Hurley Co. (JPHC), an environmental consulting firm. We observed the removal of two (2) 350-gallon underground storage tanks (USTs) from the subject property and performed a risk assessment of the subsurface soil in the vicinity of the fuel tanks following the tank removal activities. This report summarizes the findings of our investigation. PURPOSE The purpose of our investigation was to observe the removal of the fuel tanks by Hummel Construction and Development, Inc. [HCDI) and to confirm the presence or absence of significant petroleum contamination in the soils surrounding the USTs. This site assessment report is prepared in accordance with the requirements of WAC 173-360-63D and as outlined in the Washington State Department of Ecology (WDOE) publication entitled Guidance for Site Checks and Site Assessments for Underground Storage Tanks, dated February 1991, revised October 1992. EXECUTIVE SUMMARY Two (2)'350 gallon single wall steel LISTs were removed from a single excavation on the east yard of the subject property. -Approximately ten cubic yard of soil, located directly beneath the former UST1, was impacted by a small quantity of diesel fuel originating from UST1. The diesel -contaminated soil was transferred to CSR Associated facility in Everett, Washington for high temperature thermal treatment. All remaining soils are within the MTCA Method A cleanup standard for diesel in soil of 200 ppm. BACKGROUND The subject property had been occupied by a single-family residence and a detached outbuilding, which housed a single car garage and a single bedroom apartment. The USTs [UST1 and UST2) were removed at the recommendation of JPHC in a phase I environmental site assessment report dated September 21, 1999. UST1 appeared to have been installed when the facilities were constructed in the 1940's. UST2 appeared to have been installed more recently. Both USTs were used to store diesel heating fuel for onsite consumption. SITE DESCRIPTION Refer to Exhibit A, Site Plan/Sampling Plan for the locations of the fuel tanks. The USTs were located adjacent to the southeast corner of the main house. Both USTs and all of the ancillary piping were removed from a single excavation. GEOLOGY AND HYDROLOGY The property is situated on low permeable glacial till which is underlain by glacially overridden sand deposits. Groundwater was not encountered within the limits of the excavation. SUMMARY OF FIELD ACTIVITIES On November 5, 1999, Jim Hurley, an International Fire Code Institute [IFGI) certified site assessor for Washington State, observed the removal of the fuel tanks by MCDI. Both tanks were inspected for structural integrity after removal. Approximately six (6) pin size holes were observed on the bottom of the north tank (UST1). The south tank (UIST2) was assessed to be in good condition, with no visible signs of corrosive degradation. Visual and olfactory evidence indicated that diesel contamination was present in the soil beneath UST1. There were no indications of diesel contamination beneath UST2. Following the UST removal activities, three representative soil samples were collected from the limits of the excavation and from the excavated spoil pile for laboratory analysis. Soil Sample 1 -1 was a discrete sample collected from the base of the excavation beneath UST1 at approximately 5 feet beneath ground surface (bgs). Soil Sample 1-2 was a discrete sample collected from the base of the same excavation at 7 feet bgs. Soil Sample 2-1 was a discrete sample collected from the base of the excavation beneath UST2 at approximately 5 feet bgs. Sample 1-1 exhibited signs of diesel contamination in field screening tests. Samples 1-2 and 2-1 appeared to be unaffected by petroleum contamination. All three samples were submitted for method WTPH-Dx analyses. Sample 1-1 yielded diesel range hydrocarbons on the order of 3,800 ppm. Samples 1-2 and 2-1 were non - detectable for diesel range hydrocarbons. We interpreted these results to confirm that diesel contaminated soil was present in a twelve -inch lens of soil beneath UST1 and that all other remaining soils were within the IVITCA Method A cleanup standard of 200 ppm. On November 11, 1999, Jim Hurley returned to the site to observe the excavation of approximately ten (10) cubic yards of diesel contaminated soil from beneath the former UST1. At the conclusion of the excavation activities, five soil samples were collected from the limits of the excavation (Cavity 1) for field screening and laboratory analysis. Samples N, S, E, and W were composite sidewall samples collected from the north, south, east, and west sidewalls of Cavity 1. Sample B was a discrete sample collected from