INVESTIGATORS CONCLUSION:
Based on a scientific methodology and after review of all the facts, examining the evidence
eliminating all possible sources of ignition and interviewing the witnesses I conclude the fir� was
started accidentally by igniting near by combustibles with a butane torch while cooking drugs in a
spoon. The ignited combustibles to include a partial roll of toilet paper, a make up case, small
hand carry luggage and a pair of blue jeans caught fire in the bathroom of unit #26 and were
extinguished by the motel room occupants. An attempt to hide some of the evidence to include
the listed burned items and drug paraphernalia were unsuccessful.
Loss: $40 damage to bathroom vinyl'floor.
NARRATIVE: Fire crews responded to the,Golden West Motel room #26 for a bathroom fire. BC
16 arrived on scene and called off all units except E16 and myself.
Once at the scene I was contacted by BC 16/Steve Allison and advised of the bathroom fire and
that possible drugs were involved. Edmonds PD was requested with Officers Faulk and Crystal
arriving and detaining the room occupants.

In walking into the motel unit I noticed piles of clothing,'candy bars, cigarettes in ashtrays ,
several lighters and the bathroom door standing open. Next to the bed was a blue hand carry
piece of luggage with the bottom corner showing fire damage. This item was in the bathroom
during the fire and moved into the sleeping area after it was extinguished.
In the bathroom I noticed water on the floor, a 6 inch round burn mark on the vinyl floor next to
the toilet, a burnt toilet paper roll next the floor damage, and the remainder of a burnt make up
bag next to all of this. A pair of blue jeans with several burned spots were in the bath tub. In the
cabinet under the sink were several hypodermic needles, garbage, and a butane torch with a
melted handle.
I asked Ms Newman what had happened. She stated the combustibles listed above were
accidentally ignited while she was preparing drugs for injection.
At this time the scene was turned over to PD for any processing they chose to do.'
I contacted the motel manager and advised him what was going on in the unit. 'I then left the
scene.

The Fire Marshal and I asked the owner to replace the modified detectors with new units. The detectors
are on order to be received Friday and replaced by Monday.
The Fire District Inspector was unaware of the situation with the detectors, he had been there last April.
The modifications were done recently as told by the manager. The file history is not available to us, as the
Fire District chooses to be unaware of the Annexation. Fire District Inspector will be following up on
situation.

I had a chance to stop by OUR new motel the Golden West at 239/SR 99. While in room #55 1 noted that
the smoke detector had an on/off switch. This seemed rather unusual to me not being a fire person.
In case you are unaware, when smoking crack (cocaine), the smoke normally sets off the smoke detector
therefore dopers will find a way to disable the alarm. Obviously, in this case the motel is one step ahead of
them.
I would give you odds that less than 1/2 of the smoke detectors in the motel are functioning (?????). Now
that they are in the City I think we should address this.
