I was at the property today and all the signs were up as you have requested. The sprinkler system is shut down
and drained. I also put 4 small heaters inside, that may prevent the low point of the sprinkler heads from
freezing. If it fireezed, at least it would not flood the building when they thraw. Thank you again for your help.

I have picked up the signs made by Fastsigns of Bellevue yesterday and turned them over to my Sprinkler
Service person to have them installed on the building and over the valves, and also proceed to shut down the
sprinkler system. I will let you know when they have completed the job. I did inspect the building yesterday
and all doors and windows are secured.

Mr. Siew,
I have come to a decision concerning the former McFinster's building, located at 24001 Hwy 99, Edmonds, WA
98026. This decision is based on your request to secure the automatic fire sprinkler system, based on the
condition of the building, the resources necessary to keep the fire and HVAC systems in service, and your
verbal expressions to me that you intend to demolish the structure.
I will allow the automatic sprinkler to be secured AFTER the following conditions are met:

You are required to inspect the premises monthly (with email confin-nation notices to me) to ensure the
structure is secure and to repair/replace any component that would allow access by unauthorized personnel.
2. You are required to place a sign on the PTV and FDC with the words "Out of Service". Picture provided below
as example.
3. You are required to install 4 - 2'x3' all weather signs, securely fastened on each side of the building stating
"FD DEFENSIVE ONLY". Sign to be red background with white letters, I " paint stroke. Please send proofs to
me for approval prior to ordering.
4. Provide a time frame in which you plan to demolish the building.
Please be advised, based on the history of the building and knowing your intentions to demolish it, the Fire
Department will not risk lives to save this structure. I recommend that if the building is insured, you inform the
insurance company concerning this decision.

Hi Kevin,
I went up to the roof of McFinsters building with my HVAC people to evaluate the conditions of our heating
units. Unfortunately, after spending 2 hours up there, we determined the heating units are in such bad shape
that it is simply no longer repairable or usable.
Earlier in the year, I remember we talked about securing the building, boarding up all windows and doors,
where, then perhaps you may work with me and allow me to shut down the sprinkler systems for the winter. I
am kind of reaching that point now. Currently all the windows and doors are already boarded up except the
front door where my people need to go in to check on the building periodically. There is one door in the back
that is not boarded up, but it is a heavy metal door with metal frame and a dead bolt lock. It would be very
unlikely someone can break in from there.
Please let me know if this is an acceptable solution for the winter, or perhaps you may have other suggestions.

Durin� our 3rd quarter BC drill at Burlington Coat Factory we took the time to look at the abandoned building on the
north west corner of the parking lot, formerly Mick Finster's. Specifically the wall mount PIV on the Charlie side was
SHUT and the wheel valve not locked. This place has been unoccupied for some time and used by squatters, raising the
life safety risk and chance of fire. Thank you for looking into this matter, let me know if I can be of any assistance.

There were about 1 ' 5 people in the business. The owner did not speak
English very well. I was unable to explain the need to remove several
extension cords to fans and pop machine. The exit was marked and clear.

I'll be out of town this evening. If you have complaints from customers or respond with EPD to an overcrowding situation
(anywhere), and no remedies are provided by on -site manager, you can apply the following:
"Overcrowding and admittance of persons beyond the approved capacity.of a place of assembly are prohibited. The Chief
(designee), upon finding overcrowding conditions or obstructions in aisles, passageways or other means of egress, or
upon finding a condition which constitutes a serious menace to life, is authorized to cause the performance, presentation,
spectacle or entertainment to be stopped until such condition or obstruction is corrected" Uniform Fire Code 2501.16.3
If they are not compliant with your remedy, have EPD write up:
"Any person who violates any provisions ... shall be guilty of a gross misdemeanor... The imposition of one penalty for any
violation shall not excuse the violation nor permit it to continue ...... Edmonds Community Development Code 19.75.050
"...(violators) shall be punished by a fine not to exceed $5000 and/or by imprisonment in jail for a term not to exceed one
year." Edmonds City Code 5.50.020

I inspected Mick Finster's on this day anticipating your St. Patrick's Day holiday event. I
have some items to bring to your attention for this week's festivities:
1. The sprinkler system and fire extinguishers have been serviced within the last year.
Your kitchen hood suppression system has not been seen for 1 1/2years (October
98). Contact your hood system technician to provide service for your system.
2. Fireplace screens are warranted for your gas fireplaces. Combustible clothing and
other items could easily end up in the fire. Your customers are using these
fireplaces as ashtrays, which could cause fire problems if their cigarettes were to fall
elsewhere. Provide screens, which can be secured and kept from removal by
customers.
3. 1 could not find an occupant load sign posted for your assembly area. Post a room
occupancy sign for 162 at the interior entry to your establishment. The occupant
load of 162 reflects 130 persons in your dining area and 32 additional in your lounge.
