This memorandum presents the methodology and results of determining the flow control and water
quality treatment requirements for the Community Transit Suift Bus Rapid Transit (BRT) Project.
This project has transit stops at 18 intersections along the SR 99 corridor from Everett Station in
Everett, Washington south to 238th in Edmonds, Washington Snohomish County. See Figure 1.0 for
the project corridor location.
Although the Community Transit Smdff BRT project has stations within four separate jurisdictions —
City of Edmonds, City of Everett, City of Lynnwood, and Snohomish County —all matters related
to stormwater management all four jurisdictions fall under the common *jurisdiction, the Washington
Department of Ecology (Ecology). The 2005 Ecology Stormwater Management Manual for Western
Washington (SMMWW) was applied to the entire project corridor for consistent stormwater
regulatory requirements.
The Ecology SMMWW requires the determination of Threshold Discharge Areas (FDA) for every
BRT station 'in order to detern mie existing hydrologic and hydraulic conditions. Each TDA must be
mapped based on the existing onsite drainage patterns and the locations of natural or marimade
discharge points. For this preliminary analysis the "one -quarter -mile rule" (defined below) was
applied to determine if any BRT station had the potential to be in the same TDA Yielding a "worst
case scenario" for the total new and replaced impervious area, which determines flow control and
water quality requirements.
Regulatory Reference
The guidelines used to determine the worst case scenario extent of the TDA.boundaries are
provided by the SMMWW. The SMMWW guidelines define a TDA as "an onsite area draining to a
single natural discharge location or multiple natural discharge locations that combine within one-

quarter mile downstream (as determined by the shortest flow path)." This is referred to as the "one-
quatter-mile rule" for the remainder of this memo. Onsite area is defined as "die entire property that
includes the proposed development." The one -quarter mile rule was used to determine whether
multiple BRT stations are within a single TDA and result in the maxuinurn amount of area for
consideration of flow control and water quality treatment facilities.
Flow control and water quality requirement thresholds within a given TDA, or in this case the worst
case scenario, are stated in Volume 1 in the SMMWW Chapter 2 Minimum Requitements for New
Development and Redevelopment.
Specific assumptions and best engineering 'judgments were made to assist designers in determining
the TDA boundaries for the unique hydrologic conditions of each BRT stop.
Flow Control Requirements
In Volume I of the SMMWW Chapter 2, Table 2.2 Flow Control Requirements by Threshold
Discharge Area was used to determine if flow control facilities were required 'in the worst case
scenario. Flow control is required in a TDA if the effective impervious surface affected is more than
or equal to 10,000 square feet. Effective impervious surface is defined as an ffinpervious surface that
is connected via sheet flow or discrete conveyance to a storm sewer or drainage system, which is the
case for each BRT station. Flow control requirements for each TDA worst case scenario are
evaluated in this memorandum.
Water Quality Treatment Requirements
Water quality treatment is required in a TDA if the new and/or replaced impervious surface is a
pollution -generating impervious surface. Pollution -generating impervious surfaces include surfaces
that experience or have: vehicular use; 'industrial activities, or storage of erodible or leachable
materials, wastes, or chemicals. The BRT stations' impervious surface consists of sidewalk
improvements and the station platforms outside the roadway surface is not in the pollution -
generating impervious surface category; therefore, water treatment is not required for any TDA.
TDA Worst Case Scenario Criteria and Assumptions
Due to the unique hydrologic conditions, specific criteria and assumptions presented below were
made in determining the TDA boundaries for this project.
Each BRT station is considered the onsite area (entire property) and TDA worst case scenario
extents are defined within an *individual station area.
The following is a summary of the assumptions made to determine the TDA worst case scenario
extents for this project:

