single-family residential
lots with associated infrastructure in accordance with the City of Edmonds' Preliminary Plat and
Planned Residential Development (PRD) Code. _77-1

located in Section 36, Township 27N, Range 3E, W.M. The total size of the propertY40
approximately 5.61 acres.
The project is surrounded by single family residences to the north, south and west, a cemetery
to the south east and the old elementary school buildings to the east. A BPA easement extends
along the north side of the site. The site and the surrounding zoning is RS-8 (Single-family
8,000 SF lots) with a Comprehensive Policy Plan Designation of Single Family Urban 1.
The site currently consists of relatively level playfields. A baseball field is located on the north
half of the property and a soccer field is located on the south half. The northeastern corner of
the site contains a forested area which contains Douglas fir and Western red cedar.
At test sites explored during the geotechnical investigation, the topsoil was underlain
discontinuously across the site by loose to medium dense fill. The fill and topsoil are all
underlain by medium dense to dense Vashon advance outwash.
PROPOSED PROJECT DESCRIPTION
Woodway Elementary is a proposal to develop the existing parcel into 27 new lots for single-
family homes. This will include associated infrastructure, with rights -of -way, a recreation area,
and open space tracts, using the City of Edmonds' Preliminary Plat and Planned Residential
Development (PRD) processes.
The project will access from 237 1h Place SW. Throughout the site, rights -of -way will be
constructed to meet City of Edmonds standards, including 315of pavement, with an 8.5'
parking lane, within 50'of right-of-way, vertical curb and gutter, and sidewalks.
Both water and sanitary sewer service are available and will be provided by Olympic View
Water & Sewer. The water connection will be made to the existing 8" main in 237th Place SW.
The sewer connection will be made by extending the existing 8" main approximately 240'to a
new manhole at the entrance to the site.
An infiltration vault preceded by vortechs water quality structures will be located in Tract C of
the site. On -site storm water will collected in catch basins within the roadway and conveyed to
the new detention facility.

WOODwAY ELEMENTARY PROJECT NARRATIVE
A recreational area will be constructed on Tract C, near the center of the site, in accordance
with City standards. The proposed recreational area will consist of approximately 7,350 square
feet and contain a tot lot, picnic tables, park benches and a trail which will connect the site
entrance to the cul-de-sac. Additional landscaped open space areas will also be located near
the entrance and in the northeastern corner of the site. The open space area in the northeast
corner will maintain its dense forested native vegetation.
