timeline of twenty-pne days from the date of Council decision.. If the City Council approves
your variance request at the February 5, 2008 Council meeting you must obtain the pen -nits by no
later than February 26, 2008. If the Council denies the variance request you may choose to file a
LUPA appeal with Snohomish County Superior Court within the previously stated timeframe.

I am writing you both to request for a second extension on my permit expiration date. I
requested for an extension on July 16, 2007 for 180 days. The extension is going to
expire on February 8, 2008. The need for this second extension has arrived because of a
variance process that I am in at this time. I applied for a variance on September 21, 2007
and was denied on December 18, 2007 and then applied for a hearing examiner
reconsideration on the 27 th of December and was denied again on December 3 0 2007 as
of January 80' 2008 1 have applied for an appeal through the city council in hopes of
having the hearing examiners decision overturned. I feel very strong about this variance, I
hade the variance approved last year and I missed the extension date so it expired. I
applied for both the building permit extension and the variance expefi�ioniat the same
time but I did not realize that the variance had a different expiraMn date so I had to
reapply, sense then I have been moving threw the steps of applications and appeal
process's. As you can tell from the dates my permit is not expired yet but I am foreseeing
that it is going to be very close to the date of my city council 'r appeal decisi6fi. I was told

by the city planner that my appeal will go before council on the very next iffeetmg.with
that being February 5, 2008, as you can see I am going to run out of time. f have every
intention of building and completing -this proposed project but I do not w6k to have to
start the whole permit process over agam. I have already gone threw a couple of reviews
and there is only a few issues to hammer out. I did not want to spend more time and
money completing changes and corrections to the review comments if this variance does
not go threw. I and the �city planners were quite'� surprised that this variance didn't go
threw, especially sense it was already approved once already. If the variance went threw
as we all thought it would I would have had plenty of time to complete the needed
corrections and get the permit processed. I am asking for your help, mercy, grace, and or
generosity with the circumstances that are in front of me and allow time -for my appeal to
be heard and give me just enough time to complete corrections necessary to complete the
permit process. I appreciate your time and consideration.

This T. 1. R. is submitted along with the civil and surveyor construction plans
for a 5 unit townhome complex in the City of Edmonds addressed as 24110
84th Av W for SCL Enterprises, LLC. This grading permit application is to
comply with City of Edmonds grading requirements and the drainage is to
comply with City Development Code, Chapter 18.30 and City of Edmonds
drainage ordinance requirements.
Part I The Project Proposal
A. Existing Conditions
This project is to obtain permits for grading and providing storm
drainage and utility improvements for a townhome complex at the northwest
quadrant of the SIR 104 (Edmonds Way)/Hwy 99 overpass.
The site is a single family residence with about 7 fir and 1 deciduous
trees situated on a plateau overlooking SR1 04. It is surrounded on the north
by an apartment complex and a small lot to the east. The south and east sides
look into the state right-of-way and Highway 99 right of way. The north and
west sides are residential while the east side of 84th Av W is commercial. The
existing home and all but three trees will be removed to make way for the
development.
It is situated on the west side of 84th Av W cul de sac at about 400'
south of 240th St SW. The site slopes from northeast to southwest at 10%
slope. To make access into the site some minor grading will be necessary for
the 24'wide driveway. This apartment complex will take access off the west
side of the 84th Av W cul de sac perpendicular to the southeast side of the
site. A 3' high rockery, 6' high ecology block wall and a possible 12" high curb
will be needed.
A 36" detention pipe is parallel to and 5'from the southwest property
line and will drain and release all developed flows at the existing 10 year - 24
hour storm release rate into an existing CB at the southeast corner. The
detention system will be accessible from the driveway/utility easement in a 10'
storm easement which goes around the duplex units. The restrictor CB will be
accessible from a 10' easement on the southeast side of the duplex. See DHA
sheetCl/4. All downspouts will drain into the storm filter vault for water quality
before draining into the detention CB#4 and being detained. Also the
foundation drains can go into the detention pipe since the pipe is about 4'
below the floor slabs.
The access corridor shall be the driveway surface from the cul de sac
and will provide utility/access easement to all units. This corridor will service
all utilities including storm, sewer, water, power, telephone, cable and gas.
The driveway will be with reverse crown so that the north side of the driveway
slopes from garage floor at 6% maximum to the valley as shown in Sht C1/4.
The apartment configuration is this - that the first floor is level with the
garage using a common slab on grade. The backyards will drop at least 6" in
5'from the slab to drain water away from the units and thus requiring a 6'
ecology block wall along the east property line to make grade. Substantial
grading will require excess to be exported along the route shown on sht C4/4.
As can be seen in the profile the driveway will drain northwest from the cul de
sac pavement and drain into the storm filter vault for water quality.
B. Offsite Analysis
Eighty -Fourth Av W drainage from 240th St SW goes south into the cul
de sac and joins Hwy 99 drainage coming from the north along HWY 99 and
joins at an 18" CP at the south side of the 84th Av cul de sac. From there the
existing 18" CP goes northwesterly along the north side of Edmonds Way to
the existing CB which is in the southwest property line and corner. It will then
pick up the new detained drainage from the site. Drainage then continues
northwesterly along the northerly side of Edmonds Way (SR 104) and ends up
in Puget Sound in about 5 miles. See the topographic map by Emerald Land
Survey shown on sht C4/4.
The soils map as shown on page 2A by SCS shows that the site is
mostly in type C soil and is typed as Alderwood Urban Land Complex, 2 to 8%
sloping. The soil is drainable, but is only shallow to about 24 to 36" deep
before the soil consolidates into glacial till. In addition City standards map
allowing infiltration does not cover this area and therefore, infiltration is not
allowed in this area.
Part 11 Drainage Design for the Grading Plan
A. Detention Design Calculations
A calculation of impervious surfaces for both existing and developed
conditions to determine the detention volume for the 10 and 100 year storm for
this townhome development is shown on page 213, the Hydrograph Input
Calculation Table.