• For each BRT station a quarter -mile radius circle was drawn from the center of the first catch
basin that the station drains to based on existing topography. Overlapping circles show the
potential to be within the same TDA. The overlap of circles shows the worst case scenario for
the total of new or replaced impervious surface.
• Otak ArcGIS database did not include the existing storm sewer information for the City of
Lynnwood. For this area, the center of the quarter -mile radius circle was assumed to be on the
road side of the station at the furthest comer of the downstream ramp.
• Combined City and County storm sewer data was evaluated. County data was only used when
the City data appeared to be incomplete.
• Each BRT station was assumed to be a maxu'nurn of 1,040 square feet of new and/or replaced
impervious area. This number was deterrnied based on preliminary station design.
TDA Worst Case Scenario Results
Within, the project corridor there are 15 occurrences where the quatter-mile radius circle around
each station overlaps the quarter -mile circle of another station. These are no occurrences where
none than two stations overlap. Therefore the worst case scenario would have 2,080 square feet (2
times 1,040 square feet) of new or replaced impervious surfaces. The quattet-mile radius circles are
graphically depicted in Figures 2.0, 3.0 and 4. 0. Therefore based on the SMMWW threshold of
10,000 square feet, no flow control facilities arerequired by Ecology for any of the Community
Transit Swift BRT stations.
On the local jurisdiction level of Snohomish County, City of Edmonds, City of Everett, and City of
Lynnwood flow control and water quality thresholds are defined on a project level.
In the Snohomish County Code Chapter 30 the BRT project is classified as a redevelopment
projects. If the redevelopment project creates and/or replaces 5,000 square feet or more of
impervious surface then flow control and water quality treatment of stormwater runoff is required.
There were no specifications on pollutant generating impervious,surface vs. non -pollutant
impervious surface as it pertains to flow control and water quaht� thresholds. There were no further
specifications of what constitutes the "project" as it would pertain to one or all of the BRT stations.
Therefore based on the worst case scenario Snohomish County would not require flow control or
water quality.
In the City of Edmonds Municipal Code Chapter 18.30 the BRT project is classified as a
redevelopment project. If the redevelopment project creates and/or replaces 2,000 square feet or
more of impervious surface then flow control and water quality treatment of stormwater runoff is
required. There were no specifications on pollutant generating impervious surface vs. non -pollutant
impervious surface as it pertains to flow control and water quality thresholds. There were also no
further specifications of what constitutes the "project" as it would pertain to one or all of the BRT
stations. Therefore, based on the worst case scenario the City of Edmonds may requirement flow

control and water quality treatment. A more details evaluation of the station des' ign and its new or
replaced impervious surface and the actual project boundaries for each of the stations will be
necessary.
In the City of Everett Municipal Code Chapter 14.28 the BRT project is classified as a
redevelopment project. If the redevelopment project creates 5,000 square feet or more of
impervious surface then flow control and water quality treatment of stormwater runoff is required.
There were no specifications on pollutant generating impervious surface vs. non -pollutant
impervious surface as it pertains to flow control and water quality thresholds. There were also no
further specifications of what constitutes the "project" as it would pertain to one or all of the BRT
stations. Therefore based on the worst case scenario the City of Everett may require flow control
and water quality treatment. A more details evaluation of the station design and its new or replaced
impervious surface and the actual project boundaries for each of the stations will be necessary.
In the City of Lynnwood Municipal Code Chapter 13.40 does not provide specific impervious area
thresholds that would trigger flow control or water quality on a project level. In Section 13-40.070
the drainage and retention/detention system requirements are described. The requirements state that
there shall be no *increase in the 1 0-year design storm peak discharge from the project. This implies
flow control is requited for all projects that change the existing hydrology by increasing the
impervious surface area of the site. The City has adopted the water quality standards of the State of
Washington (Chapter 173-201 WAC) which does not provide impervious area square footage as a
trigger for water quality treatment. It is more dependent on the type of discharge (non -point or
point) and the characteristics of the receiving water body. Therefore for the station located in
Lynnwood a more detailed evaluation of the station design will be required.
Conclusion
Otak evaluated and analyzed the flow control and water quality requirements of the SMWV,/W. In
accordance with SMMWW, no flow control or water quality treatment requirement thresholds are
exceeded with any of the BRT stations within the project corridor.
The four' jurisdictions within the pro) ect corridor may have flow control and/or water quality
requirement thresholds that are more restrictive than those in the SMMWW depending on how the
BRT project limits are defined. If the all of the stations are considered within the project limits then
flow control and water quality thresholds will be exceeded for all four Juri sdictions, but if the project
level was defined by as an intersection then thresholds would only be exceeded in the Cities of
Edmonds and Lynnwood.
During the miter -local process for this project, Otak recommend that discussions take place
regarding the four jurisdictions. Otak recommends that SMMWW be adopted as the regulatory
stotmwater requirement for the CTS BRT project because the stormwater requirements of Ecology

are applicable to A jurisdictions state wide and each Jurisdiction must demonstrate that their
regulations conform to Ecology's standards.

Typical distances for placement of advance warning signs on expressways and
freeways should be longer because drivers are conditioned to uninterrupted flow.
Therefore, the advance warning sign placement should extend on these facilities as far as
800 in (0.5 mi) or more.
On urban streets, the effective placement of the first warning sign in meters (feet)
should range from 0.75 to 1.5 times the speed limit in km/h (4 to 8 times the speed limit
in mph), with the high end of the range being used when speeds are relatively high.
When a single advance warning sign is used (in cases such as low -speed residential
streets), the advance warning area can be as short as 30 in (100 ft). When two or more
advance warning signs are used on higher -speed streets, such as major arterials, the
advance warning area should extend a greater distance (see Table 6C-1).
Since rural highways are normally characterized by higher speeds, the effective
placement of the first warning sign in meters (feet) should be substantially longer —from
1.5 to 2.25 times the speed limit in km/h (8 to 12 times the speed limit in mph). Since
two or more advance warning signs are normally used for these conditions, the advance
warning area should extend 450 in (1,500 ft) or more for open highway conditions (see
Table 6C-1).
