To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. Any slope of 40% or more with at least 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50-foot buffer is required from both the top and toe of the slope. A 15-foot building setback is required from the 50-foot buffer. For development of any kind which is proposed within the critical area, 50-foot buffer or 15- foot building setback, it must be shown that the'development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: I . For development proposals which will occur within the 50-foot buffer, but no closer than 10 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. DATE: November 13, 2009 rp�pa JE% RE: CRITICAL AREAS SITE REVIEW Y"� i �'o 9N) HICKMAN PARK FENCE, 23700 104 TH AVENUE SW NOV 13 2009 EDMONDS, WASHINGTON OUILDING DEPAR7MENT CITY OF EDMONDS INTRODUCTION TIiis technical memorandum summarizes our observations, conclusions, and recommendations related to proposed fence installation within a critical area at 23700 104th Avenue SW for Hickman Park, a recently constructed public park in Edmonds, Washington. Our services were provided in accordance with Task Order No. 09-20 with the City of Edmonds (City). We understand that a portion of the proposed fence is to be installed within an identified critical area pursuant to Edmonds Community Development Code (ECDC) Chapter 23.40; specifically, some of the fencing will be located within areas of steep slopes which are classified as erosion and landslide hazard areas. The proposed fence is a 6-ft high chain -link fence supported by 2- to 3-ft deep posts spaced every 10 feet. At the request of the City, Colin Turnbull of Landau Associates visited the subject property on November 12, 2009 with City representatives Brian McIntosh and Rich Lindsay. The purpose of the visit was to assess the proposed installation regarding compliance with City development and building permit requirements as contained in ECDC Chapter 23.40 and 23.80. OBSERVATIONS Hickman Park is a 5.6-acre parcel bounded to the north and south by residential properties, to the west by undeveloped land, and to the east by 104 1h Avenue West. The Park is relatively flat, with the exception of the northwest comer that is bounded by a slope that rises in height towards the west. The crest of this slope is occupied by residential properties built on relatively flat areas. The toe of this slope is relatively flat and is currently used as a wooded trail within a part of Hickman Park. Generally, the slope is relatively well vegetated with low brush, ivy, and a few scattered young and mature coniferous trees (6 inches to 3 ft in diameter) with occasional mature deciduous trees. However, loose, sandy, fill 130 2nd Avenue South a Edmonds, WA 98020 - (425) 778-0907 * fax (425) 778-6409 * wvvw.landauinc.com soil from past grading activities, presumably from residential properties along the crest, was observed along the upper half of the slope extending for a distance of about three lots east of the northwest property comer. In addition concrete and asphalt rubble (partially buried by fill soil) along with yard waste (recently cut tree limbs and branches)'was observed on the surface below two lots located east of the northwest property comer. Along the slope crest, some residential property owners have constructed short (less than 4 ft in exposed height) retaining walls. In particular, a 20 ft Iona, mortarless, concrete rubble wall with a 10-degree batter has been built on the slope where the slope is at its greatest height, near the northeast comer and appears to have been there for some time. The wall shows no distress in the form of bowing of settlement. Based on the survey line stakes and line present on site, the location of the wall face is about 2 ft within Park property. In the same area, a short, timber (pressure -treated wood), crib -block wall has been constructed on the slope crest and a chain -link fence has been constructed up the steepest slope section by residential property owners. Both the crib -wall and existing chain -link fence show no signs of distress (undermining, leaning, etc). Based on visual approximations, the slope is about 30 ft high and with a relatively uniforlil grade of about 60 percent. The properly is located in an area mapped geologically as being underlain by Advance Outwash which typically consists of sands, gravels, and cobbles (Minard 1983). At the time of our site reconnaissance, we did not observe any evidence of severe erosion, active landsliding, or other recent instability within or immediately adjacent to the slope area. Such evidence would include irregular topography, bare soil scarps, groups of toppled trees, backward leaning trees, and/or springs and ground water seepage on the slope. CONCLUSIONS AND RECOMMENDATIONS It is our conclusion that the fence installation location is within both an Erosion and a Landslide Geologically Hazardous Area as defined in ECDC Chapter 23.80.020. However, it is also our