The above noted table shows that the proposed impervious area
includes the driveway, townhome buildings and street improvement areas and
that the existing condition involves second growth forest of alders with no
impervious surface even though there is an asphalt driveway and the existing
house. The area of the access driveway paving (shaded area) including
sidewalk was determined by Autocad. Also on this table the storm intensities
for the City of Edmonds is listed for all 3 years - 2 year, 10 year and 100 year
intensities. The curve numbers of 98 and 81 for impervious and second growth
forest were used here. After development the Cn rises to 90 for 50 to 75%
grass on this type C soil.
The route that water travels on site is indicated on page 1 of Appendix A
as sheet flow from the northeast property corner of the site going on a diagonal
southwesterly to the west property line for 130 feet through second growth
forest at 9.9% slope. The actual time for flow to go this distance using sheet
flow becomes 13.82 minutes. The Waterworks software determines the peak
100 year storm peak flow on site in Basin A by creating 4 hydrographs See
page 1 of Appendix A. The Waterworks calculations shows that there is
about 0.09 cfs increase in the 100 year - 24 hour peak in storm flow due to this
development.
It should be noted that the time for flow concentration for developed
flows will be faster off site than the existing conditions since developed
conditions will have a higher impervious area. With the minimum standard
time of 10 minutes, the hydrograph for the developed conditions is maximum
and will provide the greatest possible difference and amount of storm flow to
detain to protect the existing downstream structures.
The calculation of detention calls for 86' of 36" diameter pipe or 608 cu
ft.; therefore, the Waterworks Software calls for 473 cu. Ft and the volume in
the three type 11 manholes which is not included in the Waterworks volume
calculations provides an additional 50 cu ft. All in all there is sufficient volume
in the 86' of pipe provided to detain the 10 and 100 year - 24 hours storms.
See Page 5 for orifice sizes and location (elevation) and page 6 for peak water
level for both storms. The actual volume used is the 473 cu ft. The water level
is below the top of pipe by 0.82' below soffit. See the restrictor manhole detail
on sheet C1/4 for a abetter picture of how this works and the elevations fo the
orifices, outlet elevation and top of manhole and restrictor top.
B. Water Quality Design for Storm Filter Vaults
A storm filter vault or catch basin is used here for water quality. Water
quality standards requires that the 6 month water quality storm to be infiltrated
in the water quality system if the storm filter vault(s) is used. See Appendix B -
page 1 for the 6 month storm hydrograph. Since the driveway pavement is
sloped to the low point at this CB and all driveway area flows to this CB, the 2
cartridge unit flows to CB # 4 which is the upstream MH of the detention pipe.
The following is the calculation of flow and calculation of number of cartridges
needed to filter the 6 month storm for this site:
R = rate per cartridge = 15 gal/min.
Q-0.5 = 0.04 Cu Ft/sec (see Appendix B - page 1)
N = # of cartridges needed for site = (0.04 x 449 gpm/cfs)/l 5gpm = 1.2
Rounding up at least 1 plus cartridges is required to treat the six month
water quality storm or 2 cartridges is needed and provided in the one storm
Water Management Inc CB, CB#5 as noted on sheet C1/4.
C1 This catch basin filter system contains 3 chambers; one to distribute the
incoming water through the grate over a weir system into the cartridge
chambers. When the water rises to the bottom of the cartridge water flows
through the media, which is perlite - an inert material which will filter out
sediment and oil from crankcase droppings. Once through the media it goes to
the core drains down through a piping sytem and out and in our case to the
detention piping. The oil going through the cartridge will be absorbed on the
perlite material and keep the water flowing through clean and without
pollutants.
C2 Maintenance of the cartridge is fairly simple: the covers over the cartridge
chambers are removed along with the cartridge and the cartridge needs to be
replaced from time to time. Storm Water Management, the manufacturer, will
inspect, maintain the system catch basins after built and certify its operation
and maintenance. Thereafter, the owner of this development will be required
to check to make sure that flow through the system is adequate and working on
a 3 month basis. He may have to replace the cartridge on a one to 2 year
basis. The above calculations show that the CB is more than adequate to
handle the 6 month water quality storm of 0.04 cfs. It is anticipated that the
cartridges will need to be replaced more like 2 years, depending on the
pollutants generated after construction.
