Div. December 1978 MEMORANDUM Date: October 14, 1998 To: . Mayor Fahey From: Jim Roberts, Engineering Specialist -Ar.L, Subject: Letter from Francesca Morrison, 23820-79t' Avenue West On October 13, 1998 Chuck Hiatt, Street Leadperson, and I visited the 79th Avenue West neighborhood and surveyed the condition of the street. By coincidence, we had visited the site last spring and had already discussed repair options for this street and 80'hAvenue West, which has the same defects. Neither Chuck nor I had at any time discussed repair options or made any commitments whatsoever to Ms. Morrison or any of the other neighbors. Virtually all of the defects mentioned in Ms. Morrison's letter are correct. This street is one of the worst streets in our city. Its condition is so poor that it was not a viable candidate for the recently completed Surface Treatment Program. Its geographical location has made it impractical for overlay due to the costs involved in remobilizing and moving paving equipment and workers to its remote location. We do, however, have a work plan. We had occasion to meet with Ms. Morrison during our street survey at which time Chuck assured Ms. Morrison that, as weather allows, every attempt will be made to fill potholes with hot asphalt material. In the spring of 1999, the Street Division will place a pavement reinforcement fabric over portions of the asphalt surface to help prevent reflective cracking through the new surface. They will then place a Class B asphalt surface over the entire street. Ms. Morrison seemed pleased with this plan. Chuck and I have discussed this with our managers and are prepared to proceed. \\CITY2\SYS\ENGRVIMR\CHIPSEAL\10-14LTR.DOC City of Edmonds Community Services Department Engineering Division
