I am responding to your letter to the Mayor dated January 310r, 1997. The traffic signals
on SIR 99, within north King County, are predominately operated by the City of Shoreline.
Because Shoreline is a new city, King County maintenance crews have been contracted to
perform necessary maintenance. In southern Snohomish County, the signals are
predominately operated by the City of Lynnwood through a joint operating agreement
between the cities of Edmonds, Mountlake Terrace, Lynnwood and the Washington State
Department of Transportation. These signals are interconnected andoperate within a timing
plan established by volume of traffic' and time of day. Any amendment of this timing plan is
done by the City of Lynnwood signal personnel.
There is, at the present time, a group of Puget Sound municipalities and other
jurisdictions that are working with WSDOT and a consultant to develop a more "seamless"
timing plan and more efficient traffic control network that will transcend boundaries of the
various political subdivisions.
We appreciate your interest in transportation and recommend that any comments
regarding specific improvements be directed to the controlling jurisdiction. I appreciate your
interest and concern with this matter and trust that you find this information useful. If there

Dear Edmonds Mayor and City Council Members, -1 �FFJCE OF THE MAYOR
Traffic on #99 in the North King and South Snohomish County area where I
live is terrible, in large part because the traffic signals are not timed, and cars get
stopped at each intersection, sometimes wafting through 2 light cycles to move to
the next red light and wait again.
This is true in many areas of the Puget Sound!
Timed traffic lights would move traffic and reduce delays. This is beneficial
to commuters, local residents, shoppers, and business owners.
Why these lights have not always been timed is a bureaucratic mystery,
but timing them can be done quickly once our civic leaders and traffic engineers
decide to do it and will have an immediate effect on reducing congestion.
Allowing free left turns when the main direction is green and no one is
approaching is another easy and necessary way to keep the cars moving.
Timing the lights to keep traffic moving instead of deliberately forcing
people to wait through two light cycles at each intersection is a good idea.

know you want these lights timed
