This is in response to your letter of March 20, 1987, requesting that the
Federal Emergency Management Agency (FEMIA) determine whether Lot 4 in Block 7
of Lake Ballinger Land Company's and Plat Subdivision No. 1, as per plat
recorded in Volume 9 of Plats, Pages 57 and 58, Records of Snohomish County,
Washington, commonly referred to as 23905, 74th Avenue West, Edmonds, Washington,
is located within the Special Flood Hazard Area (SFHA).
On April 2, 1987, we received all technical data necessary to process your
request. We have reviewed the Flood Insurance Rate Map with respect to this
data and have determined that portions of the above mentioned lot are within
the SFHA and would be inundated by a flood having a one -percent chance of
occurrence each year. However, the existinq structure on the property is not

If flood insurance was purchased for any structure on this property as a
requirement of direct Federal or federally related financial assistance and
the lending institution has waived the insurance requirement a full refund
of the premium paid for the current policy year, less the expense constant,
may be obtained from the National Flood Insurance Program (NFIP), through the
insurance agent or broker who sold the policy, provided that no claim is
pending or has been paid on the policy in question during the same policy year.
In order to facilitate the procedure by which eligible property owners may
obtain a refund of premium, a written waiver or certificate must be obtained
from the lender that imposed the requirement. The certification will be
required by your insurance agent to process the premium refund.
This response to your request is based on minimum criteria established -by
FEMA and is intended only to reflect your status in relation to the Federal
requirement for the purchase of insurance. State and community officials,
based on knowledge of local conditions and in the interest of human safety,
may set higher standards for construction in the flood plain. If the State of,
Washington or City of Edmonds have adopted more restrictive and comprehensive
flood plain management criteria, these criteria take precedence over the
minimum Federal criteria.

I have reviewed the site located at 23905 74th Av W.. There is a mapped wetland on the site. ECDC
20.15A.050(D) and 20. 15A. 150(A) state that if a critical area is determined to be present on site, a critical area study
shall be conducted.
The subject property is adjacent to Lake Ballinger. Lake Ballinger may be considered to be a wetland with over 100
acres of open water acre. If this is the case, the wetland would be a class one wetland, Therefore, in this case , I
recommend that a study be conducted by a wetlands biologist and a land surveyor, licensed in the State of
Washington. Ile wetlands biologist is to perform the following:
1. Classification of the wetland pursuant to the criteria established in ECDC section 20.15b.070(A)(5)
2. Delineate the edge of the wetland on the site.
3. State any mitigating measures appropriate to preserving the wetlands.
After the wetland biologist has delineated the wetland boundary, I recommend that a surveyor, licensed in the State of
Washington perform the following:
I . Physically mark the edge of the wetland,
2. Delineate and physically mark the required buffer
3. Delineate and physically mark the required building setback from the buffer.
4. Create a map showing the wetland, the buffer and the building setback.
5. Create a separate legal description for the wetland area and its buffer.
Both the Wetlands Biologist and the Land Surveyor shall enter into a three party contract with the applicant and the
City of Edmonds as required in ECDC 20.15A. ISO(D)