conclusion that the fence installation does not pose "ail unreasonable threat to the public health, safety, or welfare oil or off the development proposal site". We suggest, however, that the fence line be adjusted in the northwest comer to be installed in front of the existing concrete rubble wall, offset about I ft from the wall toe, rather than along the currently surveyed property line to avoid disturbance and additional loading to the wall crest. We further recommend that fence posts not be located within the root mass of an established tree. Our services were provided in accordance with Task Order No. 09-20 with the City of Edmonds (City). We understand that a portion of the proposed fence is to be installed within an identified critical area pursuant to Edmonds Community Development Code (ECDC) Chapter 23.40; specifically, some of the fencing will be located within areas of steep slopes which are classified as erosion and landslide hazard areas. The proposed fence is a 6-ft high chain -link fence supported by 2- to 3-ft deep posts spaced every 10 feet. At the request of the City, Colin Turnbull of Landau Associates visited the subject property on November 12, 2009 with City representatives Brian McIntosh and Rich Lindsay. The purpose of the visit was to assess the proposed installation regarding compliance with City development and building permit requirements as contained in ECDC Chapter 23.40 and 23.80. OBSERVATIONS Hickman Park is a 5.6-acre parcel bounded to the north and south by residential properties, to the west by undeveloped land, and to the east by 104'h Avenue West. The Park is relatively flat, with the exception of the northwest comer that is bounded by a slope that rises in height towards the west. The crest of this slope is occupied by residential properties built on relatively flat areas. The toe of this slope is relatively flat and is currently used as a wooded trail within a part of Hickman Park. Generally, the slope is relatively well vegetated with low brush, ivy, and a few scattered youn,- and mature coniferous trees (6 inches to 3 ft in diameter) with occasional mature deciduous trees. However, loose, sandy, fill 130 2nd Avenue South a Edmonds, WA 98020 - (425) 778-0907 e fax (425) 778-6409 e www.landauinc.com soil from past grading activities, presumably from residential properties along the crest, was observed along the upper half of the slope extending for a distance of about three lots east of the northwest property comer. In addition concrete and asphalt rubble (partially buried by fill soil) along with yard waste (recently cut tree limbs and branches) was observed on the surface below two lots located east of the northwest property comer. Along the slope crest, some residential property owners have constructed short (less than 4 ft in exposed height) retaining walls. In particular, a 20 ft long, mortarless, concrete rubble wall with a 10-degree batter has been built on the slope where the slope is at its greatest height, near the northeast comer and appears to have been there for some time. The wall shows no distress in the form of bowing of settlement. Based on the survey line stakes and line present on site, the location of the wall face is about 2 ft within Park property. In the same area, a short, timber (pressure -treated wood), crib -block wall has been constructed on die slope crest and a chain -link fence has been constructed up the steepest slope section by residential property owners. Both the crib -wall and existing chain -link fence show no signs of distress (undermining, leaning, etc). Based on visual approximations, the slope is about 30 ft high and with a relatively uniforin grade of about 60 percent. The property is located in an area mapped geologically as being underlain by Advance Outwash which typically consists of sands, gravels, and cobbles (Minard 1983). At the time of our site reconnaissance, we did not observe any evidence of severe erosion, active landsliding, or other recent instability within or immediately adjacent to the slope area. Such evidence would include irregular topography, bare soil scarps, groups of toppled trees, backward leaning trees, and/or springs and ground water seepage on the slope. CONCLUSIONS AND RECOMMENDATIONS It is our conclusion that the fence installation location is within both an Erosion and a Landslide Geologically Hazardous Area as defined in ECDC Chapter 23-80.020. However, it is also our conclusion that the fence installation does not pose "an unreasonable threat to the public health, safety, or welfare on or off the development proposal site". We suggest, however, that the fence line be adjusted in the northwest comer to be installed in front of the existing concrete rubble wall, offset about I ft from the wall toe, rather than along the currently surveyed property line to avoid disturbance and additional loading to the wall crest. We further recommend that fence posts not be located within the root mass of an established tree.
