This letter presents the results of our recent evaluation of the block retaining wall that has been
constructed at your residence located at 23811 77'h Place SW in Edmonds, Washington as shown on
the Vicinity Map on Figure 1.
INTRODUCTION
We understand that you constructed a block retaining wall along the southern and southeast portion
of the property to retain fills associated with a yard area. We also understand that the City of
Edmonds has requested an evaluation of the wall system due to portions of the wall being greater
than four feet in height.
SITE OBSERVATIONS
Surface Conditions
We visited the site and met with you on Tuesday, January 24, 2012 to observe the existing
conditions. We observed that an Allen Block retaining wall had been constructed along the southern
and southeastern portion of the property. We understand that the retaining wall was built to support
fills to expand the backyard area of the residence. The exposed height of the wall ranged from
approximately 2.0 to 6.5 feet. The base of the retaining wall was placed on a concrete footing and

embedded approximately 4 to 6 inches below the existing ground surface in front of the wall. We
were informed that a drain and a drainage blanket were placed behind the wall, but we were unable to
observe either in our explorations. We did observe a 4-inch perforated drain pipe that daylighted
below the southeast portion of the retaining wall. We were unable to determine the source of this
pipe. Water was observed flowing from this drain during our site visit. We understand that geogrid
reinforcement was not used within the backfill behind the wall. A fence was also constructed in
Ialong the top of the retaining wall as shown on Figure 2.
ISubsurface Conditions
Geology: The geologic units for this area are shown on the Geologic Mai) of the Edmonds East and
part of the Edmonds West Quadrangles, Washington, by James P. Minard (USGS, 1983). The site is
mapped as glacial till deposits (Qvt). The till is described as a nonsorted mixture of clay, silt, sand,
pebbles, cobbles, and boulders. The soils generally encountered in our explorations consisted of
undocumented fill underlain by silty fine to medium sand with gravel consistent with the description
of the glacial till deposits.
Explorations: The subsurface conditions within the existing wall area were explored on January 24,
2012, by excavating seven holes to depths of 1.5 to 5.5 feet below the existing surface using hand
tools. The approximate locations of the explorations are shown on the Schematic Site Plan in Figure
2. An NGA geologist was present during the explorations, examined the soils and geologic
conditions encountered, obtained samples of the different soil types, and maintained logs of the test
holes.
The soils were visually classified in general accordance with the Unified Soil Classification System,
presented in Figure 3. The logs of our hand augers are attached to this letter and are presented as
Figures 4 and 5. We present a brief summary of the subsurface conditions in the following
paragraphs. For a detailed description of the subsurface conditions, the hand auger logs should be
reviewed.
All of our hand augers encountered approximately 0.5 to 4.0 feet of brown silty fine to medium sand
with gravel and varying amounts of organics that we interpreted as undocumented fill soils.

Underlying the undocumented fill in Hand Augers I through 3, 5 and 7, we encountered dense, gray
silty fine to medium sand with gravel that we interpreted as native glacial till soils. Hand Augers I
through 3, 5 and 7 were terminated within the native glacial till soils at depths in the range of 1.5 to
5.5 feet below the existing ground surface. Hand Augers 4 and 6 were terminated within the
undocumented fill soils at depths of 4.0 and 3.0 feet below the existing ground surface.
CONCLUSIONS AND RECOMMENDATIONS
Based on our observations, it is our opinion that the block retaining wall is considered marginally
stable as constructed. We understand that you wish to reduce the height of the retaining wall to be
no greater than four feet in exposed height. In our opinion, this should be feasible provided that the
wall and fill and slopes above the wall be repaired and reconstructed in accordance with our
recommendations presented in this letter. If the wall is not repaired as described, settlement could
occur within the fill and the wall could experience movement over time or during a seismic event.
We have provided a schematic repair cross section indicating the proposed repairs in Figures 6. We
should be on site during wall repairs.
We recommend that all portions of the wall greater than four feet in exposed height be reduced to be
less than or equal to four feet in exposed height. After the wall heights have been reduced, the
undocumented fill located behind the retaining wall and on the sloping portions of the site should be
removed from the site. We recommend that level benches be excavated into medium dense or better
native soil encountered within the sloping area behind the wall. The level benches in the native soil
should be at least four feet wide. The maximum rise between the benches should be a maximum of
two feet. Maintaining these configurations is very important. Rock spalls consisting of 2- to 4-inch
crushed rock should then be placed on the level benches. The rock spalls should be placed in small
lifts and compacted with a vibratory plate compactor or a large excavator bucket. The final face
inclination of the rock spalls should not be steeper than 2 Horizontal: I Vertical (211: IV). Care
should be taken as to not contaminate the rock with the native material in order to maintain the rock
free -draining capability. The rock spalls should then be covered with four inches of topsoil, and deep
rooted vegetation.

