outlined in Chapter 70 of the Uniform Building Code, latest adopted edition,
Vol. 1. Where extensive gpgding and fill are involved in the development, a
grading plan and specifications shall be prepared.
QUOTATION FROM THE CITY CODE REGARDING IMPROVEMENTS
11.02.025(f) Utilities and Street Ii!grovements. No building permit shall be
issued or the construction of any building or structure of any kind or
description unless the plans and specifications include the construction for
cbrbs, gutters, sidewalks, paved streets, necessary water lines, sewer lines, and
st6rm drainage necessitated by the new construction or improvement, to be built
to applicable City standards, prov'ided, however, if found by the City Engineer
to be impractical to construct at the time of application for said building permit,
construction may be waived by the City Engineer and in lieu thereof a performance
bond filed with said engineer to cover the estimated cost of construction to City
standards for said improvements, provided further, in areas zoned single family
residential at the time of said application for building permit in which the
applicant has received final approval for a plat or sub -division and has compiled
with requirements therein compliance with this subsection shall be deemed by
compliance with the sub -division or plat requirements.

The regular meeting of the Amenities Design Board was called to order by Chairman
John LaTourell in the Council Chambers of the Edmonds Civic Center at 7:30 p.m.

Due to the delay in receiving several sets of minutes, approval of minutes was
postponed.

ADB-79-75 Sunset Villa - Apartment sign at 23122 76th Avenue W. (RML)
Mary Lou Block indicated this is a sign . in an RML zone for an apartment
complex. The sign has already been installed and is a wooden sign
N indicating the name of the aoartment and address and is well within the
signage allowed. The applicant, Mr. DiPanqrazio, was present.
MR. GOLDSMITH MOVED, SECONDED BY MR. RIZZUTO TO APPROVE ADB-79-75. MOTION
CARRIED.

Mrs. Block noted that the Board had previously reviewed and approved the
sit e plan but requested that the sign drawing be resubmitted with some
changes. The sign proposed is for the property in a CG zone at approximately-
238th Street S.W. and Highway 99. Mr. Hovde was present. The total square
footage of the new sign is 108 sq. ft. and is smaller than the. previous
submittal. Mr. Hovde stated that the sign has a reader board on both sides.
There -was some discussion 'on what is considered part of the area to be counted
in square footage and whether it included the logo. Mr. Hovde indicated that
he had sent the Country Kitchen Company a copy of the Edmonds Code several
months back. The Board discussed removing the checkerboard lattice as had
been requested at the last review. Mrs. Block noted that the logo hadbeen
included in the square footage. The sign is a double-faced sign on pylons.
The Chairman stated that one of the Board's previous requests was that the
sign drawing be submitted without a reader board and that they would be
willing to approve a plan that way. -He also stated that the checkerboard
effect in the interior served no purpose and was to be removed also. There-
fore, the sign is strictly the logo and pylon. Mr. Rizzuto suggested that
the Board mark up the drawing the way it should be and send it back to the
company. If the company accepts it, it would not have to go back to the
Amenities Design Board. It was further stated that there would be landscaping
at the base of the sign.

MR. RIZZUTO MOVED TO ACCEPT THE SIGN AS REVISED AND NOTED BY THE BOARD WITH
THE DELETION OF THE READER BOARD AND DELETION OF THE LATTICE F T LLER PANELS.

MR. GOLDSMITH SECONDED THE MOTION. MOTION CARRIED. Mrs. Block said she
would make those comments on the plan arid that Mr. Hovde could pick up the
drawing at the office on Thursday.

Mrs. Block indicated that one of the applicants, Mr. Lowell, was present and
that the two applicants are renting the site which is about a half block
from the post office on Main Street. The total square footaqe of the two
s i gn s i s 37 sq. f t " with in allowable area of 60 sq. ft. There are two
.signs on the side which are difficult to measure due to the configuration
but are within the allowable signaqe. The applicant stated that the signs
are 1/2 inch plywood signs with. painted letters. The side signs are already
existing and are antique block letters. The Board 4 inquired if the shaking
on the exterior was. going to be continued with Mr. Lowel 1 stating that they
would complete the shaking on the front. MR. GOLDSMITH MOVED, SECONDED BY
MR. RIZZUTO TO APPROVE ADB-1-76. MOTION CARRIED.