the base of i--JPHC P.O. Each sample was subjected to field screening in headspace tests using a portable ionization detector. All five samples were non -detectable for diesel range hydrocarbons under analytical Method WTPH-Dx. We interpreted these results to confirm that remaining soils in Cavity 1 were within the MTCA Method A cleanup standard of 200 ppm. Approximately ten (10) cubic yards of diesel contaminated soil was transported to the CSR facility in Everett, Washington for high temperature thermal treatment. Each soil sample was collected with a previously decontaminated stainless steel spoon and transferred to the laboratory in prepared four -ounce sampling jars, sealed with Teflon lids. The samples were transported in an ice chest equipped with blue ice. A chain of custody was completed at the time of transport. Applicant was asked if the fences (half wall with wrought iron fence on top) would be an issue in terms of setbacks. Kate said that in 1993 the fence regulations were changed. If a fence is over three feet high within a setback, you need to get a fence permit. Applicant asked Gordy how landscapes within buffers evolved. Gordy said the Planning Dept. informs him if landscaping is required, but acknowledged that zoning impacts the need for landscaping. The applicant asked if the ADB had the authority to waive that requirement. Kate said ADB may not waive the requirement, but may be able to modify it. Gordy said other condos on that narrow alley did not have landscaping, and he didn't know if they were built before the code was in effect. Dawn said since more parking was being provided than required, maybe the landscaping could be modified. Ray says it all depends on what the code requires. Applicant said they might ask ADB for such consideration. Kate agreed to research parking requirements up to lot lines/setibacks. Posts Will not count in space size. Thinner opening (16 or 18) is fine by overhead door. Will require alley to be inspected, may require overlay Drainage requirements will need to be met with 30/13 (water quality for outside parking areas and detention for all impervious systems). Will need a professional engineer to design site. If you drain into a stream, requirements are different. Sideyard setbacks for undergound water detention are 10', which might be tight for this site. 0 Six or seven years ago a water line was put in on 4h Ave. and any future development on 4h Ave. requires a payback to that developer, which is Bruce. Based on front footage. 0 Potential of SEPA traffic fee, approximately $400 unless something drastic comes up that he is not aware of. 0 7 feet of height required throughout entire depth, so stairwells may cut'into that. Fire: (John) • Sprinklers are required throughout for over five units, less modifications to UBC requirements. Could be a 13R system, UBC903 standard. • Garage portion will need a 13 system due to size. Sprinkler coverage will be required to go all the way out underneath the overhang. Applicant asked what cut-off was on garage size. John informed him it is 400 square feet. • Fire flow looks good with existing hydrants. • Manual and auto fire alarms required with full boxes in common areas and garage. UBC requires a man door as second means of egress in garage other than car doors. Jeannine will make final determination as to necessity of second means of egress. Exits will need to be spaced differently than are currently shown. • Will ask for sprinkler and water flow tie-in and a monitored system. Applicant sets up contract. • Elevator measurements are fine as is. • Fire extinguishers throughout. • Voluntary lock box system will be requested. • Applicant had a question about elevator lobby egress. John confirmed that they need a second egress from elevator lobby where the only egress door is locked. Needs to be mechanically or electronically coded into elevator so only those with keys to that locked door can access that floor. Building: (Jeannine) • Head room height is very restrictive because it includes any ceiling beam, racks, cabinets, etc. The fire sprinkler heads cannot encroach into that area. • Barrier -free parking space should be nearest to an entry/elevator that can be accessed, especially if there is not a man -door on the garage door. As it is now, there is no access. Applicant would have to explain to Jeannine's satisfaction why the parking may not work. • Man -door is required from the garage to the public way. A garage door does not qualify as a man -door. • May want to do an alternate ' design under Section 104 regarding third floor rules. • Lobbies are required off every elevator unless an additional door is p . rovided.