During construction, we recommend that the drainage systems behind the wall be evaluated by NGA.
At a minimum, we recommend that a 4-inch rigid, perforated PVC pipe be placed behind the base of
the wall and covered with drain rock and filter fabric. A one -foot thick drainage layer consisting of
3/4-inch clean crushed rock should also be placed behind the entire wall. We can provide
recommendations during construction for repairs to the wall drainage systems as needed.
After the repairs are implemented, the retaining wall and slopes behind the wall should be
periodically monitored, especially during the wet season, for any signs of instability, so corrective
actions can promptly be taken should any signs of instability are observed. We should be retained to
provide construction monitoring services during construction to fill placement and drainage systems,
and to also provide recommendations for design changes should the conditions differ from
anticipated, and to evaluate whether construction complies with the design and specifications.
USE OF THIS LETTER
We have prepared this letter for Ms. Kamilia Kanczugowski and her agents, for use in planning the
repairs to the existing block wall on this project only.. Our recommendations are based on interpreted
subsurface conditions based on surface observations and limited hand explorations. The data and
letter should be provided to prospective contractors for their bidding and estimating purposes, but our
letter, conclusions and interpretations should not be construed as a warranty of subsurface
conditions. Although we consider the recommended improvements adequate and should perform
well, due to our limited knowledge of the subsurface conditions and the history of this site and wall,
there is still a risk that the block walls would experience some movement and may require further
repairs at some point in the future.
The scope of our work does not include services related to construction safety precautions and our
recommendations are not intended to direct the contractors' methods, techniques, sequences or
procedures, except as specifically described in our letter for consideration in design. There are
possible variations in subsurface conditions. We recommend that project planning include
contingencies in budget and schedule, should areas be found with conditions that vary from those
described above.

This letter presents the results of our recent evaluation.of the block retaining wall that has been
constructed at your residence located at 23811 77h Place SW in Edmonds, Washington as shown on
the Vicinity Map on Figure 1.
INTRODUCTION
We understand that you constructed a block retaining wall along the southern and southeast portion
of the property to retain fills associated with a yard area. We also understand that the City of
Edmonds has requested an evaluation of the wall system due to portions of the wall being greater
than four feet in height.
SITE OBSERVATIONS
Surface Conditions
We visited the site and met with you -on Tuesday, January 24, 2012 to observe the existing
conditions. We observed that an Allen Block retaining wall had been constructed along the southern
and southeastern portion of the property. We understand that the retaining wall was built to support
fills to expand the backyard area of the residence. The exposed height of the wall ranged from
approximately 2.0 to 6.5 feet. The base of the retaining wall was placed on a.concrete footing and

embedded approximately 4 to 6 inches below the existing ground surface in front of the wall. We
were informed that a drain and a drainage blanket were placed behind the wall, but we were unable to
observe either in our explorations. We did observe a 4-inch perforated drain pipe that daylighted
below the southeast portion of the retaining wall. We were unable to determine the source of this
pipe. Water was observed flowing from this drain during our site visit. We understand that geogrid
reinforcement was not used within the backfill behind the wall. A fence was also constructed in
along the top of the retaining wall as shown on Figure 2.
Subsurface Conditions
Geology: The geologic units for this area are shown on the Geologic Map of the Edmonds East and
part of the Edmonds West Quadrangles, Washington, by James P. Minard (USGS, 1983). The site is
mapped as glacial till deposits (Qvt). The till is described as a nonsorted mixture of clay, silt, sand,
pebbles, cobbles, and boulders. The soils generally encountered in our explorations consisted of
undocumented fill underlain by silty fine to medium sand with gravel consistent with the description
of the glacial till deposits.
Explorations: The subsurface conditions within the existing wall area were explored on January 24,
2012, by excavating seven holes to depths of 1.5 to 5.5 feet below the existing surface using hand
tools. The approximate locations of the explorations are shown on the Schemati c Site Plan in Figure
2. An NGA geologist was present during the explorations, examined the soils and geologic
conditions encountered, obtained samples of the different soil types, and maintained logs of the test
holes.
The soils were visually classified in general accordance with the Unified Soil Classification Systen-4
presented in figure 3. The logs of our hand augers are attached to this letter and are presented as
Figures 4 and 5. We present a brief summary of the subsurface conditions in the following
paragraphs. For a detailed description of the subsurface conditions, the hand auger logs should be
reviewed.
All of our hand augers encountered approximately 0.5 to 4.0 feet of brown silty fine to medium sand
with gravel and varying amounts of organics that we interpreted as undocumented fill soils.

Underlying the undocumented fill in Hand Augers I through 3, 5 and 7, we encountered dense, gray
silty fine to medium sand with gravel that we interpreted as native glacial.till soils. Hand Augers 1
'through 3, 5 and 7 were terminated within the native glacial till soils at depths in the range of 1.5 to
5.5 feet below the existing ground surface. Hand Augers 4 and 6 were terminated within the
undocumented fill soils at depths of 4.0 and 3.0 feet below the existing ground surface.
CONCLUSIONS AND RECOMMENDATIONS
Based on our observations, it is our opinion that the block retaining wall is considered marginally
stable as constructed. We understand that you wish to reduce the height of the retaining wall to be
no greater than four feet in exposed height. In our opinion, this should be feasible provided that the
wall and fill and slopes above the wall be repaired and reconstructed in accordance with our
recommendations presented in this letter. If the wall is not repaired as described, settlement could*
occur within the fill and the wall could experience movement over time or during a seismic event.
We have provided a schematic repair cross section indicating the proposed repairs in Figures 6. We
should be on site during wall repairs.
We recommend that all portions of the wall greater than four, feet in exposed height be reduced to be
less than or equal to four feet in exposed height. After the wall heights have been reduced, the
undocumented fill located behind the retaining wall and on the sloping portions of the site should be
removed from the site. We recommend that level benches be excavated into medium dense or better
native soil encountered within the sloping area behind the wall. The level benches in the native soil
should be at least four feet wide. The maximum rise between the benches should be a maximum of
two feet. Maintaining these configurations is very important. Rock spalls consisting of 2- to 4-inch
crushed rock should then be placed on the level benches. The rock spalls should be placed in small
lifts and compacted with a vibratory plate compactor or a large excavator bucket. The final face
inclination of the rock. spalls should not be steeper than 2 Horizontal: I Vertical (211: IV). Care
should be taken as to not contaminate the rock with the native material in order to maintain the rock
free -draining capability. The rock spalls should then be covered with four inches of topsoil, and deep
rooted vegetation.

During construction, we recommend that the drainage systems behind the wall be evalu ated by NGA.
At a minimum, we recommend that a 4-inch rigid, perforated PVC pipe be placed behind the base of
the wall and covered with drain rock and filter fabric. A one -foot thick drainage layer consisting of
3/4-inch clean crushed rock should also be placed behind the entire wall. We can provide
recommendations during construction for repairs to the wall drainage systems as needed.

After the repairs are implemented, the retaining wall and slopes behind the wall should be
periodically monitored, especially during the wet season, for any signs of instability, so corrective
actions can promptly be taken should any signs of.instability are observed. We shouldbe retained to
provide construction monitoring services during construction to fill placement and drainage systems,
and to also provide recommendations for design changes should the conditions differ from
anticipated, and to evaluate whether construction complies with the design and specifications..
USE OFTHIS LETTER
We have prepared this letter for Ms. Kamilia Kanczugowski and her agents, for use in planning the
repairs to the existing block wall on this project only. Our recommendations are based on interpreted
subsurface conditions based on surface observations and limited hand explorations. The data and
letter should be provided to prospective contractors for their bidding and estimating purposes, but our
letter, conclusions and interpretations should not be construed as a warranty of subsurface
conditions. Although we consider the recommended improvements adequate and should perform
well, due to our limited knowledge of the subsurface conditions and the history of this site and wall,
there is still a risk that the block walls would experience some movement and may require further
repairs at some point in the future.
The scope of our work does not include services related to construction safety precautions and our
recommendations are not intended to direct the contractors' methods, techniques, sequences or
procedures, except as specifically described in our letter for consideration in design. There are
possible variations in subsurface conditions. We recommend that project planning include
contingencies in budget and schedule, should areas be found with conditions that vary from those
described above.
